INTRODUCTION

Quality management of medical care must be based on the construction of a continuous management system for all processes in a medical organization. The use of the Interstate Standards of the ISO 9000 series in medical organizations ensures the creation of a quality management system for medical care based on modern approaches to quality management. An organization's implementation of a quality management system for health care can begin with assurance of compliance with the requirements of ISO 9001 and move towards achieving a Total Quality Management (TQM) level.

Main body:

Over the past decades, many health professionals have sought to define "quality" in relation to the provision of medical care and the activities of medical organizations. However, it should be borne in mind that such concepts as "producer", "consumer" and "organization" came to medicine from the sphere of economics and management, therefore it is advisable to describe the concept of "quality" in relation to the quality of medical care, taking into account the approaches adopted in the fields of economics and management.

The International Organization for Standardization (ISO) has defined the terminology for quality. The ISO 9000-2011 standard defines quality as follows: "Quality is the degree to which a set of inherent characteristics satisfies requirements."

Therefore, to ensure quality, it is necessary:

- identify requirements (needs or expectations) that must be met;

- determine the characteristics, the totality of which will meet the requirements.

Walter Shewhart, a world-famous scientist and statistician, whose works

formed the basis of modern approaches to quality management, spoke about this at the beginning of the 20th century. In his book "Economic Control of Quality of Manufactured Product" (1931), he identified two aspects of quality: objective, including the technical characteristics that a product / service should have, and subjective, properties that are associated with consumer requirements.

Quality is a set of characteristics that can meet the expectations of consumers and the requirements declared by the manufacturer with the most efficient use of resources.

manufacturers are medical organizations. Then the concept of "quality" in relation to medical care will differ only in that it will include "a set of characteristics of medical care."

The basis for applying the process approach in quality management is the interstate standards of the ISO 9000 series.

According to the ISO 9000 series of standards, an organization should develop a quality management system to:

- efficient use of resources;

- making decisions based on facts;

- focusing on customer satisfaction, as well as the needs and expectations of other interested parties.

Summary:

The quality of medical care is the result of the interaction between producers (medical organizations) and consumers (patients), and, as the result of any process, a certain variability is inherent in it. Only the process approach provides the quality management system with real mechanisms for influencing it.

Interstate standards of the ISO 9000 series represent an international consensus of the world's best practices in the field of quality management. The recommendations contained in the ISO 9000 series of standards can be used to form a quality management system in medical organizations. The application of world-renowned quality management approaches provides the management of a medical organization with modern tools to improve the availability and quality of medical care, increase patient satisfaction and use resources more efficiently.
