THE ALPHABET OF INFORMATION WARFARE1
The article pays special attention to the variety of destructive tactics used by the Euro-Atlantic alliance in information warfare, which is associated with the toxicity of the modern media sphere, which determine the moral stability and spirituality of man. The author updated issues related to information and psychological aggression and neo-terrorism in the era of hybrid wars.

АЗБУКА ИНФОРМАЦИОННОЙ ВОЙНЫ
В статье особое внимание уделяется многообразию деструктивных тактик, используемых евро-атлантическим альянсом в информационной войне, что связано с токсичностью современной ме-диасферы, детерминирующих нравственную устойчивость и духовность человека. Автором актуализированы вопросы, связанные с информационно-психологической агрессией и неотерроризмом в эпоху гибридных войн.

Introduction. The axiological aspects of information warfare allow today to focus not only on geopolitical and socio-economic changes taking place in a multipolar world, but also to focus on the moral stability and spirituality of modern man. Today, international integration is replaced by regional selfishness with elements of protectionism [1, p. 6], and against the background of international socio-cultural eclecticism, the aggressive and meaningful focus of the toxic media sphere on personality and society, which demonstrates a wide variety of the most sophisticated destructive tactics that affect the traditional values of the Belarusian people, becomes especially noticeable [2, p. 156]. At the turning point of the development of technogenic civilization and as a result of the confrontation between the «centers of power», at the initiative of the Anglo-Saxons, who fought and continue to fight for leadership, securing dominance on our planet, a conflict arose again between modern states over the redistribution of energy resources and the world diamond-gold reserve. Due to the growing resource-territorial, information and psychological aggression on the part of NATO, destructive information content prevails more than ever before and «digital napalm» is actively used in order to implement «spiritual Chernobyl» in the Republic of Belarus. And it is no coincidence that at present, traditional values have been threatened and in the process of destructive information confrontation between the Anglo-Saxons and the Slavs it becomes obvious that all participants come to an armed conflict with full conviction of their rightness [3, p. 19].
Information warfare, which is an aggressive manipulative and multidimensional structure that gradually changes the architecture of international security, simultaneously affecting human spirituality and the behavior of world elites, which today, unfortunately, most often happens not so much at the negotiating table as in hot spots [4, p. 5]. As a rule, military special operations and regional conflicts, accompanied by losses of personnel, equipment, weapons and colossal destruction of everything that has been created by many generations of people in different countries, are repetitive, realized at a higher information and technological level with the use of modern weapons, which are constantly being improved, which is related to national security in the context of trends in the development of the modern world [5, p. 50].
Everyone knows that at the beginning of each century there are global shocks that are of great importance for the future of all mankind and modern Europe. Thus, the global confrontation and the ongoing confrontation between the two superpowers of the United States and the USSR, which lasted immediately after World War II, clearly outlined the aggravated geopolitical ambitions, information and ideological insinuations, which gradually faded into the background, but today, have not completely disappeared. A new round of the arms race has begun, where information expansion, deideologization, the dominance of the toxic media sphere and the active promotion of Anglo-Saxon values and the American way of life occupy priority positions. Therefore, the priorities of the spiritual security of the individual in modern information realities become vital for independent states, due to the fact that after the fall of the Berlin Wall, the Iron Curtain was destroyed, but an «information curtain» immediately arose and then, a more promising «digital dome» for the Euro-Atlantic alliance, predetermined the onset of a new era of hybrid wars.
The security of the modern person, society and the state, especially in the context of the growing international confrontation in recent years, will become a basic scientific concept, proving in practice its relevance. The information war, as evidenced by the geopolitical transformations taking place in a multipolar world, extends to all spheres of society and the target, in this case, is anyone, regardless of place of residence, profession, age, sex and state of health. And here, it is meant that not only armed conflicts, but also not limited information means (Internet space, toxic media sphere) aim, as practice shows, a person at extreme anarchism, immoralism, westernism, cosmopolitanism, de-constructivism, anti-clericalism, Russophobia, demoralizing, as a result, even the most stable and economically stable state. Thus, the protests that have taken place in Europe in recent years indicate that in the absence of dialogue, riots arise that can erupt in any, even economically prosperous states [5, p. 52]. Apparently, this is due to the fact that the Euro-Atlantic alliance actively promotes the so-called «selfish patriot-ism» and «sexual emancipation», widely advertises the freedom of choice of gender (gender transformations), thereby destroying the values of the traditional family, pushing into the back-
ground the ideas of collectivism, the moral stability of the person, the uniqueness of national culture and language as the foundation of national unity. Everyone knows that the destructive resource in any modern state is opposition forces, some public organizations, the media, contained on foreign grants, which act as the «fifth column», trying to implement the ideas of the aggressor state in independent countries, including in the Republic of Belarus. Modern terrorist structures are assigned the role of an important factor in the external and internal life of the enemy state, which by systemic actions of various destructive orientations are trying to achieve the radicalization of groups that discredit the policies of their state, pulling resources into the most important historical periods for society, acting as the most destructive force that pushes the social system to self-destruction.
