POOR POPULATION REDUCTION THROUGH TOURISM DEVELOPMENT

ABSTRACT

This article discusses the importance of tourism development and ways to reduce poverty in the economy.

Tourism plays an important role in the economic development of our country and the welfare of our people in creating new jobs. The development of this sector will lead to a number of reforms to increase the flow of tourists to our country and expand domestic tourism. But there are a number of issues that need to be addressed. For example, the lack of e-entry visas for foreign nationals has hampered the potential of domestic and pilgrimage, agricultural tourism, and opportunities to attract foreign investment.

Practical mechanisms for poverty reduction In order to increase the level of coverage, the use of 3 main tools widely used in the world practice of creating a stable source of income for poor families has been increased.

The first tool: subsidies to employers for the development of household plots, membership fees in cooperatives in agriculture, handicrafts and other areas, as well as for employers through the referral of labor agencies, in order to create a permanent source of income for the poor. are separated.

In addition, the Entrepreneurship Support Fund provides compensation and guarantees for interest on bank loans taken by poor families who want to start a business.

The second tool: monocenters to train the unemployed and unskilled population in various professions, incentive subsidies to restore and expand the tradition of teacher-student in order to improve the quality of human capital.

The training of the poor on the basis of "World skills" standards is being organized, and the participation of non-governmental organizations in this process is expanding.

In addition, the School of Business and Entrepreneurship and its regional branches organize training courses aimed at developing entrepreneurial skills for those who want to start a business.

Third tool: exemption from pre-school education for their children in providing direct material and intangible assistance to poor families, free seasonal clothing for children attending school support is being provided.

In addition, by 2020, 1 million families in need of financial assistance in the event of a pandemic. More than 182,000 families received financial assistance through 195,000 one-time and on the eve of Eid al-Adha through the Generosity and Support Fund.

At the same time, from September 1 last year, the amount of pensions, benefits for the elderly and disabled people with childhood disabilities, who do not have the required length of service, increased by 10%, and the number of families receiving social benefits increased by December to the beginning of the year. 1.2 million compared to the previous year. delivered to the family.

The Decree of the President of the Republic of Uzbekistan dated February 3, 2018 on additional organizational measures to create favorable conditions for the development of tourism potential of the Republic of Uzbekistan was developed. The purpose of the decree is to develop measures for the development of tourism and tourism infrastructure and the provision of tourist services to domestic and international tourism markets, the improvement of tourist attractions, the implementation of quality and efficiency of services. According to the decree, development and support of tourism and tourism infrastructure, active introduction of national tourism services in the international tourism market, expansion of cooperation with international organizations, major foreign brands and companies, introduction of advanced and world quality standards of tourism services in the regions Modern facilities of tourism infrastructure, first of all hotels, transport and logistics structures, development of engineering and communication infrastructure should pay attention to the creation of new tourism routes in the regions.

It is no exaggeration to say that the holding of the 99th session of the Executive Council of the United Nations World Tourism Organization in Samarkand was an important factor in the development of tourism in our country and the discovery of untapped opportunities and potential in this area. It is known that a number of positive changes have taken place in this direction during the years of independence. In recent years, the state has been paying more attention to this area, in particular, in 2013, regional programs were adopted in Khorezm, Kashkadarya, Tashkent and Surkhandarya regions. The program includes more than 500 projects worth $ 260 million, including $ 174 million for the construction and reconstruction of tourist complexes. USD, for improvement and beautification of tourist routes - 66 mln., for improvement of tourist infrastructure - 18 mln., for advanced training and retraining of specialists - 2 mln. dollars.

In addition, special programs are being developed to expand and further develop tourism opportunities in other regions. In developing these programs, special attention should be paid to aspects that will increase the attractiveness of Uzbekistan for international tourism. Indeed, as noted by the President, the tourist is always right!

This problem was clearly stated and based on experience, the task was to put poverty reduction into practice and develop its criteria. The Ministry of Economic Development and Poverty Reduction was established to implement the state policy on poverty reduction. More than 30 social services and assistance are planned to be provided to needy families by increasing transparency and opportunities in the process of supporting needy families. Charity programs have been launched to create a list of needy and disadvantaged families in the event of a pandemic to create an iron book and provide them with timely assistance. Three key areas for poverty reduction need to be identified.

1. In order to create a stable source of income for the poor, it is necessary to develop agriculture and handicrafts in order to form the initial capital. In addition, the Entrepreneurship Support Fund should provide compensation and guarantees for interest on bank loans to poor families who wish to engage in entrepreneurial activities.

2. More training centers should be opened to train the unemployed or unskilled population in various professions.

3. Provision of material and non-material assistance to poor families should be exempted from pre-school education fees for their children, and free seasonal clothing should be provided to children attending school.

The Institute for Tourism Development under the State Committee for Tourism Development of the Republic of Uzbekistan, together with Chinese partners, is helping to reduce poverty in the tourism sector.

An intergovernmental research project on women and gender equality has been launched in Uzbekistan. The project will address the issues of women's employment and gender equality, as well as the development of business in the field of tourism, which will lead to economic change in the country. Based on this project, educational and awareness-raising seminars and courses should be organized to attract rural women not only as tourism professionals but also as entrepreneurs, using China's experience in combating poverty.

Therefore, if the tourism sector is developed, it is possible to reduce poverty by providing simple services without using any natural resources. Creating favorable conditions for tourism development, eliminating all barriers to tourism development, simplifying visa and registration procedures, passport and customs control;

Implement measures to ensure the safety of life and health of tourists and excursionists in the organization of tourism services;

For tourists to come, it is necessary to increase service, increase the attractiveness of tourist monuments and strengthen advertising;

New potential types of tourism: development of pilgrimage, ecological, educational, medical and health, rural, industrial, business, children's, youth, family tourism;

Expand cooperation with international and national organizations, major foreign brands and companies in the field of tourism, introduction of world quality standards of tourism services;

Development of competitive tourism products, creation of new tourist destinations in the regions, bringing them to the world market;

Qualitative training of qualified personnel for the tourism industry Radical improvement of tourism.

If we develop tourism, then the gross national product will increase, and state budget revenues will increase. Foreign capital will increase and foreign exchange earnings will increase, as well as the investment of tourists in Uzbekistan. Production and services will be further developed. Employment will grow, new jobs will be created, tourism infrastructure and industry will develop. Poverty will be reduced through tourism development.

In short, if we consider tourism as a strategic sector of the economy, we will be able to implement the sequence of programs and concepts within the framework of quality and timeliness. we achieve the goal.
