LEGAL BASICS AND SOCIAL IMPORTANCE OF DEVELOPING FAMILY ENTREPRENEURSHIP IN UZBEKISTAN Davletov J.B.

Abstract: the main strategic goal of the people of Uzbekistan to build a secular state is the establishment of a democratic state based on the rule of law and market economy, which is inextricably linked with the institution of the family, its interests and the social and legal protection of human capital. This is because the moral and ethical characteristics of a person are the expression of the social and legal criteria in that society. This article deals with the problems, related to abovementioned issues. Keywords: independence, culture, traditions, education.
The development of a culture of family relations, strengthening and glorifying families, and creating a decent living environment for our citizens is one of the most pressing issues.
In this regard, President Shavkat Mirziyoyev said in his speech on the occasion of the 26th anniversary of the Constitution of the Republic of Uzbekistan: "To be honest, if we want to build a stable economy in our country, we must try to live as rich and prosperous as the developed countries of the world. But we have to move to a real market economy, not superficial, not superficial.
In 2017-2018, the pace of socio-economic development of the Republic of Uzbekistan has radically changed. According to the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan in 2017-2021, economic development is based primarily on the humanistic principle of "Human interests and welfare above all" and to improve the quality and standard of living of the population. Institutional and structural reforms aimed at radical renunciation of the system of administrative and command-based management in the economy, protection of private property rights and stimulation of private entrepreneurship are being developed at a new stage and the benefits provided to the sector are an important factor.
As a result of all the reforms, in 2017 Uzbekistan was among the 10 reforming countries that are trying to improve the business environment. For the first time in Uzbekistan, the institution of Ombudsman for the protection of entrepreneurs' rights has been established. Due to the fact that 2018 is declared the Year of Active Entrepreneurship, Innovative Ideas and Technology Support in our country, the audit of financial activity of all business entities has been suspended for two years.
Today is the time for legalizing the family business, namely the concept of "Every family -entrepreneur" and its innovative essence as a new form of business to expand small business and entrepreneurship. At the moment, another important issue is the adoption of the concept that provides for further expansion of the role and share of small business, first of all private entrepreneurship, including family entrepreneurship in the economy of our country.
The stability of the family institution affects all sectors of society. That is precisely what Margaret Thatcher, who served as Prime Minister in England in 1986, said at a conference of the Conservative Party: "Our policy begins with family, its freedom and its tranquility."
The first task of the family is to continue their lineage, bring up good and righteous children, and spend their free time with family members. Scientists estimate that every 100 families should have 260 children in order to keep the population at a certain level. Obviously, 60 families out of 100 should have 3 children and 40 ones with 2 children.
Scientists estimate that if every family had one child, it would be eight generations, or 200 years later, that nation would disappear as a nation.
Taking urgent measures to ensure employment and reduce unemployment in the socioeconomic sphere, and to further improve the legal and conceptual framework of family entrepreneurship in the socio-economic sphere based on the priorities outlined in the Strategy of Action, different tasks are required.
In this regard, in the framework of the program "Every family is a businessman" and "Youth is our future", this year a great number of privileges have been provided to support entrepreneurial initiatives of our people, especially our youth. If we can develop entrepreneurial initiative in our youth, teach them how to use resources properly, we can solve not only economic but also many social problems. Business people are the guarantor of a prosperous life.
As you know, Law 53 in our Constitution states that "State economic activity, freedom of entrepreneurship, inviolability of private property, guarantee of equality and legal protection of all forms of ownership". During the last two years, the concept of "Healthy family - healthy society" and the constitutional principle "Family in the protection of society and the state" have been widely used. 90 laws and more than 2,000 decrees and resolutions were adopted to address the accumulated problems. In short, our citizens should be interested in enforcing them, rather than breaking the law. On April 30, 1998 the Family Code of the Republic of Uzbekistan was adopted. It fully complies with the UN Universal Declaration of Human Rights of December 10, 1948.
In the Republic of Uzbekistan in 2016-2018 the following new legal and conceptual norms for the development of family business were created:
1. The Law of the Republic of Uzbekistan on Combating Corruption No. O'RQ-419, dated January 3, 2017 ;
2. Decree of the President of the Republic of Uzbekistan on Additional Measures to Improve Public Service Delivery Mechanisms, dated February 1, 2017, PQ-2750;
3. Resolution of the President of the Republic of Uzbekistan dated February 2, 2017 No PQ-2752 "On Measures for Implementation of the Law of the Republic of Uzbekistan" On Fighting Corruption";
4. Decree of the President of the Republic of Uzbekistan dated February 7, 2017 № PF -4947 "On the strategy of further development of the Republic of Uzbekistan";
5. Decree of the President of the Republic of Uzbekistan dated February 14, 2017 № F-4849 "On organizational measures for implementation of the Strategy of action on five priority directions of development of the Republic of Uzbekistan in 2017-2021";
6. Decree of the President of the Republic of Uzbekistan dated May 5, 2017 No PF-5037 "On Establishment of the Institute for the Protection of the Rights and Interests of Entrepreneurs under the President of the Republic of Uzbekistan";
7. Decree of the President of the Republic of Uzbekistan dated August 15, 2017 № F-5024 "On measures for further implementation of the Strategy of action on five priority directions of development of the Republic of Uzbekistan in 2017-2021";
8. Resolution of the President of the Republic of Uzbekistan dated August 17, 2017 "On Establishment of the State Fund to Support Entrepreneurship Development";
As we call 2018 - the Year of Active Entrepreneurship, Innovative Ideas and Technology Support, we have launched 76,000 projects worth 21 trillion soums and $ 1 billion within the State Program.This shows the results of our work. As a result of these measures, real gross incomes of population increased by 12% compared to 2017.
Over 2 trillion sums were allocated in the framework of programs such as "Every family is a businessman" and "Youth is our future", and more than 2,600 business projects have been implemented. Starting this year, an additional 5.5 trillion sums were left in the regions due to over-taxed taxes. This is six times more than last year, and by 2016, I ask you to pay attention - 32 times more.
The year 2019 is called the Year of Active Investments and Social Development, with the goal of making logical progress and making progress in the work we started in 2018.
Positive results in the economy allow for a systematic solution to the problems in the social sphere, and we can achieve prosperity and prosperity only through active entrepreneurship, hard work and striving.

