LARGE TRANSFORMATION CYCLE AND IMPERATIVES OF POST-CRISIS DEVELOPMENT (RUSSIA, MOSCOW)

The article evaluates the current state of Russian economy from the perspective of the classical reproduction approach. Over the last two decades Russian economy was undergoing the large transformation cycle (LTC), which incorporated both the financial crisis of 1998 and the economic cycle of the end of the first decade of the XXI c. (small transformation cycle, STC). Negative influences on the part of LTC did not allow developing modernization potential of STC. Current resource owners in Russia do not cope with the task of modernization in spite of the fact that privatization gave them former state resources, assets, and profit flows. The author suggests conducting open investment competitions at privatized enterprises to transfer the rights to the competition winners, i.e. innovation-motivated economic subjects, and compensating privatization costs to the former owners.

REALIZATION OF INNOVATIVE INTELLECTUAL PROPERTY IN THE REGIONAL ECONOMIC SYSTEM (RUSSIA, KAZAN’)

The article discusses realization of innovative intellectual property in the regional economic sphere; describes its content as potential and actual specification of rights for realization of the productive activity of the economic subjects and its results; singles out specificities of commercialization of intellectual innovations and differences among the types of economic agreements involving traditional and innovative intellectual products. The author stresses the expected growth of the role of innovative intellectual property in modernization processes of the regional economy.

INNOVATIVE SOCIETY AND THE PROBLEM OF (RUSSIA, SARATOV)

The article discusses the features of the new, innovative stage of economic development, when the ability to systematically generate and implement innovative ideas becomes a source of competitive advantage. Competition is the main moving force of innovative processes, whereas corruption is their main brake. The author shows that Russia’s innovative development should necessarily involve struggle against corruption.

INNOVATION-STIMULATING TAXATION (RUSSIA, ST. PETERSBURG)

The article focuses on the rule of changing taxation rates in the countries with effective innovation systems. U-shaped curve charactering the decrease of taxation rates on the stretch of M5 matrix “labor — other taxed bases,” as well as the increase of tax rates on the stretch “other taxed bases — profit” is a graphic interpretation of the rule described. The author suggests a new method of correcting the existent tax rates.

STRUCTURE-CONSTITUTING ELEMENTS IN FORMATION OF THE CONTEMPORARY ECONOMIC THINKING (RUSSIA, KAZAN’, ST. PETERSBURG)

The article analyzes the process of formation of the economic thinking, its structure and content, as well as current tendencies of its development. The authors show that creating of innovative economy based on all-encompassing modernization of economic activity requires changes in societal thinking and attitudes, modifications of the psychology of socio-economic activity, and development of new types of economic behavior on the basis of new economic thinking.

The article discusses the major aspects of neo-Ricardian critique of Marxist theory; analyzes the basic arguments of I. Steadman in favor of the idea of the behavior of economic subjects independent of value indices; describes anomalies resulting from the application of labor cost in the situation of mutual production, and studies of the problem of switching of the ways of production formulated by P. Sfarra.

DEVELOPMENT OF CAPITAL AS AN ECONOMIC CATEGORY (RUSSIA, MOSCOW)

The article offers various approaches to the definition of the notion “capital,” including its global and national components. International legitimate currency, or the system of regional currencies, is necessary within the global capital. The authors argue for the expansion of the national capital through incorporating of natural and societal productive powers into it, e.g. science, education, culture. Owners should have their property rights officially recognized.

FINANCIAL DIMENSION OF HUMAN CAPITAL IN RUSSIA (RUSSIA, ST. PETERSBURG)

The article offers a critical analysis of the notion “human capital,” which characterizes various forms and directions of material stimulation of hired workers that leads to financial profitability. The author discusses a number of methods of financial measurement of the human capital: 1) according to the total production of the new value or the contribution into national wealth; 2) according to the cost of production of the human capital; 3) based on the principle of compensation of the partial damage or the cost of organ transplantation; 4) according to economic decision where people give estimates of their own life. The article makes a conclusion on the insufficient financial support of human capital development in Russia.

The article discusses the correlation of basic and complementary institutional forms constituting the space of contemporary Russian economy, specifies potential positive effects of simultaneous functioning of private and public sectors, and stresses the necessity of planning their quantitative structure and qualitative content. The author shows the imperative character of further institutionalization of multi-layer economy and broadening of the range of tools of state economic policy.

