this article gives information about the youth with physical disabilities in Uzbekistan. The causes and results of family relations to the birth of handicapped children and the opportunities being created in Uzbekistan. Moreover, barriers that disable children are facing in order to access to education and employment, their solutions and the measures are also given. The foreign country experiences and the usage of them are analyzed. The future goals and aims in introducing new innovations in order to help them are suggested.

в этой статье дается информация о молодежи с физическими недостатками в Узбекистане. Причины и результаты семейных отношений в связи с рождением детей-инвалидов и возможностей в Узбекистане. Кроме того, препятствия, с которыми сталкиваются дети, чтобы получить доступ к образованию и занятости, также предлагаются их решения и меры. Проанализирован опыт зарубежных стран и его использование. Предложены будущие цели и задачи по внедрению новых инноваций, чтобы помочь им. Роль родителей в мотивации детей-инвалидов.

True, the philosopher considers the relationship between economist collectivism (common interests) and totalitarianism (the method of achieving common interests), and even sees the basis of totalitarianism in collectivism. But he does not see the positive side of collectivism (communism, collectivism, commonality), and the eastern lifestyle is not sustainable through collectivism. In general, F.A. Hawke's market economy, human and neoliberal ideas are based on the analysis of the Western economy. However, the correctness of his negative views on Centralized Governance has been confirmed by the crisis of the Soviet ideology and economy. The centralized management and planning of the market economy are not only the achievement of human beings, the wellbeing of the society, but also the essence of contradictory realities. It recognizes the human dignity and its economic democratic rights as the basis of the well-being of the society and the existence of a modern civilization.

The participation of women in family business has different aspects and immanence. They may be psychophysiological, ethno-cultural, ethno-psychological, demographic, and axiological.

Men and women are of different types, but they differ from the psychophysiological point of view. Allan and Barbara Piz, a US researcher, say that these psychophysiological differences are so deep that ignoring them leads to two genes confronting one another as antagonists. The woman performs any social activity differently than the other male [4, 6]. Western experts who study the relationships between men and women in business and entrepreneurship also note that women have a different approach to the same task. In their opinion, women's participation in business and entrepreneurship is rising, but "women are great players in male business", and women are "trying to avoid looking at business as a great game for supporters of conservative business.

The ethno-cultural traditions, ethno-cultural environment that women have in their business and business involvement have a great impact. The person is the expression of a particular ethnocide.

Young people with disabilities are among those for whom the development of creative and scientific, as well as involvement in the sport, communication - this is their sociocultural development without which they feel disadvantaged. Given that young people with disabilities, in order to engage in the active life of society, we have to overcome many physical and psychological barriers. For many young people who have difficulty moving, it is often simply difficult or impossible to leave the house.

Young people with disabilities face barriers facing access to education and employment. Persons with disabilities are not sufficiently involved in social practice; communicate little with older and more experienced people who can serve them as role models or mentors. Therefore, young people in municipalities and urban districts between the ages of 14 and 30, and this amounts to more than 7,000 people, require active assistance and support in becoming them as an independent person in society [2, 42].

Children with disabilities are one of the most marginalized and excluded groups of children, experiencing widespread violations of their rights. Discrimination arises not as a result of the intrinsic nature of children's disability, but rather, as a consequence of lack of understanding and knowledge of its causes and implications, fear of difference, fear of contagion or contamination, or negative religious or cultural views of disability. It is further compounded by poverty, social isolation, humanitarian emergencies, lack of services and support, and a hostile and inaccessible environment. Too often, children with disabilities are defined and judged by what they lack rather than what they have. Their exclusion and invisibility serves to render them uniquely vulnerable, denying them respect for their dignity, their individuality, even their right to life itself [1].

The current statistics show that the number of young people with disabilities is reduced. But when we go out into the territory and go from house to house, we can see that there are so many disabled children. The main reasons of this situation are the marriage between relatives and the early marriage of girls. When a child is born unhealthy, parents are depressed by saying that they will not be able to do anything. However, we have often seen many talented disabled youngsters, athletes, entrepreneurs, and website creators, who know computers well. Although their opportunities are limited, they are in constant motion.