Main part. Geopolitical transformations, so-cio-tectonic changes in a multipolar world taking place at the beginning of the 21-st century, as never before, clearly outlined the need to comprehend in the new realities of moral education and moral stability of the person, which is directly related to human spirituality. Modern wars are a military-political upgrade of the existing social reality, an updated information and technological tool for the struggle between countries for the resources of our planet, which in many respects differs in a number of basic characteristics from the traditional methods of carrying out direct military aggression.
A feature of hybrid wars is information warfare, which is a complex phenomenon that unites the classical style of conducting hostilities using irregular armed groups, in many respects reflecting the tendency to move from wars with the extermination of the enemy on its territory, to the destruction of material objects, as well as information and psychological impact on individual and public consciousness in order to initiate self-organization, self-orientation of the person, society, state. The dynamics of sociopolitical transformations in a multipolar world today is such that the information war contributes to the destruction of not only national economies, but also transforms the value orientations of the person, ultimately projecting the disorganization of the mechanisms of upbringing of the younger generation, through the translation of «quasi-spiritual» and «surrogate values». Therefore, it is very important today to pay attention to the axiological eclecticism of information
content in society, which reduces the positive and constructive orientation of international relations, the moral stability of the person, largely determining the responsible attitude of a person to the fate of his homeland [6, p. 151]. Targeted propaganda and popularization of «quasispiritual», «surrogate values» focused on the Western American lifestyle, as a rule, is initialized by the Euro-Atlantic alliance as a destructive factor (the spread of Russophobia), which is a generated complex of threats to the spiritual security of the individual [7, p. 130]. To summarize the above, the information war represents the destructive impact of the Euro-Atlantic alliance on the Slavic states. It is in the era of hybrid wars that the diverse axiological eclecticism of the existing reality, where not only the economy, politics, the social sphere of society, but also the spirituality of a person is under the crosshairs, is of particular interest to various specialists, scientists and experts.
The accumulating effect of modern armed conflicts, aggravated as a result of information war, initiates a mismatch of the interests of the international community, exacerbating to the limit the irreconcilable rivalry between the «centers of power» due to systemic information and psychological aggression, as a result of which it becomes completely impossible to fix the date of the beginning and end of information confrontation, to distinguish the front and rear, to identify the status of the participant [8, p. 103]. Human life is characterized not only by material well-being and comfort, but also by sentiments, well-being of citizens (social groups), as well as by moral norms generally accepted in a particular social group, moral stability, moral stability of the person in the information society [9, p. 73]. Practice indicates that at this stage of the historical development of the Republic of Belarus in the conditions of an intensive "digital upgrade" of society, the dominance of the toxic media sphere, as well as the authorized pressure of the West, the issue of historical truth, preservation of culture, national language and traditional values of the Belarusian people is acute. Today, the question of information weapons becomes relevant, which in the era of hybrid wars becomes the most dangerous type of aggressive influence on society, as it is directed, both against the whole people (peoples), but also against each person separately. The intensity of geopolitical transformations is determined by the toxic media sphere, which, in turn, is aimed at destroying the
spirituality of a person who consciously aims at a value attitude towards his Fatherland, which, in a concentrated form, expresses the ability to self-control, internal assessment of his behavior and defense of his country, if necessary, even at the cost of his own life. As never before, the destructive content of the information society, in many aspects in a multifaceted aspect, initiates neo-terrorism or spiritual terror, which constantly practices manipulation of public consciousness and is especially active with the help of modern media «zeroes» a person's spirituality (axiological deactivation, conflict of interpretations, semantic eclecticism, «war of meanings», «surrogate of spirituality»).
The multipolar world is quite unstable and is in a situation of growing confrontation between aggressive superpowers, which is determined by the mutual activity of the opposing parties. The diverse destructive processes initiated by the Euro-Atlantic alliance in the information society over the past decades indicate that the combination of open and latent actions (interactions), provocations, systematic sabotage, especially in the media sphere, which is becoming more toxic every day, significantly complicates the response of the state, person and society to information aggression. And it is quite obvious that information and psychological aggression or neo-terrorism are gaining momentum, and extremists, terrorists, the opposition are a means for a destructive negative influence of a new type, in which the aggressor state uses a toxic media sphere, systemic cyber-attacks, network structures and not always identifiable technologies. At the same time, it is necessary to take into account the fact that the constantly improving technical capabilities of the aggressor state, the development of organizational competencies, technological solutions, as well as the techniques practiced to implement a strategy of destructive influence on the enemy state, make it possible to realize NATO's desire to dominate the world in the process of using destructive content of the Internet space, toxic media sphere.