DIALECTICS OF DEVELOPMENT OF THE CONCEPT OF CORPORATE SOCIAL RESPONSIBILITY (RUSSIA, ST. PETERSBURG)

The article focuses on the concept of “corporate social responsibility” (CSR) and discusses the socially responsible business behavior within the framework of sustainable societal development. Presently CSR does not have a single definition in academic and business circles, and the author attempts to select theoretical ideas that may help to integrate its existing definitions. The key concepts of CRS are considered against the background of such ideas as business ethics, interested sides, corporate citizenship and sustainable development.

EVALUATION OF THE SOCIAL RATE OF DISCOUNTING IN THE PROJECTS OF THE PUBLIC SECTOR OF ECONOMY: INTERNATIONAL EXPERIENCE (RUSSIA, PERM’)

Evaluation of the social rate of discounting that allows comparing costs and profits of realization of state programs, is one of the most debatable issues related to the effectivity of spending in the public sector of economy when costs and profits are distanced in time. Providing a review of the international practice of discounting, the author stresses that although research in this sphere has been conducted for a considerable time, not much experience has been accumulated in respect to the developing countries.

THE CONTENT OF THE CATEGORY OF "POVERTY" IN THE CONTEMPORARY HISTORY OF RUSSIA (RUSSIA, UFA)

On the basis of analysis of evolution in methodological approaches to poverty research in economic literature, the author offers a new definition of poverty as one of the key economic categories. The article presents a graphic illustration of correlation among normative, absolute, and relative forms of poverty, and defines the difference between the real poverty and quasi-economic security.

The author analyzes the correlation of rights and responsibilities of creditors and debtors in accordance with the Russian legislation. In general, the system of insolvency regulation in Russia is described as neutral, in which the legislator originally tried to create an extremely balanced model that would account for the interests of both creditors and debtors. The author analyzes the recent changes in legislation on insolvency (bankruptcy) in great detail.

The article discusses processual approach to the development of investment decision according to the methodology described by the American National standard of project management worked out by the Project Management Institute. The author presents the general succession of phases in the “life cycle” of a project and connections among the processes within these stages, distinguishes the processes of initiation and planning as events forming the necessary informational-analytical foundation for investment decision making, and describes actions aimed at identification of the interested parties.

The article argues that instead of evaluation based on cost price, calculation should be conducted on the basis of just (market) cost, defined by the cost approach and capable of taking into account managerial flexibility. The authors discuss the advantages of the market cost approach, the systemic specificities of raw material assets and optional characteristics.

Protection of Russian agricultural producer and providing the population with sufficient amount of food items is the most important component of the country’s agrarian policy. Market system can solve this problem only with the help of the state, in which case commercial interests will not dominate over the social aspects.

FORMATION OF PRIORITY MATRIX OF INNOVATIVE DEVELOPMENT IN THE AGRARIAN COMPLEX OF THE REGIONAL ECONOMY (RUSSIA, SAMARA)

The article analyzes priority direction of innovative development in the agrarian sector of the regional economy (case of Samara region). Based on the method of hierarchy analysis, the author constructs the matrix of priority directions for the innovative development, distinguishes the major factors and actors of the process, and stresses the necessity of the systemic approach in the formation of the innovative cluster of the agrarian sector. This task becomes possible with the creation of the agrarian “scholarship town” in Samara region.

The article focuses on the functioning of agro-industrial enterprises in Karachaevo-Cherkesskaya Republic, which implements a number of state programs for development of agriculture and social policy. The authors argue, however, that the main directions of agrarian policy, aimed at its stabilization and transition towards economic growth in agriculture, need to be improved.

The article discusses the origin and evolution of finances and pays particular attention to state finances that exert a considerable influence upon economic development. The author addresses the issue of the major reason of why Byelorus’ has been lagging behind its European neighbors for a long period of time: excessive concentration of financial resources in the hands of the state, precipitously narrowing investment opportunities of the actual producers.

ECONOMIC AND STATISTIC INFORMATION ON NOVGOROD OLD BELIEVERS ACCORDING TO YU.K. ARSENJEV’S RESEARCH (RUSSIA, ST. PETERSBURG)

The article investigates distribution, geography of habitation, character of everyday life and occupations of old believers in the Novgorod province in 1850s. Archival materials of Yu.K. Arsenjev’s expedition, undertaken by the order of the Ministry of Internal Affairs, serve the main source of research. These materials show broad distribution of villages and prayer houses of the old believers, their tight connections with Moscow and St. Petersburg, as well as their high industriousness and considerable prosperity.
