LEGAL PROBLEMS OF INNOVATIVE IDEAS IN UZBEKISTAN IN THE CONTEXT OF GLOBALIZATION Salieva M.K.

Abstract: the purpose of the article is to study the beginning of the era of democratic reforms, innovative technologies in public administration of the Republic of Uzbekistan, which is on the path of modern development, the role of information and legal communication in society. It is planned to pay more attention to the experience of Uzbekistan and foreign countries, to develop a legal culture in society, to promote various forms of communication systems based on the concept of legal communication in the concept of human rights.

One of the peculiar forms of modern public administration is the establishment of a mass legal communication system. The purpose of controlling the system of governance is to introduce a free communication process between the state and society. The public's credibility is not simply about the decision-making by the management, but rather that the people have the right to freely approve or make their own decisions. In this regard, one of the main issues of ensuring human interests is directly related to improving the quality and standard of living in rural areas, where more than half of our population lives. «That is why we will continue to focus on the introduction of advanced technologies for the effective use of land and water resources to deepen agricultural reforms» [1].
It is worth noting that in the strategy of action aimed at changing macro-economic stability the legal mass communication system has been acquiring a peculiarly high status in all directions of implementation of a long-term concept of the Nation's development program.
The system of socially binding norms established or approved by the state includes legal relationships and basic rights of citizens to be secured, guaranteed and protected by the state. The law arises in an organized society and strengthens proprietary relationships, economic mechanisms, and serves as a means to distribute labor and its products among members of society (civil law, labor law); determines the order of formation of authorized bodies, state governing agencies, determines how to resolve disputes, measures to fight against violations of existing social relations (criminal law, procedural law), affects various forms of relations between individuals (family law). Legal norms are different from other social regulations (religion, morality, custom, etc.) with its compulsory character. The law affects various spheres of public life - economy, politics, social sphere, cultural and spiritual relations, and thus carries out economic, political and educational functions [2]. Today's globalization process is based on the principles of legal communication, socio-economic, organizational legal networks, and institutions of public and civil administration.
As Uzbekistan develops on the basis of the diversity of social life, political institutions, ideologies and opinions, governing laws based on democratic universal principles are introduced in the public administration. The executive branch of power has also been revised in 2018 to introduce new contemporary ideas. At the same time, functions of 18 ministries and agencies have been improved and 24 public and economic management entities and other organizations have been reorganized. The main objective is to strengthen
Uzbekistan's distinctive civil society, equip it with advanced innovative technologies from developed countries of the world, and promote effective reforms, innovative ideas to improve people's well-being. The joint efforts of the state to promote social protection of the population are based on the principle of "Everything for the benefit of the people" and to improve the quality of life in the social sphere.
According to section IV of the Nation's Program, more than 100 legal documents as well as the development concept and roadmaps have been worked out and implemented including 99 items of 126 measures, which stipulate to provide financial assistance for 55,000 unemployed retired employees, free treatment in sanatoriums for at least 35,000 consisting of pensioners, disabled, lonely elderly and other disadvantaged groups war and labor veterans, free supply prosthetic and orthopedic items and technical rehabilitation equipment to 10,000 disabled and lonely elderly people. Immense work and efforts are involved in the creation and implementation of these principles.
In modern statehood, government agencies, both large and small, maintain strong relationship with the public. Such collaboration has transformed into a method of management, meaning of life, culture and traditions.
The rule of law is observed when the constitution and laws stand as the supreme legal power in activities of all public agencies. They prevail over all other by-laws and normative regulations issued by executive branch. This is the basic principle securing democracy and legitimacy within a society [3]. The main directions of further improvement and modernization of public administration are defined on the basis of national values and the newest achievements of the world community.
Improvement of the system of social protection and the public healthcare, increase of social and political activity of women play a special role in the development of society. Taking into account the urgency of this issue and the fact that it is based on the realities of real life, President of the Republic of Uzbekistan Sh.Mirziyoev is implementing targeted programs on building affordable housing, further development of road-transport, engineering-communication and social infrastructure aimed at improving living conditions of the population.
He has also put forward the idea of introducing a system of modernization as the requirement of the time. It is the main criterion for the protection of disabled people, retirees, children, mothers with young children, being the official principle of legal mass communication. He noted that the improvement of health care system in rural and urban areas, implementation of modern technologies and training qualified medical personnel should become a priority objective. Citizens are well aware that the importance of legal communication in public and societal administration, the need to pay special attention to low-income families and to consider measures to further improve their living conditions, have become the main objective of the head of state along the path of increasing the welfare of the people.
At the same time, the main factor in the development of society is the development of education and science, ensuring the integration of science and production, science-based reconstruction of production, timely introduction of scientific achievements, innovations and inventions. The challenge of the day is to acquire the best world science practices, to focus our national science on finding solutions to problems in all spheres of social life. The widespread use of legal communication methods in the modern day-to-day life of society gives impetus to the development of innovative ideas.
The power of any state is reflected in its social security policy. In an economically and politically strong state, the level of social protection and welfare of the population as a whole is well-established. From the first days of independence, Uzbekistan has been consistently pursuing its concrete policy-based social policy.
The process of rapid reforms and accelerated progress towards a great future are based on the conditions defined by President Sh.M.Mirziyoev: "Creating jobs for the people is not only economic but also socially important task for us. It is also necessary to actively involve

