This paper notes that the stability of the economy of our country depends on the stabilization of demand and supply of food products in the domestic market and the development of its activities in the world market, while it is argued that the state's attention should be focused on developing a system of measures aimed at economic support for the development of production. certain types of food products. Within the framework of the topic, practical recommendations and promising directions for improving the activities of agri-food enterprises are proposed in order to provide the population with food and raw materials for industry.

Abstract

This paper notes that the stability of the economy of our country depends on the stabilization of demand and supply of food products in the domestic market and the development of its activities in the world market, while it is argued that the state's attention should be focused on developing a system of measures aimed at economic support for the development of production. certain types of food products.

Within the framework of the topic, practical recommendations and promising directions for improving the activities of agri-food enterprises are proposed in order to provide the population with food and raw materials for industry.

ПЕРСПЕКТИВЫ РАЗВИТИЯ ПИЩЕВОЙ ОТРАСЛИ УЗБЕКИСТАНА

Аннотация

В данной работе отмечается, что стабильность экономики нашей страны зависит от стабилизации спроса и предложения продуктов питания на внутреннем рынке и развития ее деятельности на мировом рынке, при этом утверждается, что внимание государства должно быть сосредоточено на разработке системы мер, направленных на экономическую поддержку развития производства отдельных видов пищевых продуктов.

В рамках темы предложены практические рекомендации и перспективные направления по совершенствованию деятельности агропродовольственных предприятий с целью обеспечения населения продуктами питания и сырьем для промышленности.

The stability and future growth of the economy of the Republic of Uzbekistan depends on the stabilization of supply and demand for food and agricultural raw materials in the domestic market and the development of its activities in the world market. At the same time, the attention of the state should be focused on the development of a system of measures for economic support for the development of the esophagus and the production of certain types of its products [1].

The main priority areas for solving this problem are:

-development and implementation of program and regulatory documents for the development of food enterprises in the short term at the state and regional level;

-implementation of an effective mechanism for the formation of food and raw materials based on economic incentives for producers and the development of market infrastructure, liberalization of foreign economic policy in order to accelerate the activity of domestic producers in world markets.

- improving the mechanism for regulating price relations between agricultural and industrial products based on the parity of prices and incomes, improving tax, credit, insurance and other factors, creating a modern system of indicative planning and forecasting of food enterprises, etc.

Food industry enterprises are one of the strategic criteria for determining the country's macroeconomic stability, and the direction of the macroeconomic stability strategy (monetary, tax, fiscal policy, agriculture, trade, etc.) affects food industry enterprises through market mechanisms and infrastructure. Macro- and microeconomic changes are reflected in the final result in the food industry as a factor of supply and demand in the household, that is, in the availability and availability of food. The study of processes from production to consumption in a logical sequence about the state of food industry enterprises in the republic creates a number of advantages in terms of participation in the implementation of activities for food industry enterprises in the country.

As a result of scientific research on providing the population with food in the context of economic liberalization, the following theoretical and practical proposals have been developed:

- determination of strategic goals and objectives of the food industry, as well as mechanisms for the development and implementation of indicative plans, comprehensive forecasts and state target programs;

- liberalization of price, tax, credit and financial mechanisms for stabilization and development of

agricultural production;

- development of market infrastructure, improvement of the institutional reform mechanism, including the formation of a diversified economy in rural areas;

- widespread use of resource-saving technologies and the use of advanced management methods that allow the production of competitive products;

- expansion of the range of spheres of agro-industrial enterprises and food industry services;

- increasing the efficiency of the industry, introducing intensive and resource-saving technologies, restoring resources and increasing labor productivity;

- increase in production volumes, full use of processing facilities, expanding the export of food products, which will ensure the stability of supply and demand for basic food products;

- expansion of the system of enterprises providing services to agriculture, and their direct approach to agricultural production, the formation of a coordinated market for means of production and services;

- take measures to attract foreign capital in order to accelerate production and technological equipment of the food industry, etc.

The implementation of these measures will lead to an increase in the level of processing of agricultural products, the development of industry in rural areas and the creation of new jobs, a transition from a raw material economy to an economy based on finished products, an increase in the share of value added to GDP, the range of finished products expands and the quality increases, the competitiveness of the products of the processing industry in the domestic and foreign markets, sustainable development of the industry is ensured and the export potential increases.

In accordance with the Decree of the President of the Republic of Uzbekistan dated January 16, 2018 No. PF-5303 "On measures to further ensure the food security of the country", the Cabinet of Ministers guarantees the right of citizens to full food security, and also guarantees the food security of the state. It also provides for appropriate control functions in the field of food safety and state control over food processing enterprises. At the same time, state control over the food industry is carried out on the basis of a balance between the required and actual levels of food production in the country as a whole and in the regions (Table 1) [6].

A set of measures for the implementation of state guarantees in the following areas It consists of:

Ensuring the production of the required amount of food Accounting for production, supply and inventory of food products, as well as control over the food market in the regions of the Republic of Uzbekistan

Enforcement of flexible customs tariffs on food imports Control over the movement of wholesale food products from production or import to the territory of the Republic of Uzbekistan to delivery to consumers

Maintaining stocks of commonly available food at normal levels

Ensuring compliance of the quality of produced and sold food products with the requirements of the system of state standards Certification of the quality of food products, including imported ones, in accordance with environmental and sanitary-epidemiological requirements

Maintaining a sufficient living wage to ensure a decent standard of living and a healthy lifestyle

Ensuring sustainable growth of the food industry and the competitiveness of local food products requires the necessary time and coordination of efforts of all stakeholders, such as the state, industry associations and unions, agricultural and processing enterprises.

The complex of program-targeted measures for the reconstruction of food industry enterprises should be clearly documented at the national, regional, sectorial and corporate levels. To achieve the goal at the

national level - to ensure long-term food security of the country, it is necessary to weaken the dependence of food industry enterprises on imported equipment, it is advisable to organize the production of local means of production for food industry enterprises, to achieve sustainable growth of agricultural production, to create an institutional framework, infrastructure and an effective food regulation system.

The result of the above measures should be an increase in the level of processed products, the local market for high-quality food products, formed through participation in the international division of labor. Regional and sectorial levels of management will prioritize economic growth in the food industry, expand the regional tax base for the food industry and increase production capacity in the small food industry, taking into account its promising scientifically grounded specialization through the formation of an optimal structure, the food industry in the region should ensure high-quality reproduction. Therefore, such topical issues as increasing the export potential, investment attractiveness of enterprises, expanding the production of import-substituting national food products, creating effective ways of supplying consumer goods to the domestic market and, thus, the transformation of the food industry should become one of the most promising long-term plans today [5].

Summarizing the above, we can conclude that well-coordinated work on standardization and certification at enterprises has a great positive effect on improving product quality, increasing the competitiveness of products, which is an important factor in the further development of food enterprises.
