STRATEGIC TASKS OF TRAINING HIGHLY QUALIFIED PERSONNEL AND INCREASING SCIENTIFIC AND TECHNICAL COMPETENCE AT
BUKHARA STATE UNIVERSITY

ABSTRACT
This article analyzes the work being done at Bukhara State University to train highly qualified personnel and increase scientific and technical capacity, and develops mechanisms for the implementation of the tasks.

Today, science and education are becoming an important condition for the introduction of new technologies in all spheres of human activity, increasing competitiveness in the labor market, improving living standards. Institutional changes in science and education are aimed, firstly, at improving the quality of teaching and the level of scientific potential, and secondly, at ensuring the competitiveness of the national economy through the development of innovations. Therefore, the priorities have been identified in the country to increase the intellectual potential and the widespread introduction of incentives.
Therefore, in many countries, the strategy for the development of higher education is determined by the priorities of the national strategy, and opportunities to increase its effectiveness are being further developed. As a result, positive results have been achieved in creating a healthy competitive environment in the education system, training highly qualified personnel and further improving the quality in this area. In particular, in 2012, our country ranked 35th in the world in terms of human capital development and 2nd among 141 countries in terms of education system development.
The staff of Bukhara State University also carries out the task of training personnel in accordance with the normative requirements specified in the instructions of the Ministry of Higher and Secondary Special Education. Carrying out of scientific researches together with education is one of modern students. Scientific research enhances the scientific potential of young researchers while forming a desire for innovation. The university is based on the training of specialists with high qualifications and scientific potential at the level of modern requirements for the development of physics, astronomy, mathematics, computer science, mechanics, chemistry, biology, geography, ecology, philology, philosophy, history, archeology, pedagogy, psychology, economics. Targeted.
The training of personnel at the university is carried out in 34 bachelor's and 40 master's specialties, the main emphasis is placed on the priority areas of science and technology in the training of young personnel and the needs of the economy of the republic in personnel. For example, in the 2017-2018 academic year, the university began to train specialists in a number of new areas, including biotechnology, technology of growing medicinal plants, chemical technology, soil science, demography. In the near future, our university plans to train personnel in such important areas as forestry, fisheries, electronics, instrumentation, automation of technological processes, materials science.
Also, in order to study the experience of foreign research centers and train competitive personnel, developed Europe in accordance with the Decree of the President of the Republic of Uzbekistan dated April 20, 2017 No PP-2909 "On measures to further develop the higher education system." Scientific centers of the USA and Asia are taking measures to organize the training of our youth and internships of professors and teachers. In 2017-2021, more than 100 university students and young teachers are expected to study for master's and doctoral degrees at prestigious foreign universities.
Decree of the President of the Republic of Uzbekistan dated February 16, 2017 No PF-4958 "On measures to further improve the system of postgraduate education" in educating personnel who can take a creative approach to solving current problems of modern science and technology and played an important role in building the capacity of universities. According to this decree, the system of postgraduate education was introduced in the country in two stages: basic doctorate (doctor of philosophy) and doctorate (doctor of science). More than 50 doctors of science conducting research at the university are involved in the training of scientific personnel.
It is important to expand the scope of doctoral studies in the training of scientific personnel in accordance with the needs of the economy of the republic, as well as to create opportunities for extensive use of the potential, material and technical base of research institutes. In order to effectively carry out research work at our university, multilateral cooperation with the institutes of the Academy of Sciences of the Republic of Uzbekistan, including the Institute of Nuclear Physics, Institute of Botany, Institute of Ion-Plasma and Laser Technologies, Institute of Astronomy, Institute of Zoology and other scientific centers. It is set. In collaboration, our scientists are conducting research in the framework of projects, as well as master's and doctoral dissertations under the guidance of scientists from scientific centers of the republic.
In 2016, our scientists published more than 350 articles, 110 monographs and textbooks in prestigious foreign and national scientific journals. In recent years, the National University of Uzbekistan is one of the most popular universities in the field of mathematics, physics, chemistry, geography, biology. In order to implement the results of scientific research in practice, cooperation agreements have been signed with a
number of manufacturing companies. Bukhara TELEKOM, OJSC, Bukharakimyo, Uzbektourism National Company, Nature Protection Committee are among them.
Speaking about the training of personnel in accordance with international standards and the constant increase of scientific and technical potential of our country, of course, strengthening the material and technical base of higher education institutions will remain one of the most pressing issues. Problems in this area should be addressed not only in the framework of government programs, but also by attracting investment from international funds. It should be noted that the educational and scientific laboratories of the university in the field of biology, chemistry, physics in the 20162017 academic year were equipped with new modern equipment made in Germany in accordance with state programs.
At the same time, over the past 3 years, modern equipment for scientific laboratories in physics has been purchased for 400.0 thousand euros at the expense of international funds. In particular, chemical laboratories have been enriched with new instruments such as gas chromatography, Dexsil analyzer, digital oscilloscope and gas generator, and modern equipment in the field of atomic and nuclear physics has been installed in the laboratories of the Faculty of Physics. In addition, in 2017, with a grant from the international organization TIKA and the Erasmus Mundus program, more than 40 modern computers were purchased, a modern language laboratory and the Center for Nature Protection and Ecology were established.
As stated in the Decrees and Resolutions of the President of the Republic of Uzbekistan, the improvement and development of educational processes in the higher education system, the introduction of effective systems of research and innovation activities place a great responsibility on higher education institutions [1-30]. To implement this work, a promising development strategy of Bukhara State University for 2017-2030 has been developed. According to this strategy, the following important tasks are set for the coming years:
• Strengthening the material and technical base of existing scientific laboratories. Expanding the scope of research conducted in collaboration with national and foreign research centers.
• The use of the experience of foreign higher education institutions in the organization of the educational process, the expansion of the application of advanced pedagogical and information technologies in the educational process.
• Improving students' mastery of foreign languages and advanced computer technologies.
• Equipping research and educational laboratories with modern equipment. Strengthening the information technology base of the university by providing it with modern computer technology. Creation of an effective mechanism for organizing
internships for professors and talented students in foreign research centers and study at master's and doctoral institutes.
• Carrying out innovative research aimed at the rapid development of high-tech processing industries, especially the production of high value-added finished products based on deep processing of local raw materials.
• Establishment of research and training centers in cooperation with prestigious foreign universities.
• Regular professional development of teachers, the organization of internships for teachers and researchers, training of university graduates on the basis of PhD programs and foreign master's programs.
In conclusion, it can be said that the effective use of the existing scientific and technical potential of our country, its increase through the training of scientific personnel in accordance with world standards, will allow to solve the huge problems facing the university.