Geopolitical realities today indicate that it is this approach, conceptually indicated by the author of the article, that is of decisive importance, since a hybrid invasion with such powerful information support is aimed at changing the system of traditional values of the Belarusian people, as well as at changing the socio-information needs of individuals and social groups. It is no secret to anyone today that manipulative tech-
nologies are practiced in the toxic media sphere, as a result of which axiological eclecticism is growing and traditional values are devalued. It is on such a specific basis and in the process of the most destructive modification of the cultural and historical priorities of the person, there is an imbalance of the mental core of the subject, which, as practice shows, affects the worldview, world understanding, worldview of a person, which, in many ways, determine spirituality and a positive vector of the development of social relations in general. Despite the fact that spirituality, which is the leitmotif of a person's moral existance, as well as the foundation of moral behavior in an information society, provided that labor, humanism, peace, creation become the defining markers of this complex and ambiguous process, it is still necessary to note the duality and uncertainty of geopolitical transformations in society. But, paradoxically today, destructive content that determines modern social networks, various foreign media channels, as well as radio, television programs, dynamically change the general format of the media sphere, which provokes socio-psychological deformation and cultural and historical «adjustment» of the disseminated information.
In the near future, this may mean a change in the historical memory of the people of the opposing state, which fixes social recapitulation, reducing the intellectual potential of man and society, at the same time, intensively suppressing the axiological matrix of personality in the information society. Thus, the main weapon, actively used for large-scale and rapid cyber operations in order to conceal or cover up military (intelligence) actions, is being implemented in combination with constantly increasing economic pressure and mandatory sanctions. The minimization and neutralization of the dangers and threats that exist today requires systemic opposition to the information and political technologies used by the Euro-Atlantic alliance, aimed at forming an alien national culture of anthropo-centric values based on the dominant priorities of Western American individualism, which actualizes the spiritual security of the individual in the modern Republic of Belarus.
Practical experience shows that in information warfare, the shifting semantic context of interpretations and the constantly updating format of the Internet space is reflected in relief, which is also associated with information confrontation and toxic media sphere. Information
war, as a multi-syllable, variable-destructive interpretation of reality, as a special «war of meanings», «cognitive war» aimed at changing the moral stability and moral stability of modern man. Regular international conflicts, repeated crises that contribute to the split of the multipolar world indicate that extremist sentiments are growing in the information society at the initiative of the Euro-Atlantic alliance, Russophobia is gaining momentum, neo-fascism is raising its head, intensively devaluing the system of traditional values, as a result of which it is actively destroyed by the moral stability of the person. The mosaic of paradoxes in international relations today testifies to the destructive socio-psychological consequences of human interaction with the toxic media sphere, manifested in the fact that moral concepts are replaced, which reduces the ability of the person to think and distinguish between possibility and reality. And no one in the world doubts that the modern aggression on the part of NATO is provocative and confrontational, demonstrating to everyone not only the initiative of the rapid response forces, as well as additional military contingents, military equipment, stocks of heavy weapons, provoking a large-scale process to initiate destructive content of the information society, strengthening the group of the aggressor state (aggressor states). As a result, being in any country, each person not only acts as an observer, but also finds himself in a situation of informational and psychological deprivation, plunging into a toxic media sphere and growing axio-logical chaos that destroys human spirituality (historical memory, ideology, traditional values, lifestyle, national language and culture).
Conclusion. The modern transformations of the multipolar world taking place at the beginning of the 21-st century on our planet have changed the global economy, regional logistics and international relations. The geopolitical landscape and socio-economic development of various states determine the content of the modern media sphere, determining its toxic nature, which is the so-called «informational napalm», aimed at destroying traditional values and human spirituality in updated informational realities. The ongoing systemic transformations in the multipolar world and the formatting of the social-virtual environment, information and educational space, as a rule, are aimed at the mediainformation content of the media sphere in order to replace the positive-creating constant that
characterizes human spirituality and the destruction of the historical memory of Slavic peoples, which is the moral code of the peoples of Belarus and Russia.
Information war, as a special type of modern war, which is waged not only and not so much by guns, airplanes, tanks as by political propaganda and through neo-terrorism. Diverse hybrid intrusions in the information society demonstrate a variety of modern tactics.
1. The format of terrorist structures is changing in the media sphere and neo-terrorism (spiritual terror, terrorist acts, etc.) is actively practiced.
2. The ideologies broadcast by extremist, terrorist organizations are being purposefully transformed, Russophobic sentiments in society are growing, ideological confrontation is growing, and at the same time, information confrontation is becoming extremely aggressive.
3. The financial capabilities of terrorist, extremist organizations are constantly expanding, while providing them with access to the most modern information technologies.
4. The deformed identity of individual social groups is an end in itself and a political resource that allows you to create a social, communicative and information environment of highly motivated and always managed extremist, terrorist associations.
Summing up, it is important to note that the axiological instability and moral decay of the political elite in modern Europe and the United States raises many questions, as it demonstrates frank falsehood and irresponsibility in affairs [10, p. 52, 57]. At the beginning of each century, the Euro-Atlantic Alliance is trying to enslave the Slavic peoples and our ill-wishers from outside, and within the country, have changed today the methods of attack on the Republic of Belarus and the Russian Federation. The Anglo-Saxons violated many red lines, crossed the boundaries of common sense and human morality. And this is not only an information war, but a full-scale hybrid war, therefore it is necessary to strengthen the combat capability of the regional group of forces and restore European security, to which the coordinated actions of the Ministry of Foreign Affairs of Belarus and Russia are directed today [11, p. 28].
