It is impossible to imagine experiments without theory. The theory is a set of ideas that explain the deep foundations and first causes of the events and phenomena that are always a supporter of human development and evolution. Clarification of the concept of taxes reveals the structure of the tax system, its components, its role in the country's economic affairs, its connection with the formation of tariffs, budget financing, enterprise finance, regulation of foreign currencies, and money circulation within the framework of taxation activities.

IMPROVEMENT OF E-GOVERNMENT

E-government plays an important role in the transition to a digital economy. Electronic government is a group of technologies and organizational measures to organize digital communication between state authorities, citizens, organizations and other subjects of the economy. That is, the work of government agencies is an effective way to provide information about government services to citizens, businesses, and other branches of government. This means reducing the personal interaction between the government and the applicant and making the most of the internet.

In the process of transition to a digital economy in the world experience, the creation of E-government consists of four stages: each of them helps citizens to interact with the state.

Phase I is the information phase. During this period, the e-government portal is launched and populated with information. Information about the work and services provided by government agencies to the public is generated. Examples of this include regulatory documents, contract information, and government documents.

Phase II is an interactive, interactive phase. This phase marks the beginning of offering services on the e-services portal. Users can get certificates from different agencies without spending time in queues, thus saving time. It is at this stage that the state database and electronic licensing are introduced into the information system of institutions.

Stage III - transactional stage. At this stage, citizens are given the opportunity to pay state taxes and fees, utility bills. For bidders, the transactional phase is important, so the benefits are clear - the clarity and transparency of competition and tenders increases.

Stage IV is the stage of transformation. At this stage, high speed of services provided to citizens should be created. To achieve these goals, interactive and transactional services are integrated into public services. For example: registering a child's birth and simultaneously applying for a grant and automatically queuing for a kindergarten.

A single portal for state and local government services is a state information system that provides electronic state and local government services and information about state and local government services. In order to use the services of the state and local government abroad electronically, it is necessary to open any internet browser, enter the appropriate portal (for example: http//www.dowl.hyzm.tkm) and register. After the successful completion of the activation, the citizen can access his personal account and use the services.

As a result of cooperation with international organizations, Turkmenistan is introducing new digital projects in the country's economic development sector. The infrastructure of the country's telecommunication system is being improved. Information Communication technologies are implemented in various sectors of the country.

"Concept of development of digital economy in Turkmenistan in 2019-2025" was adopted. The steps to be taken according to this Concept are:

Phase I, 2019: in this phase, first of all, the activities to be carried out include the identification of the authorized agency for the development of the digital economy, the creation of a business team for the implementation of tasks related to the development of the digital economy, the State Program for the development of the digital economy in the country and the plan of its implementation. refers to its development.

Phase II, 2020-2023: in this phase, it is necessary to widely introduce modern information and communication technologies in the country, launch and establish its smooth operation, ensure information security, and further develop the information supply system.

Phase III, 2024-2025: in this phase, to continue the improvement and introduction of digital intellectual technologies and methods in various sectors of the country's economy, to widen and further the introduction of more effective projects based on the positive experiences gained in the transition to the digital economy and its development in the country. improvement is considered.

"E-Government" is a way to provide information to citizens, businesses, and public servants and to implement existing government services.

"Electronic government" does not replace the traditional government, it is a new method of interaction between the state and citizens, which ensures more effective implementation of state services by using extensive information and communication tools.

The main goal of e-government is to organize public administration systems, taking into account the interests of citizens, institutions and enterprises, and opening wider opportunities for them to participate in the development of the country, as well as to simplify the interaction processes between citizens and the

During the revival of the new epoch of the stable state, under the leadership of the President, specific tasks aimed at ensuring stable socio-economic development in the banking system of the country, improving the quality of services, increasing the variety, including the active introduction of digital banking technologies, which are of great interest to the society, are being implemented in the banking system. . Efforts are being made to introduce non-cash payment technologies that provide significant benefits to the public. Taking into account the achievements of world experience, the number of bank transactions offered by bank cards in the country is constantly increasing, and the protection and security of the payments is ensured.

The introduction of information and communication technologies to banks, which is a product of modern innovative development, creates a positive condition for the modernization of their work, the formation of the image of a modern bank, the improvement of their business tools, and the modernization of communication methods with customers. In today's conditions of the market economy, it is impossible to imagine banking without innovative technologies. Because new products that determine the quality of banking services are one of the main indicators of banking activity.

The creation of a national digital system in the country will, first of all, have a positive effect on improving the financial well-being of our population, it will allow us to offer modern, convenient and safe tools that include features such as portability and convenience when making non-cash payments.

In the highly competitive market of the world economy, it is important to strengthen the relationship with bank customers and to use innovative technologies to attract the attention of new customers. The