Anyone with limited abilities may be a skilled specialist in some profession. But from childhood, if we do not pay attention, the child may be spiritually broken and has no purpose in life. Parents should be aware of the fact that any child, either healthy or disabled, and if they create conditions for them, the outcome will be appropriate. As you talk to these young people who are burning in their hearts, you begin to understand the infinite possibilities of life. Moreover, you can see the limitless possibilities of a disabled child. They feel the gratitude and peace of mind that we often forget. We need to make it clear that young people and children with disabilities have increased their hope and confidence in life, and that they are not inferior to anyone.

The cause of the child's joy leads to the eternal world. At present, we have a lot of work in this direction. The prospects for cooperation with US institutions, including potential sponsors and charities, are being discussed.

It focuses on the need to explore the best practices of the United States in supporting children with disabilities. In the United States alone, 4% of the federal budget or $ 140 billion a year is spent for this direction. More than $ 1 billion will be spent for social support of people with disabilities. In addition, private savings and charity organizations will also receive $ 250 billion annually.

In our country also such works are being implemented. The problem of organizing a quality education system for children with hearing and speech disorders in Uzbekistan is a matter of special concern. In particular, the President Shavkat Mirziyoyev paid a visit to the Deaf Culture Center of Uzbekistan last summer, as one of the Government's priorities in supporting the socially vulnerable population.

The Uzbek delegation's visit to the United States includes participation in targeted trainings in American cities such as San Antonio, Austin, Berlington, and New York.

With regard to the ongoing reforms in the country, the Center for Children with Special Needs and Children has begun its work at the Central Council of the Youth Union of Uzbekistan. The Center was established to help protect the interests of young people with disabilities, including those with disabilities who are visually impaired, visually challenged, with no hearing impairments.

Children with special needs need to be cautious before their mother's patience, will and determination. In a family that has a disabled child, it is difficult for the mother to be born. It is worth the statue of mothers who spend every moment hoping. We need to mobilize our knowledge and skills to make this Center the favorite institution for young people and children with disabilities in the country, so that they can play a decent place in our society.

Abstract: this article discusses that social law differs from that of social life, from naturalistic traditions defined by morality rules, and accepted by private institutions and by the state as a socially necessary and beneficial norm, in the lives, relationships, and societies of people. Moreover, the regulatory function of the law that helps the state and any institutions to operate effectively is clarified widely. The positive aspects of law and its features; the coordination and subordinate communication are also determined. Аннотация: в этой статье обсуждается, что социальное право отличается от социального права, от натуралистических традиций, определенных правилами морали и принятых частными учреждениями и государством как социально необходимая и полезная норма, в жизни, отношениях и обществе людей. Кроме того, широко разъясняется регулирующая функция закона, которая помогает государству и любым учреждениям эффективно работать. Положительные аспекты права и его особенности; координация и подчиненное общение также определены.

The philosophy of law encourages positivism in a particular legal system that helps to impart objective learning of how the system-specific features affect the regulatory impact of the socially-legal world (or not). Law is not "a reality" for itself, but rather for the establishment of a co-ordinate and subordinate link between the existence of the outside world, the relationship of social existence, the relationship between the individual and the society, the state, the governing bodies. Its organizational and regulatory functions should be positive and should help to solve certain problems; otherwise the law itself will lose its social significance. Therefore, jurists have the legal system, which includes the phenomenon of the law: "the objective (positive) right is expressed in the various laws and regulations of the state; legal ideology (active party of legal consciousness); judicial (legal) practice" [1, p. 47]. Thus, when it comes to the phenomenon of the positive right, it is necessary to pay attention to the aspects of these systems and to identify the positive aspects therein. It is considered as axiom in science that the objective positive law is expressed in normative documents, laws and regulations of the state and its managerial institutions.

However, this does not prove the absolute objectivity, absolute correctness of the normative and legal acts adopted by the state and its managerial institutions. Some legal acts may be hypothetical or prognostic, and some may not be fully implemented [2, p. 406].
