Modernization of the sports training system in ski jumping should be directed toward integration and cooperative use of the available resources of the interested parties, for this purpose it is necessary to create sports educational clusters. The aim of the research. To substantiate theoretically, develop, experimentally test and evaluate the effectiveness of the model of sports training organization in ski jumping on the basis of a cluster approach. Research methods. Scientific-methodical information sources analysis and summarizing, document sources analysis and summarizing, pedagogical modeling. Results. The activity of sports educational cluster should be based on the principles of proximity; voluntariness, openness and dynamic development; cooperation and synergy; purposefulness; unity of sports training process, educational and scientific processes; professional orientation; effectiveness; objectivity of activity evaluation of sports educational cluster and each of its subjects. The activity itself should be realized according to the following directions: educational, sports, scientific-research, information-communicational, analytical, financial-economic. Conclusion. The realization of the offered model of sports training organization in ski jumping on the basis of a cluster approach helps to increase the effectiveness of sports training in ski jumping.

A model of sports training organization in ski jumping on the basis of

a cluster approach

Introduction

In statutory legal acts, which condition the prospects of "Physical culture and sport" sphere development, there is a trend of sports clusters creation [1, 2, 3].

The need for sports clusters is conditioned by the increasing competition in sport, modern demands for sports training effectiveness increase, the need for integration between the potentials of the organizations and their resources in terms of interdepartmental and interindustry interaction [4].

Especially urgent becomes sports-educational clusters creation in the kinds of sport, which nowadays don't correspond with the objective needs of the state. One of such kinds of sport is ski jumping [5].

Creation of the model of sports training organization in ski jumping on the basis of a cluster approach demands theoretical substantiation, the principles, which form the model, and the conditions for its realization revelation.

The aim of the research: to substantiate theoretically, develop, experimentally test and evaluate the effectiveness of the model of sports training organization in ski jumping on the basis of

a cluster approach.

Materials and methods

The main research methods were the following: the method of scientific-methodical sources, documents analysis and summarizing and the method of modeling.

The work with scientific-methodical sources helped to form own interpretation of "sports-educational cluster" notion. It is understood by us as a "concentrated on a definite territory group of voluntary combined organizations and establishments of different spheres and departments. They functionally provide sports training in a chosen kind of sport", define key problems during its creation, formulate the principles and organizational-pedagogical conditions. They form the base of activity, define the system of criteria and indices of sports-educational cluster activity effectiveness estimation.

Documented sources selection was conditioned by the problem of the research: we got acquainted with statistical reports of the organizations, within the jurisdiction of the Ministry of Sport of the Russian Federation, studied statutory legal acts.

They condition target reference points of sports training system development. Local normative documents regulate different aspects of subjects organization and activity in sports-educational cluster.

The method of modeling was used for the model of sports training organization in ski jumping on the basis of a cluster approach.

Results and discussion

A strategic objective realization - the effectiveness of sports training improvement in ski jumping-depends on cooperative activity of organizations, which realize sports training, educational and scientific organizations, social organizations, including ski jumping and Nordic Combined federations and executive bodies in the sphere of physical culture and sport.

The base of sports-educational cluster activity should include the set of principles. They on the one hand, provide effective interaction of the subjects in a cluster and on the other hand, guarantee the effectiveness of sports training improvement in ski jumping.

On the basis of the works analysis created by A.V. Chaplygina, E.A. Chuchkalova, G.J. Jones, K. Misener [6, 7, 8, 9] we underline that the principles, which form the base of sports-educational cluster activity in ski jumping include the following:

□ The principle of proximity, which provides high degree of communications between the subjects of sports-educational cluster;

□ The principle of voluntariness, openness and dynamic development, which means free inclusion of new subjects into the structure of sports-educational cluster;

□ The principle of cooperation and synergy, which defines an opportunity of cooperative use of infrastructural, personnel, information, scientific-methodical resources of the sports-educational cluster subjects. It means their actions and interests co-ordination;

□ The principle of purposefulness, which means mutual events organization, motivation to take part in these events in order to achieve general aim - increase the effectiveness of sports training in ski jumping;

□ The principle of sports training process, educational and scientific processes unity;

□ The principle of professional orientation, which provides events organization connected with coaching staff qualification improvement and professional orientation among ski jumpers realization;

□ The principle of responsibility of each subject of a cluster for the result of its activity;

□ The principle of evaluation objectivity of sports-educational cluster activity and its each subject;

□ The principle of effectiveness, which defines the aspiration to a rational ratio of the sports-educational cluster activity expenditures, a rational control over the subjects of a sports-educational cluster.

Mentioned above principles helped to define organizational-pedagogical conditions, which make sports-educational cluster activity more effective:

□ conditions-premisses: the content provision for the subjects of sports-educational cluster interaction;

□ conditions of environment: modern events organization, directed toward the effectiveness of sports training in ski jumping improvement; professional competence of ski jumping coaches increase; scientific-methodical support of sports training in ski jumping;

□ conditions-demands: an objective effectiveness evaluation of sports-educational cluster activity and each of its subjects; taking into account individual characteristics and sports achievements of the respondents.

The content of the sports-educational cluster in ski jumping activity should include the following directions:

1) educational: educational technologies of professional physical culture education improvement, practice oriented educational programs creation and realization, coaching staff training and their qualification improvement, the programs of a lifelong professional physical culture education creation and etc..

2) sports: progressive methodologies of sports training among ski jumpers realization, a complex control over athletes' readiness organization using the most progressive diagnostic instruments and equipment, training camps organization and etc.;

3) scientific-research: research works organization in the sphere of sports training among ski jumpers, including original methodologies of athletes training creation, their readiness level estimation and rehabilitation measures organization; experimental equipment creation and testing;

4) information-communicative: creating the data base concerning ski jumpers and the participants of sports-educational cluster, experience and insider information exchange stimulation, regular news digest and etc.;

5) analytical: innovations in sports training of ski jumpers monitoring and analysis, independent

evaluation of coaches' qualification realization, employers involvement into educational programs certification and into the quality of professional physical culture education estimation and etc.;

6) financial-economic: searching for offbudget sources of activity financing of a sports-educational cluster and investments attraction.

They anticipate sports infrastructure renewal and necessary material base development of sports-educational cluster objects and etc..

Conclusion

Sports training system modernization in ski jumping conditions the necessity to search for the ways of its effectiveness improvement.

In our opinion, it is possible to increase the effectiveness of sports training in ski jumping if we combine the existing resources of organizations. They realize sports training, educational and scientific organizations, social organizations, including ski jumping and Nordic Combined federations and executive bodies in the sphere of physical culture and sport owing to a sports-educational cluster creation.

The realization of the offered model of sports training organization in ski jumping on the basis of a cluster approach helps to increase the effectiveness of sports training in ski jumping.
