METHODS OF AUTOMATION AND MANAGEMENT OF WASTE RECYCLING IN THE DIGITAL ECONOMY

ABSTRACT
This article aims to implement the creation of a new mechanism based on information and communication technologies and through the creation of necessary products from unnecessary products and the development of innovative projects. It is expedient to develop the principles of identification of factors that encourage and hinder the introduction of new technologies in the waste processing enterprise on the basis of information and communication technologies..

INTRODUCTION
Long life cycle of innovations lead to economic inequality in the cost of the work done at different times and the value of the results obtain.This occasion is solved by using the quoted value method or discounting in the other hand, bringing the cost and results to a certain time interval.
The fundamental clue of discounting is that.It is more comfortable for an enterprice to acquire money today rather than tomorrov because they can be invested in innovations and bring some profit tomorrow.I addition delaying the receipt of money is associated with risk in unfavorable conditions, their income may be less than expected or not all.There are the following kinds of innovate research projects for the development of material and technical base of scientific research, projects for the creation of information systems (information communication technologies)and databases (Database) publishing projects for expedition work and others.
Management of scientific research and development is carried out changing conditions. In this process reviewing the recycling of waste , an unforeseen technical problem may arise in each case and this may lead to a delay or total suspension of

work on the project. The need and requirement of each customer may change in which case the viability of the project will need to be re-evaluated. Pick uping project will involve looking for alternative solutions. Creation of a new mechanism for (STAEDW) and based on clues and communication technologies. Shown in first photo.

Methods
The STAEDW portfolio can consist of a variety of projects. However each project requires limited resources based on it is characteristics (complexity,capacityanothers) depends on the size of the project.The number of projects in the portfolio (n) is derived from the following ratio STAEDW budget for the period average cost per project. Aportfolio consisting of resources distributed among small project.The Advantage of small projects are those they are easer to adapt to each other in termsof available resources.A large project on the other hand requires a large amount of limited resources. When considering the possibility of including a project in the portfolio, it isnecessary to take into account the consequences of the quality of management and redistribution of salary to projects.Shown in second photo.

Results
1.Creating an effective system for managing innovation processes requires the availability of the fundamental theoretical developments.The problem of the need to define relevant concepts stand out.In addition to the methods techniques and tools of general management, it should include specific elements that effective only in the system of innovative management. In this regard it would be expedient to use the accumulated world experience in the field of innovation management in accordance with national specifics.
2. A Distinctive feature of the modernstage of development of innovative activity is the emergence of scientific and technical complexes in large enterprises, combing research and production into a single process. These implies there will be a thick connection between all stages of the "science-production" cycle. The creation of a whole scientific-production trade system will be based on objective laws, as well as determined by scientific and technological progress and market need of the enterprise.

An appropriate economic mechanism should be formed for the preservation, efficient use and reproduction of innovative potential.
Today, the amount of potential revenue in the face of fierce competition in commodity markets canserveas the main driving force for innovation in the wastere cycling system. In the process of solving the problem of development, which has an innovative basis, it is necessary to represent the system of innovative goal sof the road transport enterprise. This is especially important for businesses that are implementingan active development strategy.
It allows to identify the need and opportunities for innovative process management in the wastere cycling system, to express the conditions for it simple mentation.
