ABSTRACT

The article highlights the importance of ensuring uninterrupted provision of the country's population with food on the basis of crop insurance and an increase in the volume of agricultural products.

In the Address of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Oliy Majlis, the following points about ensuring food security based on the development of agriculture "...the global pandemic has once again confirmed the need to pay serious attention to ensuring food security. For this reason, in order to prevent a sharp increase in the price of basic food products, the concessions on import duties will be extended for another year. In general, our people should be calm: production of high-quality food products, creation of a guaranteed reserve in this regard and their continuous delivery to the market, as well as ensuring price stability, will be given priority attention.

The country is developing as one of the leading sectors in the provision of raw materials for the agricultural-industrial sectors, in providing the population with agricultural products, and in the production of high-quality and exportable agricultural products that meet international standards.

However, the widespread nature of the global pandemic created specific risks in terms of food supply to the population, and in some regions, it could also affect the increase in the price of food products that provide basic needs. Also, the occurrence of unemployment, a sharp decrease in the employment of the population, caused significant problems in the social support of citizens who do not have a permanent source of income.

As a result of the global pandemic, the inability to provide the population with agricultural products or food shortages and malnutrition have arisen. The level of

employment of the population in rural areas, the failure to perform agrotechnical measures in agriculture on time, and the export of agricultural products of the country also had an impact.

According to the 2020 report of the international organization FAO on the development of agriculture and ensuring food security, the wide spread of the pandemic has affected the exchange rate changes in the export and import of agricultural products to ensure food security in the world market.

Increasing attention to ensuring food safety is one of the important issues under any circumstances. For countries that import agricultural products, especially food products, the high level of major risk creates a serious situation as a food security policy.

So what to do in this situation? The only right way is to ensure food security by increasing the production of agricultural crops, especially cotton, grain, fruit and vegetables, rice, potatoes and grapes, and to improve the insurance protection of the sector from various unexpected and natural events.

The issues of increasing crop productivity and efficiency in agriculture were noted separately. At the same time, in the program of practical measures, the use of the most advanced technologies, resource-saving and biological methods in agriculture, provision of high-generation seeds of agricultural crops, wide introduction of scientific achievements and innovations in agricultural production; introducing water-saving technologies on 160,000 hectares of cotton fields, taking measures to increase productivity by 8-10% in cotton and grain crops, and 15-20% in fruit and vegetable crops; cultivation of ecologically clean, high-quality exportable fruits and vegetables due to the cultivation of organic agricultural products; introduction of financial support mechanisms for the cultivation of rice and vegetable products in addition to the cultivation of cotton and grain; introduction of a mechanism for state reimbursement of 50% of the costs of obtaining international certificates (Global GAP, Organic) and 50% of the interest rate of agricultural machinery leasing costs when purchasing high-yielding seedlings; cooperatives are established, and it is envisaged to introduce a system of purchasing products grown in them, delivering them from the field to the market, and implementing export.

Based on the requirements of the above-mentioned State Program, it is necessary to prioritize the development of agriculture in our country and the introduction of new crop varieties, the cultivation of organic agricultural products and the cultivation of high-quality exportable fruits and vegetables.

According to the end of 2020, the total volume of products (services) of rural, forestry and fishing farms in our country's agriculture is 260.3 trillion soums, including

farming and animal husbandry, hunting and services provided in these areas - 258.1 trillion soums, forest economy - 6.7 trillion soums, fishing industry - 1.8 trillion soums.

The reforms and measures for the development of agriculture are actually giving positive results. To date, there is a global trend of food shortages or food reserves decreasing in various countries of the world. It is necessary to ensure the stability of the prices of wheat, rice and corn products, which are the main supply of food security.

Currently, as the only way to ensure food security, the supply of resources, the supply of seeds and mineral fertilizers, the supply of products from the field to the consumer, and the delivery of products to domestic and foreign markets, during the cultivation of agricultural crops, can be exposed to various risks.

In the agrarian sector, timely planting of agricultural crops, timely implementation of agrotechnical measures, development of agricultural production, processing and supply sectors, providing the population with food products is one of the urgent tasks of today.

The spread of the pandemic at the global level has a negative impact on the agriculture of all countries. Therefore, in the epidemiological conditions that are happening in Uzbekistan, it is necessary to protect the process from various risks, from planting all kinds of agricultural crops to processing them. Today, this process places a great responsibility on the insurance organizations of our country. In any case, it is desirable to implement reliable insurance services as one of the main factors in the sustainable development of agriculture. In this regard, intensive work is being carried out in our country to insure the life and property of economic entities and residents.

As a result of agricultural insurance reforms in our country, the role and position of insurance organizations in the insurance market is increasing. In this regard, the volume of insurance services provided in the insurance market and the level of insurance coverage are increasing.

"Uzagrosugurta" JSC, which has been operating in the insurance market for more than 25 years, is of special importance in terms of agricultural insurance. One of the important tasks is to continue agricultural activities, to prevent food insecurity based on providing the population with agricultural products in time, and to protect this process with insurance.

The main clients of "Uzagrosugurta" joint-stock company are agricultural enterprises, farmers and peasant farms, small businesses and private entrepreneurs, as well as rural residents. "Uzagrosugurta" JSC is conducting certain activities in insuring customers against various natural disasters and accidents. As of 2020, as of 2020, as a result of the services provided by the company and its regional branches, insurance contracts were concluded with a total of 1,475,649 legal entities and individuals in order

to compensate for losses caused by natural disasters by "Uzagrosugurta" JSC, according to which 178,2 million soums of insurance premiums were collected.

"Uzagrosugurta" JSC paid insurance compensation in the amount of 91,3 million soums in order to cover the losses suffered by the insured.

"Uzagrosugurta" JSC received a total of 56,3 million soums of insurance premiums for insurance of agricultural crops of farms, of which 34,9 million soums were collected for cotton crop insurance and 21,1 million soums for grain crop insurance. In this period, the insurance compensation paid for the compensation of losses of farms caused by natural disasters and other unexpected natural events amounted to 44,4 million soms.

In general, the provision of large-scale agricultural products to the population and the prevention of food insecurity in the country require further development of insurance protection. In our opinion, the development of the agricultural insurance protection system will support the growth of agricultural crops and ensure their economic stability as a financial incentive.

In conclusion, it is worth saying that financial support for the development of agriculture in providing the population with primary food products even in any dangerous conditions, wide introduction of economic incentive mechanisms, transition from administrative methods of agricultural insurance to digital insurance methods, index in insurance of agricultural crops introduction of insurance, introduction of innovative achievements in the field based on the identification of natural risks in agriculture, development of new types of voluntary insurance in order to ensure food security of the population and achieve prevention of the loss of the crop of cultivated agricultural crops; liability exists, and this process from planting to delivery to processing must be covered by liability insurance.
