Procedure for Organization of Regional Sports Teams to Increase the Objectivity of their Formation

The present article considers and analyzes the principles of organization of sports teams ofKrasnoyarsk Territory based on the petitions from the regional federations. The comparative-analytical method determined the discrepancy between the sportsmen results in the all-Russian sporting events and the expenses for the participation in these competitions. The new method of organization of sports team of Krasnoyarsk Territory has been developed and tested that increases efficient usage of material and financial resources of the region assigned to high performance sports.

Topicality. The role of sports achievements for the subject of the Russian federation can hardly be overestimated in the history of new Russia. This is not only the sports prestige of the region but also the possibility to hold large sporting events in the region and attract the investments for the construction of new sports facilities (Ageevets, 1977; Rozhkov, 2002; Sokolov, 1998; Stolyarov, 1979). Therefore performance of the sports teams of the subjects of the RF in the all-Russian sporting events is an indicator of sports development on the territory (Bannikov, 2002; Krasnov, 2000; Krupskiy, 2003; Malyshkin, 2003). Improvement of teams' organization and functioning of the sports teams of the region plays a very important role here.
In the new millennium there are more than eighty sports in Krasnoyarsk Territory, they all have teams that take part in sporting events of the all-Russian and regional level. In consequence of this, the object of this research paper is to define the mechanism of organization of the regional sports teams with a more optimal lineup and increase of the effective expenditure of funds for high performance sports.
Research methods. For a more in-depth and comprehensive study of the problem nominal lists of regional sports team members in individual sports for 2005-2006 have been analyzed. Then a comparative-analytical method has been applied to study the score sheets of the nationwide competitions in order to define the degree of conformance of competition results of the

regional sportsmen to the invested material and financial resources. Based on the problems set by the Ministry for Sport, Tourism and Youth Policy of Krasnoyarsk Territory to the regional high performance sport, the principles and criteria of organization of teams in age groups have been developed and tested to prepare for regional, all-Russian and international sports competitions.
Results and their discussion. Studying of regional regulatory and report documentation has shown that before 2007 organization of regional sports teams was carried out by the regional federations according to the principles and criteria developed by those organizations. The lists of teams were approved in the Sport training centre of Krasnoyarsk Territory to the extent of one and a half team list of the number of regional sports team members allowed for the regional and all-Russian competitions in the certain sport. The comparative analysis of sportsmen lists in individual sports in 2005-2006 and the results of their performance in national championships and competitions that was carried out at the intermediate research stage, showed that during two sports seasons 32 % of them took places below 50. The sportsmen with low results were included in the regional sports team due to the allowed number of open positions and could not worthy contest in all-Russian sporting events. This proves non-effective usage of financial resources when sending some sportsmen to all-Russian competitions who were not ready to be well competitive in the corresponding sport events. It is not always efficient to send complete teams in order to take part in the competitions of the Single calendar plan. After all, the goals of the regional sports team members is not only the contribution to the team competition for the region but also earn a slot in the team of the Russian federation according to age groups.
In order to define the most optimized lineup of the sportsmen representing the region in the
sporting events ofthe all-Russian level, a procedure to organize sports teams of Krasnoyarsk Territory has been developed on the intermittent stage of the present experiment and with the approval of the Ministry for Sport, Tourism and Youth Policy of Krasnoyarsk Territory the procedure has been implemented in the work of the regional sports training centre.
According to the document the reason to include sportsmen of individual sports to the sports team is not the number of open positions in the regional team but the results they showed in the corresponding sports in the individual programs of championships and competitions of Krasnoyarsk territory (1-3rd place), the Siberian Federal district (1-6th place), Russia (1-20th place). Thus the sportsmen who do not fulfill the qualification requirements cannot be included in the regional sports teams for the next sports season and thus cannot be financed for preparation and participation in competitions. With this, financing of high performance sports has become more purpose-oriented. If in any sport the regional team turns out to be not completed to one and a half lineup according to this document, it means that the sport is not well developed on the regional territory and consequently does not require unreasonably large financial and other resources.
Table 1 shows statistics of prize-winning places taken in the sports developed in the region that received acknowledgment of the IOC during 3 years. According to the data received, the total number of prize-winning places in the region in 2007-2008 increased after the teams were organized in accordance with the experimental procedure. Thus the number of prize-winning places in the championships of Russia increased in 2007 by 25,4 %, and in the Russian competitions it nearly doubled - by 89,7 %. one assigned sportsman increased. The similar data was observed for the forthcoming year as well.
After the successful approbation of the procedure to organize regional sports teams the document was slightly amended - the revision added additional opportunities for sportsmen based on the performance results in team events of individual sports and specified the criteria to include handicapped sportsmen in teams' lineup on the basis of the competition in Russia (Table 2).
Regional teams are organized and confirmed for one year on the basis of the sports results that the sportsmen showed within the period prior to the period of the regional teams' organization. In case if sportsmen who are members of the regional team in the youth, junior or juvenile age group and who took part in the competitions within this group in the previous year fulfilled all the requirements to be included in the regional sports team, they can be included in the lineup of the corresponding regional sports team of the following age group for the forthcoming year.

