The modern global development determines the responsiveness and readiness to introduction of the innovation technologies as a factor of perspective economic growth of the countries. The structural reform of the innovative industrial segment of the national economy and active sending of investments to this segment become the basic criterion of successive strengthening of competitiveness in the practice of the developed economies of the world. The indicator of competitiveness is in many instances connected directly with the development of the economic-legal environment of the state that should promote materially the value added formation. The national economies carry out their activities abroad via such important economic entities, documents as the transnational companies, regional economic unions and associations, free economic zones, boundary zones, bilateral and multilateral agreements for free trade, the regional cluster groups and other key participants of competition of the market economy space. Since the modern competitive advantages are reached mainly through active use of the advanced technologies in the sphere of production, management and marketing of the goods, the competitiveness of the national economy is reached due to purposeful introduction of the complex modern conceptions of innovative development. Just the high level of competitiveness becomes more and more distinct advantage in the context of successful realization of the strategic goals marked in the «Program of President of Turkmenistan for Socioeconomic Development of the Country in 2022-2028» concerning the provision of innovative industrial growth of our economy. The purposeful, preferred stimulation of the effective, innovative solutions, technologies and know-how aimed at providing for high level competitiveness and stable development of the national economy remains among the strategically important priorities of successful realization of the Program of President of Turkmenistan for the nearest seven years. In this context, the certain number of the strategically important objectives comes to light in respect of increase of the market competitiveness of our country in line with the current international trends. These are the following ones.
1. Expedited transition to the green economy and further development of the infrastructure of higher accessibility of the information-communication technologies. Decisive transition to green economy must be backed up with duly development of the relevant infrastructure and active investment. It is necessary to expand the digital networks. Formation of green economy dictates the necessity of further enhancement of the multilateral public private partnership agreements and contracts in the nature conservation area stipulating additional obligations for creation and further development of the power engineering infrastructure. Today, such countries as Denmark, Estonia, Finland and Netherlands can be named among the states of the world mostly ready and comprehensive in accordance with the index of competitiveness in terms of creation of the infrastructure.
2. Successive improvement of the tax system within framework of the national and international cooperation. Lately, in many countries with high level earnings the structure of tax burden undergoes notable transformation due to the processes of global integration and computerization. The tax burden of people with middle in- come increases, while the tax burden of people with high income and owners of investment capital
decreases. Intensification of social nets in context of purposeful stimulation of the economic initiative is also the significant event of the global practice. From this point of view, the well-balanced, progressively structured model of taxation practiced in South Korea, Japan, Australia and South Africa may become the optimal one for consideration, mastering and application.
3. Further improvement of the labor legislation and the social safety net system in the tideway of realities of the digital economy and new demands for workforce. The constituent element of the strategy of administration of technologically connected transformations in the workforce structure is related to formation of rather com- pound by structure safe social networks. It is important to optimally and flexibly implement the perspective and future oriented approaches and methods in the norms of the labor legislation, in the complex measures of social security and increase of human capital through further improvement of accessibility of the services of education, health care. In this connection, the positive experience of Germany, Denmark, Switzerland and Great Britain should be studied.
4. Consecutive introduction of the medical and social security infrastructure for aged citizens and children, achievement of accessibility, innovations for the society. Active studying of new technologies increases substantively the opportunities for enlargement of the investments, correspondingly, for constructive solution of the most important aims and objectives. Sweden, Finland and Canada have a big positive experience in this aspect.
5. Targeting of financial resources on formation of long-term investment flows, strengthening of stability and expansion of measures of stimulation of investments to research, innovations, inventions that would create new «markets of future». It is important for the vigorously growing financial segment not simply to increase the volumes of short- term profits or maintain financial markets, but to form the purposeful long-term investment flows to the real sector of the economy. The actuality of investment to improvement of the environment, social and administrative spheres intensifies the extent of mobility and final efficiency of the financial system.
