UZBEKISTAN - 2030 STRATEGY: OPPORTUNITIES TO REALIZE

HUMAN POTENTIAL

ABSTRACT

This thesis highlights the significant ideas related to "Uzbekistan-2030" strategy and its implementation. Especially, the approaching way of Uzbekistan in creating chances to release people's abilities in areas such as education, life expectancy, economy and transparency.

Keywords: "Uzbekistan-2030", strategy, implementation, release, abilities.

It is clear that the realization of people's potential is considered as the main issue in the "Uzbekistan-2030" strategy. This can be seen from the fact that the highest percentage of the goals, i.e. 44 out of 100, are aimed at this.At this critical point in its development, Uzbekistan's ambitious 2030 goal from the government has the potential to completely transform the country's socioeconomic structure. The understanding of human capital as the foundation of sustainable development, supporting initiatives to develop talent, increase productivity, and promote innovation, is essential to this vision. In light of changing global dynamics, demographic upheavals, and technological breakthroughs, Uzbekistan's 2030 strategy offers a convincing framework for bringing its people's potential to life. In order to unlock human capital and drive Uzbekistan toward prosperity, this thesis aims to clarify the potential included within this strategic roadmap. It does this by providing insights into the investments, policies, and interventions that are required.The literature on human capital development underscores its pivotal role in driving economic growth, social progress, and national competitiveness. Studies highlight the significance of education, healthcare, and skills training in nurturing human potential and fostering human capital accumulation. Furthermore, research emphasizes the importance of inclusive policies, equitable access to opportunities, and supportive institutional frameworks in unlocking the talents of diverse populations. Drawing from global experiences and best practices, this literature review provides a theoretical foundation for understanding the dynamics of human capital formation and its implications for Uzbekistan's development agenda.

The 2030 Strategy of Uzbekistan:

A complete framework for attaining sustainable development in terms of the economic, social, and environmental spheres is represented by the Uzbekistan 2030 strategy. The goal of creating a resilient society and knowledge-based economy capable of navigating the difficulties of the twenty-first century is at the heart of this plan. Important pillars of the plan consist of:

1.Education Reform: Improving education's quality, relevance, and inclusion by updating curricula, providing training for teachers, and facilitating more access to opportunities for lifelong learning.

2.Healthcare Transformation: To improve health outcomes and increase the productivity of human capital, healthcare systems should be strengthened, preventive care should be encouraged, and infrastructure should be invested in.

3.Economic diversification: Promoting entrepreneurship, innovation, and industrial diversity to open up job opportunities and realize unrealized human potential, especially for women and young people.

4.Social Welfare Enhancement: Implementing targeted social protection programs, promoting gender equality, and addressing disparities to ensure that all citizens can fully participate in and benefit from the country's development.

5.Technological Advancement: Harnessing digital technologies, promoting digital literacy, and fostering innovation ecosystems to empower individuals and communities and facilitate their integration into the global digital economy. Coming to opportunities for Realizing Human Potential, there are several opportunities emerge for unlocking and maximizing human potential:

1.Enhancing Education and Skills Development: To provide the workforce with the skills required for occupations of the future, educational curricula should be aligned with market demands, expanded vocational training programs should be funded, and investments in digital literacy initiatives should be made.

2.To promote a healthy and productive population, preventive health measures should be implemented, primary care services should be improved, and healthcare infrastructure should be upgraded.

3.Encouraging Inclusive Employment and Entrepreneurship: Encouraging marginalized populations, such as women, rural communities, and people with disabilities, to have easier access to capital, business support services, and market opportunities.

4.Improving Social Protection and Safety Nets: To reduce vulnerabilities and encourage social inclusion, social assistance programs should be expanded,

unemployment benefits should be established, and social safety nets should be strengthened.

5.Fostering Innovation and Knowledge Transfer: Establishing research and development hubs, incentivizing innovation-driven entrepreneurship, and fostering collaboration between academia, industry, and government to catalyze technological advancement and knowledge dissemination.

To conclude, as Uzbekistan embarks on its journey towards 2030, the realization of human potential emerges as a central imperative for sustainable development and inclusive growth. By leveraging the opportunities inherent within its strategic framework, Uzbekistan can unlock the talents, creativity, and aspirations of its people, positioning itself as a dynamic player in the global arena. Through targeted investments, policy reforms, and stakeholder engagement, the nation can chart a course towards a prosperous future, where every citizen has the opportunity to thrive and contribute to the collective advancement of society.