Abstract: another trend of the philosophy of the new world is the spread of pragmatism in the United States. Pragmatism has developed in the US in the 70s of the XIX century as a philosophical stream. It has strongly influenced the way people live, the spiritual life, the social consciousness of the country, and, in many cases, the way of editing traditional philosophy. Generally speaking, "pragmatism" is a thought-provoking teaching on the way to useful activity and ways and means of achieving "profits". This article deals with problems associated with pragmatism in a national concept.

Major representatives of the teaching of Pragmatism are C. Pierce, U. James, J. Dyui and others. Their doctrine is reflected in the variation of the universe. They describe experiment as a set of events that combine various coincidental and unusual situations, requiring rapid decisions from our lives. Intelligence is the means that governs the actions so that a person can operate without errors. According to J. Dyui, the intellect is the ability to copy the surrounding world and help it adapt to the environment. The purpose of the philosophy of pragmatism is to help people find their place in the world. Dyui points out the "useful" side of the experience.
Pragmatism expresses the values of American socio-cultural life, and is broadly distributed among business people, managers, policy makers and statesmen. Americans regard this theory's theorists as philosophers of great significance in transforming the outlook of the people and introducing the principles of contemporary American lifestyles into the public. For example, J. Dyui is called "American Aristotle". The analysis of ideas about social development began from the philosophy of antiquity, the times of Socratic and Plato.
The Italian philosopher Dj.Viko, who lived in the XVII-XVIII, and especially Gegel, a great representative of the German philosophy greatly contributed into the development of this field. There are many doctrines that advocate for the progressive development and progress of the revolutionary leap in the doctrines of social progress. Pragmatism has interpreted classical theoretical philosophy as a lifestyle, a dry theory, a passive doctrine that observes the reality from the outside and does not directly interfere with it.