municipalities, ministries and agencies, employers and banking institutions. We must also use more opportunities to develop tourism in addressing employment" [4].
Democracy and human rights are determined not only by laws in our society, but also by people's self-awareness and their ethical experiences [5].
The Strategy of Action pays great attention to the problems of expanding the labor market and employment. According to some estimates, in 2016, 248,000 people received jobs, while the country could potentially employ 1.5 million people. Or, in other words, only 16% of the available vacancies are occupied by people. The main reason for this is the outdated forms and methods of job assistance centers, as well as formalism in addressing employment issues. Thus, it is necessary to reconsider the work in this area, to eliminate the elements of formalism, dependency, indifference and self-interest, and to provide jobs based on their ability to work.
The main purpose of the reforms is to ensure a decent standard of living and quality of life for the people [6. -p.235] Creation of new jobs in modern conditions is an important factor in addressing social problems. In fact, unemployment can make a person spiritually and morally weak. A jobless person feels estranged and be in need of vital necessities for living. As a result, they lose interest in life, - President stated in one of his speeches.
However, any person should consciously develop, improve, and use his creative potential and intellectual abilities. One of the topical issues today is to improve economic relations in the economic space, to ensure free movement of goods, services, capital and labor resources for the rational use of economic resources. The same competitive conditions are created for public enterprises, private firms and companies forming the entire economic space. Conducting the policy of trade and economic cooperation between countries is the material basis for the creation of the economic space and its formation and development.
As President Sh.M. Mirziyoev once said about the priorities of economic development and liberalization: "We always rely on our strategic vision of implementing the "Uzbek model" of development and building a modern state. This principle is a profound basis for providing further political, social and economic changes". This secures consistent, evolutionary and sustainable economic development of the country
The Strategy of Action outlines a number of objectives to maintain micro-economic stability and high economic growth rates.
In particular:
- Maintaining sustainable economic growth through deepening structural and institutional changes based on adopted medium-term programs;
- Ensuring balance at all levels of the state budget while maintaining the social orientation of expenditures, improving inter-budgetary relations aimed at strengthening the revenues of local budgets;
- Continuing the policy to reduce the tax burden and simplify the taxation system, simplify and improve the tax administration, expand encouragement measures;
- Further improvement of monetary policy using the tools used in the best international practices as well as the gradual introduction of modern market mechanisms of currency regulation, ensuring the stability of the national currency;
- deepening and ensuring the stability of the banking system, increasing the level of capitalization and the deposit base of banks, strengthening their financial stability and reliability, further expansion of lending to promising investment projects and small business and private entrepreneurship;
- Increasing the volume of insurance, leasing and other financial services through the introduction and improvement of new types, as well as the development of the stock market as an alternative source of attraction of capital, placement of free resources of businesses, financial institutions and the population;
- Further development of international economic cooperation, including effective use of leading international and foreign investments and loans, etc. [8].
The Strategy also clearly outlines the scope and direction of the macroeconomic development and liberalization efforts. This will serve as an important basis for the country's economic development and further consolidation of its financial capacity over the next five years. The economic policy of the state has opened a new era of economic development based on the great intellectual, creative and creative potential of our people, combining the experience of developed countries of the world.
"Strategy is a real program of actions for renewal. This document is now being consistently introduced into life".
The recent measures to accelerate the development of small business in Uzbekistan are important for the further improvement of a favorable business and investment climate. As President Sh. M.Mirziyoev acknowledges: "We have every reason to believe that by way of analyzing the progress of our country on the path of sustainable development, we have made bold steps to implement important fundamental reforms in the past year". It is worth noting that the overall socio-economic indicators have been implemented over a period of time, and important issues have been resolved.
At the present stage of the nation's development we have successful implementation of large-scale reforms, achievements of the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan in 2017-2021 and creation of a fundamentally new, effective and quality system of public administration. Moreover, this policy, aimed at rapid and sustainable development with the principle". The main purpose of reforms is to ensure a decent standard of living and quality of life for the population". This policy, aimed at providing accelerated and sustainable development will continue rigorously. At the same time, modernization of economic sectors and the social sphere, comprehensive development of the regions testify to the necessity of establishing control over a number of systemic problems and shortcomings that prevent the successful implementation of the state policy on improving the standard of living and welfare of the people.
Critical analysis, rigid discipline and personal accountability should be the daily routine of every leader - whether it is the Prime Minister or his deputies, a government official or a regional governor. Pressing issues such as implementation of modern innovative methods of business management, advanced information and communication technologies to ensure effective implementation of decisions, excessive bureaucracy and public expenditure in government and public administration are still pending.
It is high time for each of us, first and foremost, government officials to ensure the responsible fulfillment of the tasks entrusted to us, based on a critical assessment of the state of affairs in the sector and areas which fall under our responsibility".
The principles of legal mass communication play an important role in improving the efficiency of public administration, taking into account the modern global trends in innovative development and implementation of tasks set in the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan for 2017-2021.
A fundamentally new system of audition was introduced to evaluate the reports on activities of executive authorities and their executives at all levels, including representative bodies, based on achievement of indicators and effectiveness of strategic development programs in order to increase the initiative and strengthen the role of regional executive authorities in the development of state and regional development programs.
To sum up, the concept of further deepening of democratic reforms and formation of civil society in the country ensures compliance of the state with rights and legal interests of citizens and public associations and provides them equal legal opportunities to participate in public life. The unwavering adherence of all state bodies, officials and other persons to laws and legal acts issued in accordance with the laws constitutes one of the elements of legitimacy, democracy and the constitutional state.
