MEGACITY: FORMATION AND DEVELOPMENT IN OLD INDUSTRIAL REGION

Summary. A specificity of megacities is presented, necessary strategic principles of a modern regional policy are considered. A comparison and the analysis of social and economic development of megacities of the Russian Federation in 2009. The reasons of the active use of the term «agglomeration» at the present stage are formulated and systematized. The strategic reference points causing a necessity of formation of agglomerations as zones of efficiency of the centres of growth of the Russian Federation are revealed. Effects of agglomerations are generalised. The basic models of agglomerations management are presented.