The number of players in the regional teams in the sports included in the all-Russian sports register is defined by the number of players allowed in the team of the subject of the Russian federation for regional, all-Russian and international sports competitions. The maximum number of players in the main regional sports teams can be as follows:
In combat sports- not more than 200 people within one weight category;
In other individual sports - not more than one and a half of the number of the regional sports team players allowed for participation in regional and all-Russian sports competitions.
When there is a high competitiveness in the sport there is a reserve (second) lineup of the regional sports team organized where the entry conditions are similar to those for the main (first) lineup. The sportsmen included in the reserve lineup of the regional sports teams first go to the main lineup in case a sportsman is excluded from it. A sportsman can be excluded from the main team lineup in case their sports results drop, their sports career is finished, they are disqualified or upon their application.
The main regional sports teams in competitive sports are organized to participate in multi-sport regional and all-Russian sport events with the entry conditions defined by the guidelines for holding sporting events. Sportsmen of sports clubs teams of different age groups take part in championships, cups and competitions in competitive sports disciplines.
Lineups of regional sports teams in summer sports are formed for the period from the 1st January to the 31st December of the present year, in winter sports - for the period from the 1st June of the present year to the 31st May of the
forthcoming year, in competitive sports - for the sports season of the corresponding sport.
Prior to confirmation of the regional sports team members by the order of the Ministry for Sport, Tourism and Youth Policy of Krasnoyarsk Territory the corresponding portfolios of the candidates together with the competitions protocols are provided by the authorized regional sports federations to consider by the regional state autonomous establishment "Sports training centre" for the sports teams of Krasnoyarsk Territory.
Conclusion. As a result, the Ministry for Sport, Tourism and Youth Policy of Krasnoyarsk Territory issued the order dated November 19, 2009 №175n to approve the Guidelines for organization of the sports teams of Krasnoyarsk [6]. This new regulatory document of the sports and health field of the region will help follow the principles of sports justice and organize stronger teams of sportsmen in various sports. In particular, to participate in all-Russian and international competitions sports teams were formed from the strongest sportsmen and trainers of Krasnoyarsk territory in 2010 in 65 individual sports with the total number of sportsmen of 2936.
Thus, the procedure defines the mechanism to organize sports groups of certain age for preparation to regional, all-Russian and international sports competitions as well as granting such groups with a status "Sports team of Krasnoyarsk Territory". The reasons to include sportsmen of individual sports into the sports team are the shown sports results in the corresponding sport in individual and team programs of championships or competitions of Krasnoyarsk Territory, Siberian federal district, Russia.

Порядок формирования сборных команд региона по видам спорта для повышения объективности их комплектования

В статье изучены и проанализированы принципы формирования сборных команд Красноярского края на основе ходатайств региональных федераций. Сравнительно-аналитическим методом определено несоответствие результатов спортсменов на мероприятиях всероссийского уровня затратам на участие в этих соревнованиях. Разработан и апробирован новый механизм формирования сборных команд Красноярского края, повышающий эффективность использования материальных и финансовых ресурсов региона, выделяемых на спорт высших достижений.
