THE ROLE OF LEGAL EDUCATION AND ADVOCACY IN ENHANCING LEGAL LITERACY AMONG YOUNG PEOPLE

Abstract: the Republic of Uzbekistan, since the early days of its independence, is responsible for the development of a young generation, the development of independent thinking and responsibility, as well as respect for national independence, deep respect for national values, patriotism, physical and spiritual health. has done a number of systematic work. At the same time, a legal framework has been set up to safeguard their rights and legitimate interests. This article aims the prospects of legal education of young people.

The youth layer means people of different ages in different countries of the world. For example, in the United States and Japan, young people are between the ages of 13-14 and 29-30, in Bulgaria the age group is between 15 and 29 years old, and in Russia the age is 15 to 30 years. In Germany, "young people" are 14-18 years old and "young adults" are 18-27 years old. In the Republic of Uzbekistan the age of persons aged 14 years and over does not exceed 30 years are considered as young people.
It should be noted that the law on "The State Youth Policy", adopted on September 14, 2016, defines the main directions of the state youth policy. These areas include: educating young people in a spirit of respect for the law; improving their legal awareness and culture. The guarantee of the rights of young people is not only guaranteed by state bodies, but also by the level of legal awareness and culture of the youth. According to N. Saburov, Candidate of Juridical Sciences, "Legal awareness is one of the forms of social consciousness, and people have ideas, feelings, opinions about law, order and other legal events [3]. Given that legal awareness is a necessary element of legal culture, it is important to recognize that legal literacy is very important for legal awareness. The quality of legal literacy has a significant impact on the relationship between the individual and society and the state, and allows fair and impartial solutions to problems arising in the workplace or in other areas [4]. Although the legal literature does not explicitly describe the concept of legal literacy, it can be summarized as follows: legal literacy is the ability to understand terms in legal texts, draw general conclusions from them, and apply this knowledge in practice. Foreign legal literature also has similar meaning, namely, a person's own rights and responsibilities, knowing what cases are in a legal dispute, and finding a legal solution to them, where to find legal information, where and how to obtain legal aid. The existence of measures and knowledge of procedural procedures is an indication of legal literacy [5].
The low legal literacy among young people is not only detrimental to themselves, but also to society and the state. Inadequate legal literacy can make young people unable to fully enjoy their rights and ignore their responsibilities. Unawareness of the obligations or lack of understanding of the legal consequences of their actions is the reason why youth abuse today. As we aim to build a democratic state, young people with a high level of legal awareness and culture play a crucial role. This can only be achieved by increasing our legal literacy. In short, only well-thought-out and fast-paced public policies can enhance the legal culture of young people and enhance their legal awareness.
In order to improve the legal literacy of the youth, a number of evolutionary reforms were made during the independence period. As mentioned above, a number of laws and regulations have been adopted to improve the legal awareness of young people. These include the Law on
the State Youth Policy, the National Program for the Development of Legal Culture in the Parliament of the Republic of Uzbekistan, and the activities of the President of the Republic of Uzbekistan. Decree of the Cabinet of Ministers of the Republic of Uzbekistan "On Comprehensive Program for the Improvement of Legal Education of Youth" is also among them. It is permissible that a number of practical steps are being taken to implement these laws.
At the same time, annual contests such as "Do you know the law?" And "Legal scholars", as well as the Olympiads, are also the reason for the interest of young people in improving legal literacy. Of course, the new laws will have a significant impact on the lives of young people. Their right to obtain information about these laws and to request explanations of its norms is also enshrined in the law [7].
The effectiveness of the reforms in this area largely depends on the rationality and systemic nature of the reforms. With this in mind, we would like to make some suggestions for improving legal literacy among young people.
First of all, it should be noted that sufficient legal education leads to legal literacy. It would be desirable, therefore, to establish "jurisprudence" faculties in pedagogical universities. In addition, there is a need to optimize the "Law" classroom hours at secondary and higher education institutions. It is also helpful to have a specialized law class.
We believe that it is effective to start legal education in preschool. After all, at this age children should be taught such concepts as the constitution, law, citizenship, rights and obligations. This success of legal education is so important that there is a constant audience and the evolution of legal literacy.
We also believe that it is time to create regional programs for the development of legal education of young people. We believe that the presence of regional and district-specific programs will increase the level of legal literacy among young people.
Our next recommendation is to introduce a system of "state - parent - school - law enforcement agencies" to improve the legal literacy of young people. If the government creates conditions in the field, educational institutions will organize activities and parents will be involved with the children. Law enforcement officials systematically introduce the young people with the legal knowledge they need to protect their rights. These activities can include interviews, debates, presentations, and film screenings.
In summary, the high legal literacy of young people is important in building a democratic law-governed state and civil society. It also provides for more active participation of young people in understanding the essence of today's reforms and their implementation. This level can be achieved through systematic and regular legal education.
