MEASURES TO ENSURE SAFE TOURISM CARRIED OUT BY THE TOURIST POLICE IN THE REPUBLIC OF UZBEKISTAN

ABSTRACT
The article studies the main points of tourism development in Uzbekistan. The legal framework of legislation in the field of tourism and crime prevention is outlined. The measures taken by the state for the comprehensive development of this direction are considered. The issue of the relevance of creating departments to ensure safe tourism and their tasks for the implementation of crime prevention have been studied. The world experience in solving the problems of ensuring the safety of tourism and preventing crime is given.

АННОТАЦИЯ
В статье исследуются основные моменты развития туризма в Узбекистане. Очерчены правовые основы законодательства в сфере туризма и профилактики правонарушений. Рассмотрены меры, принимаемые государством для всестороннего развития этого направления. Изучен вопрос об актуальности создания отделов по обеспечению безопасного туризма и их задачи по осуществлению профилактики правонарушений. Приведен мировой опыт решения проблем обеспечения безопасности туризма и предупреждения преступности.

INTRODUCTION
Uzbekistan is one of the youngest but rapidly developing countries in the field of tourism. The tourism potential of Uzbekistan is huge. The number of tourists

wishing to visit this country with a rich history, significant natural landscapes and excellent cuisine is growing from year to year. Monuments of historical and cultural heritage, located in many parts of the country, keep the memory of the unique and ancient culture and traditions, which attract tourists from all over the world. Every year, trips of tourists to Uzbekistan on a certain tour are gaining more relevance. So in Uzbekistan there are already cultural, religious, archaeological, mountain, active, nature and other tours. In addition, "single tourism" is gaining popularity when tourists come to Uzbekistan, plunge into the routine of the life of the local population, walk through the bazaars, metro, city streets and learn the customs and traditions from the inside. World practice shows that the tourism sector is developing where the issue of tourist safety is dealt with at the state level. In all countries with a large flow of tourists, such as Turkey, Greece, Egypt, Thailand, the United Arab Emirates, Russia, Singapore there are tourist polices that involved in ensuring the safety of tourists and in preventing, detecting, investigating crimes and offenses related to tourists.
DISCUSSION AND RESULTS
In the Republic of Uzbekistan, great attention is paid to ensuring safe tourism, too. A large number of normative legal acts regulating legal relations in this area is adopted. The concept of "safe city" was developed, which provides the creation of a complex with video surveillance systems, video analytics and an automated system for receiving and registering reports of crimes and offenses. In addition, measures are being taken to maintain the position of Uzbekistan in the World Safest Countries ranking ("The safest countries in the world"). For example, by the Decree of the President of the Republic of Uzbekistan No. 2833 dated March 14, 2017 "On measures to further improving the system of crime prevention and combating crime" the priority task of the state, including law enforcement agencies, is the effective prevention of offenses and crimes. Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 939 dated November 23, 2017 "On measures to ensure safe tourism in the cities of Bukhara, Samarkand, Khiva and Shakhrisabz", has approved the Concept for ensuring safe tourism and developed measures to prevent offenses and combat crimes. The special departments for ensuring safe tourism were created as part of the internal affairs bodies in the four above-mentioned areas.
The concept of ensuring safe tourism has shown positive results in the field of prevention and reduction in the number of crimes at tourist facilities In connection with the Decree of the President of the Republic of Uzbekistan, similar departments

for ensuring safe tourism (hereinafter referred to as tourism departments) have been established in the city of Tashkent, Tashkent region and Surkhandarya.
The new departments are entrusted with a number of tasks related to the implementation of comprehensive preventive measures aimed at identifying and eliminating the causes and conditions that contribute to the commission of crimes at tourist display facilities and infrastructure, as well as the timely identification of persons prone to committing crimes and taking measures to suppress it.
In order to prevent the commission of crimes and offenses at tourist sites, they carry out the following activities:
- periodically carry out an analysis of the criminogenic situation at tourist sites, identify and assist in eliminating the causes and conditions conducive to the commission of crimes and offenses;
- conduct preventive conversations with employees of tourist facilities; explain the need to ensure the safety of tourists at the facilities;
- conducting preventive conversations with employees of hotels, guest houses and hostels, employees of travel companies and guides to take measures aimed at ensuring the safety of tourism;
- Compile a list of persons with previous convictions who are prone to commit crimes at tourist sites and take measures to prevent criminal acts;
- Keep a record of persons who have weapons at home, identify persons who illegally store them without registration, conduct explanatory conversations with them;
- conduct preventive conversations with the population living near tourist sites; urge them to comply with the rules of conduct at tourist sites;
- in cooperation with territorial subdivisions and self-government bodies citizens organize and conduct cultural and spiritual events among citizens living near tourist sites aimed to improving the legal and tourist culture of the population
The presence of employees of tourism departments at tourist sites surprises and pleases the tourist who came to our country, contributing to positive feedback on the activities of law enforcement agencies and the high efficiency of the Laws of the Republic of Uzbekistan. Calls him to comply with the norms and rules of stay in the country, creates a feeling of a safe city and contributes to the formation of a tourist's opinion about Uzbekistan as a country safe for tourists.
Tourists who come from another country are poorly oriented in the area, gullible, in most cases do not speak any language of the local population, they are easy to be deceived and can suffer because of it. This is what criminals use. In

addition, the short period of stay of a tourist in a certain territory sometimes interferes with a high-quality investigation, and sometimes the tourists themselves do not want to waste time contacting law enforcement agencies, which gives the criminal an erroneous impression of impunity for the committed act and contributes to the commission of new crimes. The study of statistical data in recent years shows that one of the most common types of crimes committed against tourists are economic crimes: theft of other people's property (theft, robbery, robbery, extortion, fraud, etc.).
Therefore, the tourist police departments take up measures to carry out victimological prevention of offenses and crimes. Victimological prevention is understood as the implementation of a set of measures aimed at reducing the risk of becoming victims of a criminal attack among the population and foreign citizens, including tourists.
CONCLUSION
In this direction, the departments to ensure safe tourism carry out the following set of measures, such as:
- Production and distribution of special videos, brochures, instructions, cautionary notes on how to protect yourself from crime, in order not to become a victim. Demonstration at airports, train stations and other tourist display facilities; (together with other departments);
- Distribution of business cards and brochures in hotels, hostels, guest houses with the working telephone numbers of the safe tourism offices, and the addresses and locations of the territorial divisions of the Department of Internal Affairs;
- Control over the proper consecration of streets and entrances squares, control over the installation of video surveillance cameras in public places and tourist sites;
- carrying out explanatory work with employees of accommodation places, guides, tour guides about the need to inform tourists about the rules for tourists staying in the country.
However, despite the implementation of a set of interrelated activities carried out by bodies directly involved in the prevention of offenses, in order to preserve and strengthen the rule of law, identify, suppress offenses, and eliminate the causes of the conditions that contribute to them, it is necessary to understand that it is impossible to eradicate crime in the roots. Carrying out preventive measures makes it possible to achieve a reduction in the number of crimes, and this is also a great achievement in this area.
