MULTILATERAL RELATIONS OF THE REPUBLIC OF UZBEKISTAN WITH THE COUNTRIES OF CENTRAL ASIA

ABSTRACT

The interaction and relations of regional and global processes, geopolitical aspects of Central Asia in the history of international relations, the development of modern international relations and studies in Central Asia, interstate relations and integration processes in Central Asia, the establishment of the CIS, the institutional development of the SCO and its role in ensuring stability in Eurasia place, the status and problems of the Asian Council for Cooperation and Confidence Building Measures and the cooperation councils of Turkic-speaking countries, as well as regional cooperation in the format "Central Asia + Japan", "Central Asia + Republic of Korea" and "Central Asia + USA" as a new factor of relations.

Currently, 90 percent of water resources in Central Asia are used for irrigated agriculture. Water is the basis of agriculture, and this sector plays an important role in the economies of the five countries in Central Asia, as the agricultural sector accounts for 10% to 45% of the GDP of these countries. In the future, there is a possibility that water sources will decrease in Central Asia. In particular, glaciers are the main source of water resources in the region, and the largest part of them falls on the territory of Tajikistan. The glaciers here structure to 60 percent of Central Asia's water resources. With climate change, issues of water resource management and security in Central Asia will continue to gain importance. There fore, the countries of the region should reconsider this issue at the highest level and develop an appropriate program and strategy.

Since the day of independence, Uzbekistan has been implementing a consistent policy aimed at establishing effective cooperation with neighboring countries and developing mutual integration processes. At the same time, it should be noted that Uzbekistan's initiatives in this regard are not simple propaganda, but are an expression of the will and aspirations of the country's leadership, with a deep

understanding of the requirements of the present time. These efforts serve to create a unified security system in Central Asia and Afghanistan, and further expand integration processes. The foreign policy of the Republic of Uzbekistan is based on its interests, and in doing so, it follows the following principles:

• Ensuring security and stability in Central Asia;

• Peaceful solution to the Afghan problem;

• Integration of Uzbekistan into the world community1.

In the current period, the main problem in ensuring the stability and development of the region is the abstraction, extremism and terrorist activities, attempts to create "ideological polygons", and the weakening of the historical unity and economic and cultural cohesion between the countries of the region. The emergence of conflicts is dangerous.

Regional geopolitical events and processes in Central Asia are not stable. They are developing faster than other regions of the world. Assessments and conclusions quickly become outdated and it is necessary to constantly clarify them and compare them with the changing situation. The policy of foreign powers and the level of their influence on events in the region is also changing. Changes are also taking place in the internal factors of the development of Central Asia. The study of the regional problems of Central Asia is not only theoretical, but also of practical importance. The analysis of geopolitical events and trends is very important to ensure the stability of the unification of Central Asian countries. Sustainable economic development is an important condition for the development of Central Asia. It is self-evident that increasing the pace of socio-economic development of the countries of the region, ensuring their large-scale integration into global economic relations depends mainly on the solution of regional geo-economic problems and the implementation of large interstate projects.

It was noted that the complex of

problems in Central Asia requires the expansion and deepening of all relations, including cultural and humanitarian relations, in addition to effective political and economic cooperation.

We can see the growing importance and role of Central Asia in the world community when various formats of multilateral cooperation are being organized between the region and major countries.

In addition to existing communication formats such as "Central Asia - USA", "Central Asia - European Union", "Central Asia - Republic of Korea", "Central Asia - Japan", in recent years "Central Asia - India", "Central Asia - China" and added new formats like "Central Asia - Russian Federation"This situation shows that, firstly, the completely new environment created as a result of positive changes in the region has increased the attention of the world's leading countries to Central Asia, and secondly, it is a sign that foreign countries attach importance to the development of unified regional multilateral relations with the countries of the region, not only within the framework of bilateral cooperation.

At the same time, the formation of new formats between the region and other state and international institutions leads to the growth of the geopolitical and economic importance of Central Asia, as well as the perception of the region as an integral political and diplomatic subject in international relations.
