Technology of educational establishments activity estimation connected with RLD (ready for labor and defense) complex introduction

Abstract: Currently, it's highly vital and rational to work out, test and introduce activity evaluation technology of educational institutions concerning training for RLD complex standards fulfillment-software product. The presented technology of activity estimation concerning All-Russian RLD Physical Sports Complex introduction into educational establishments includes the following criteria: the number of participants with the unique identification number (UIN), mass character coefficient, participation coefficient, effectiveness coefficient of normatives fulfillment from the number of the registered participants. The technology of educational establishments activity estimation concerning RLD complex introduction is presented in a form of the automated information system "AS FSC RLD" and the database. It helps to get and handle a great amount of information according to the establishments of municipal education by means of remote access to authorized users service -tutors of educational establishments. Estimation technology of educational establishment activity concerning RLD complex introduction, presented by online-service "AS FSC RLD", provides comparative analysis of physical readiness state changes among all categories of population (at different levels: educational establishment, town, region). "AS FSC RLD" online-service helps to see the effectiveness of work at all levels, to control and correct the process of All-Russian RLD Physical Sports Complex introduction.

Introduction
"Ready for labor and defense" (RLD) Physical Sports Complex introduction helps to set unified standards of physical readiness for educational institutions and performs the function of students' health and life style state indicator [1,3,4]. One of the most important aims of RLD Complex is to involve more people into systematic physical culture and sport in the subjects of the Russian Federation [2]. The criteria determination for educational institutions estimation, which introduce RLD
complex, is one of the most important objectives for stimulation, motivation and mass sports orientation development. There is need to realize complex estimation of educational institutions and their ranging on the basis of part-indicator values of citizen, who fulfilled RLD complex. It is necessary to create a special technology. This technology will help to estimate objectively and reveal the best experience in RLD complex realization. During the technology creation we took into consideration the following values of indicators: the number of
participants with the unique identification number (UIN), mass character coefficient, participation coefficient, effectiveness coefficient of standards fulfillment from the number of the registered participants
Materials and methods
Automated information system is presented as an interactive online-service "AS FSC RLD", on www.rosinwebc.ru. web site. It helps to handle the results of RLD standards fulfillment with the results arrangement according to organizations, automatize physical readiness monitoring among population concerning RLD complex standards fulfillment and form institutions rating taking into consideration the results of RLD complex standards fulfillment [5,6].
Results and Discussion
Activity estimation of educational institutions connected with students training for RLD complex fulfillment is determined by several indices. As educational establishments and institutions differ in the number of students, geographical position and other parameters we decided to use relative indices for their comparison.
As estimate indices, which reflect the technology formation of educational institutions activity estimation in training students for RLD complex norms fulfillment, we defined the following ones: the number of participants with the unique identification number (UIN), mass character coefficient, participation coefficient, effectiveness coefficient of standards fulfillment from the number of the registered participants. Automized system helps to create different requirements for different profiles getting concerning RLD norms fulfillment.
The base for estimation mechanism creation formed the following indices: the number of participants on gto.ru web site; the number of participants, registered for RLD complex standards fulfillment; the number of participants, who fulfilled the standards (tests). Each of the mentioned indices has its own practical substantiation for the activity estimation of each educational establishment.
"Number of registered participants on gto. ru web site" index characterizes the quality of RLD
complex popularization and the level of participants' competence concerning the main demands of All-Russian RLD Physical Sports Complex standards fulfillment with getting the unique identification number (UIN). This index characterizes the quality of organizational and propagandistic work held with potential participants. It takes into account obligatory conditions fulfillment in order to achieve the corresponding level of physical readiness, parents' or legal representatives' of a minor awareness and medical admission to fulfill RLD complex standards.
"Number of participants, who fulfilled the standards (tests)" index characterizes the quality of training volunteers for RLD complex tests fulfillment.
Taking into account two mentioned above indices we offered mass character coefficient (C(m)) calculation. It characterizes the quality of the held work concerning RLD complex popularization. It is calculated according to the following formula:

For example, a school has 1100 pupils, who can be permitted to fulfill All-Russian RLD Physical Sports Complex standards. As a result of promotion events on gto.ru web site 885 pupils registered. It means that mass character coefficient will be (885^1100) x 100%= 80,45%.
The next index for the quality of the held work estimation among schoolchildren in order to attract them was "Coefficient of participation" C(p), which was calculated according to the following

For example, if the number of participants, who decided to take part in RLD (GTO) complex standards fulfillment is 245 people and the whole number of pupils at school, who can be permitted to fulfill RLD complex is 1100 people, then we
will get the following coefficient of participation: (245^1100) x 100% = 22,27%.
For the effectiveness estimation of standards fulfillment we calculated the coefficient of effectiveness C(eff.), which in general characterizes the quality of the registered participants training for the official RLD standards (tests) fulfillment. This coefficient is calculated according to the following formula:

For example, if the number of tests participants, who fulfilled the standards at the level no less than a bronze badge, is 124 people from 245 people. They were officially registered. We will get the following value for the index (124^245) x 100% = 50,61%.
The same way we calculate the coefficient of the test's fulfillment effectiveness from the general number of the establishment participants, who can be permitted to take part in the standards fulfillment.
The calculated coefficients determination helps to transfer to ranks according to each index and it helps to estimate objectively all directions of activity concerning RLD complex in general in each educational establishment. Thus, after the coefficient's calculation, the received values according to each organization are changed for ranks. The greatest value of each coefficient takes a rank and then as the points decrease, they get the corresponding ranks. Then the rating of each organization is determined. For example, among 45 institutions, which took part in the rating, the institutions with the highest value will receive 45 points, or the 1st rank. All points according to each coefficient are summarized and then the place of the institution in rating is determined (the more the coefficient is the more important is the rank, the 1st is the most important).
It should be noted that on the basis of created by us rank (in "AS FSC RLD" service in "Monitoring" unit) it is possible to generate graphical and table
reports the currant activity analysis in RLD Complex realization both according to the definite institution and according to all educational institutions of municipal education. Thus, educational institutions activity monitoring is necessary for the effective RLD complex promotion. Rating indices help to see the most effective practices of RLD complex introduction. The received monitoring information will help to make corresponding decisions for the best experience sharing in mass sports movement popularization in educational institutions. They realize students training for RLD complex standards fulfillment.
Conclusion
The offered technology of educational institutions estimation in training students for RLD complex norms fulfillment is based on taking into account the following indices: the number of participants with the unique identification number (UIN), mass character coefficient, participation coefficient, effectiveness coefficient of standards fulfillment from the number of the registered participants. The coefficients calculation is automated in "AS FSC RLD" interactive service. According to the results of the service test on the basis of 60 educational institutions in Surgut an objective estimation of educational institutions activity was received. We revealed the best RLD Complex practices. Monitoring indices formed the base for the effectiveness and quality estimation of the activity realized by the directors of educational institutions.
