interaction with native speakers and offering writing practice through emails (Belz & Thorne, 2006). The integration of modern communication technologies, including Information and Communication Technologies (ICT), in education not only redefines the learning process but also streamlines it, as highlighted by researchers (Robert, 2010; Sysoyev, 2013; Sysoyev & Evstigneev, 2009, 2010, 2011). This approach not only enhances the quality of foreign language education but also optimizes time and effort for both educators and learners (Warschauer & Kern, 2000). Through purposeful incorporation of ICT, education can become more dynamic and engaging, fostering students' interest in foreign languages and ultimately leading to more effective teaching methodologies.
Navigating Discourse: Essential Components of Communicative Language Education
Emphasizing both fluency and accuracy in English speaking skills is essential in education. While traditional methods often focused solely on fluency through memorization, modern approaches, such as communicative language teaching, prioritize understanding meaning. As English becomes more globally prevalent, the need for innovative teaching methods grows to enhance communicative competence among learners, facilitating effective communication among diverse participants.
In contemporary language education, discourse competence stands out as a fundamental aspect of communicative proficiency, as noted by language experts (Brown, 2000). It takes center stage in modern teaching methods, integrating real-world applications into lesson plans. Experts stress that discourse extends beyond mere grammar and vocabulary (Bachman, 1990), emphasizing the importance of understanding language in its cultural and societal contexts. However, learners often grapple with differences in text organization between their native language and the one they're studying, leading to uncertainties and challenges in comprehension (Gass & Selinker, 2008).
Discourse is formed based on specific organizational rules, shaping various topics. According to the Council of Europe, discourse competence refers to a learner's ability to organize sentences coherently and cohesively to produce meaningful texts. This involves ordering sentences based on topic focus, time sequence, and cause and effect. It ,also, includes structuring discourses in terms of thematic organization, logical order, style, register, coherence, cohesion, and rhetorical effectiveness.
Cohesion and coherence are fundamental aspects of discourse competence, fostering the development of learners' listening, speaking, reading, and writing skills.

Technology has become an additional tool for teaching in enhancing their students' speaking competence. The utilization of technology in teaching speaking has become an essential practice particularly in teaching English as a foreign language (Hong, 2006). It stated that computer-mediated communication in teaching pronunciation and conversation is initially focused to improve students' oral performance. Speech laboratory is also of great importance in teaching speaking and speech articulation along with many technological tools of today.
In addition, video applications for conferencing are also considered an essential computer-mediated communication tool in promoting speaking fluency and accuracy. It caters to social interaction purposes and it serves as oral reinforcement of both language fluency, accuracy, and course contents outside of classroom settings. Moreover, by engaging students in diverse communicative contexts through technology, educators can foster the development of discourse competence, encompassing the ability to engage in coherent, cohesive, and effective discourse across various communicative settings (Hong, 2006).
In like manner, digital storytelling is one powerful technology tool for teaching speaking. It integrates computer technologies and the art of storytelling in which graphic designs such as texts, images, and audio are combined making it into a creative media of storytelling. More so, digital storytelling in the classroom has enhanced and developed students in English speaking skills for it allows students to story-tell using their own words and voice. Cartoons on television and other digital platforms also enhance students' speaking skill. Cartoons provide audio and visuals, to attract attention, therefore, develop students' motivation towards the learning of speaking.
CONCLUSION
The integration of educational technologies in teaching English has shown significant benefits, promoting collaboration between teachers and students and fostering active student involvement. These innovative methods aid in the development of students' logical thinking, speech fluency, and quick response abilities. By igniting enthusiasm for learning and encouraging thorough preparation, students become active participants in the educational process. As the educational system aims to cultivate independent and well-rounded individuals, future educators must effectively incorporate these technologies. Developing communicative competence is a gradual process that requires critical thinking, reflection, and innovation, all of which are facilitated by the discussed technologies.
