1. Introduction

Countering the impact of crises and ongoing development of Russian economy are inseparable from creation of various forms of small business. Activities of small businesses help to create healthy conditions for integrated management of resources. In post-Soviet economy, the emergence and development of small businesses are subject to regulations of appropriate legal acts, laws and action programs for development of small businesses. Both on the federal and regional levels, prerequisites are made for balanced integration of small businesses into existing economic systems.

2. Outcomes of the Research

We base our study of the current state of economy and entrepreneurship on publications of the following authors: F. Ruf, Yoddang, and V.K. Fal'tsman. The current study of specifics in small business practices in regional economy is based on data describing Ryazan Region (Ob-last) as a federal unit of the Russian Federation. The region is a part of the Central Federal Region (CFR), showing relatively stable development dynamics within the average indicators of the CFR.

The Region's constituency division is as follows: 25 municipal districts. 4 region-level cities, 8 district-level towns, 22 town sites and 482 rural districts, including 6 multi-industry towns (Korablino, Mikhailov, Novomichurinsk, Rybnoye, Sasovo, and Spas-Klepiki), and 3 multi-industry urban settlements (Oktyabrsky,

Pronsk, and Tuma). Of all these, only ten districts produce more than 20,000 RUR per capita, another 4 districts produce over 30,000 RUR per capita, and only one district accounts for over 120,000 RUR.

The industrial complex of Ryazan Region is the major contributor to its economy, accounting for over 1/3 of the gross regional output; and the share of modern technologies employed in regional industries is under 25%. The total regional index of investment in capital stock is among averages in the Russian Federation (71.4% at the end of year 2009). This fact leads to problems for the region, as far as replacement of Fixed industrial assets is concerned, even though the recent decade has seen 10 new industrial productions launched in Ryazan Region.

The municipalities of the region vary greatly in their economic output. Thus, Pronsk District hosts the Ryazan Power Station (subsidiary of OGK-2 OAO), supplying electrical power to Ryazan Region and the adjacent regions as well; therefore this district's output supersedes the average for other regional areas by 6.8 times. This facts accounts for significant variations in tax revenues to municipal budgets, too, influencing the possibilities of social development in various communities.

Overall, there are over 30,000 small and medium-sized enterprises (SMEs) currently operating in Ryazan Region (Figure 1).

Most small enterprises (microenterprises excluded) perform their activities as retailers and wholesale traders: 24.4%; processing industry accounts for 21.2%; operations with real estate. lease and services 18.5%; construction -

14.9%; agriculture - 8.2%; and other small businesses make 12.8%. The share of small enterprises in the real sector of economy accounts for 49.3% (Figure 2).

The development of small business is regulated and supported by the regional authorities:

- operating law of Ryazan Region «On development of small and medium-size entre-preneurship in Ryazan Region» (1);

- a special board for SME development is active within the Government of Ryazan Region, as well its analogs in all municipalities;

fields of activity.

- regional Ministry of economic development and trade has set up a Public Council for SME development (2);

- the regional Guarantee Fund has set up a regional Center for Subcontracts a Euro Info correspondent center.

Financial support is provided as part of the long-term action program «Development of SMEs in Ryazan Region» (Figure 3).

Currently, grants supporting small enterprise startups are available in all municipalities of the region (Figure 4).

The Program envisages preferences (in the form of bonus rebates) to rural-based enterprises. As a result, the number of support recipients in rural communities has been increasing: 59 in year 2009, 175 in 2010, 327 in 2011, and 441 in year 2012. Thus, the growth has reached 34% as compared to year 2011. Requests of rural entrepreneurs have practically always been satisfied.

The number of support recipients has also been growing, from 323 in year 2009 to 762 in 2012 (over 2.3 times growth). A system of niicroloans and guarantees is developing. In 2012, Ryazan Regional foundation for support of small business issued loans worth 20 mln rubles. As of 1 January, 2013, capitalization of

the fund totaled 209.25 mln rubles. In year 2012, the Guarantee fund of Ryazan Region issued 171 guarantees worth overall 554 mln rubles, which resulted in bank loans to SMEs that amount to 1,293 mln rubles.

At the same time, small business in Ryazan Region demonstrates quite low levels of profitability. Thus, in transportation and communications it reaches 18.4% (top figure for the region), in manufacture and trade of rubber and plastic products it is 14.8% (2nd high), real estate operations - 12.9% (3rd high), in manufacture of electric equipment - 10.6% (4th), in agriculture, game hunt, and forest management

producers of charred coal, oil products and chemicals will make losses. 3. Conclusion:

Within the framework of the state program of Ryazan Region «Development of SMEs in 2014-2018» (2), a small business entity stands to receive up to 5 mln rubles. A major obstacle to development of small enterprises in Ryazan Region is shortage of funding. One of the ways to solve this problem can be to improve the credit granting system.
