REGiONAL AND MACRO-REGiONAL FOUNDATiONS OF THE NEW iNDUSTRiALiZATiON

Senior Research fellow, St. Petersburg State University, PhD (Economics), Professor, Honored Scientist of the Russian Federation Globalization created conditions for higher efficacy of socio-economic production, yet these conditions may get realized only in combination with regionalization, i.e. formation of macro-regional economic unions, development of regional clusters and principles of Federalism. The article discusses new conditions of production regionalization in the course of transition to socially innovative economy; problems and prospects of the new industrialization within inter-regional groupings, regions, and regional complexes, including the agro-industrial complex and fishery complex, municipal housing economy, trade and the sphere of services.

The article provides a Christian perspective upon socio-economic development.

The article presents a value-based problematic in the study of development and functioning of semiotic systems in contemporary economic research based on the topics of inter-regional connections and macro-system models of spatial economics. Against the background of the present-day developments in the economic science, the author stresses the unity of the semiotic continuum and the role of the natural and artificial languages used in economic research. The article also describes heuristic potential of semiotics as a methodology of scholarly knowledge and specifies the areas of application of natural and artificial semiotics to the issues of contemporary regional studies.

The article discusses issues related to human capital development as a possible locomotive for increasing Russia’s competitiveness on the international market within the frames of the sustainable development concept. The authors analyze indices such as The Global Competitiveness Index (GCI) and the Human Development Index (HDI), discuss branch priorities for innovative economic development, and show the special role of the state in human capital investment. Investment into infrastructural branches that produce highest added value, as well as participation in investment projects such as construction, transportation etc., can increase Russia’s competitiveness and decrease social tensions.

The article discusses the existing problems in Russian anti-monopolistic legislation, shows that the present-day content of the law “On the protection of competition” consists in supporting of the domestic producer and consumer through the development of the competitive milieu. However, development of competition decreases the efficacy of production in a number of branches. The authors specify the categories of unfair competition, coordinated actions, and others.

The article discusses approaches to the systematization of factors that determine the cyclical nature in the development of economic systems. The article singles out internal factors of the systems development from the point of view of their potential to self-development, and describes the interaction between external and internal factors of cyclical development of economic systems.

The article discusses various aspects of Russia’s situation against the background of fundamental changes in the international economy over the last 10 years. The boom of international prices for oil gave way to recession, ascendancy of China, active growth of developing economies, financial crisis of 2008-2009, the resulting recession in the international economy, first of all, in Europe — all this brought about deep structural changes of the global scale. These phenomena produced their impact upon Russian economy as well, hence the importance of their analysis. The results of the research presented in the article is based on statistical data of the World Bank, Organization for Economic Co-operation and Development, United Nations, International Economic Forum, Russian Statistical Bureau, and other official sources. The authors’ comparative analysis focuses on the key macroeconomic indices, competitiveness of the national economy and business, investment climate, etc.
