S создания механизма перекачки капитала в виртуальные активы финансового рынка; S разрушения СССР и увеличения вывоза капиталов на новые рынки, которые он контролировал. Невольными участниками и жертвами Системы стали экономики всех стран, включая Россию, страны Еврозоны и США. Причём США является основным инструментом, но не организатором мировой финансовой Системы. Экономика США является средой для её существования наряду с экономиками России Европы и других стран.

POLITICS OF THE ECONOMY GROWING IN RUSSIA: TERMS AND STIMULATION

Annotation

In the article present politics of the economy growing, basic tasks of public policy of the economy growing, and also decision-making measures, is considered for her modernization.

Politics of the economy growing in Russia is very actual now, because the economy growing is one of perturbing questions to date. The economy growing gives the enormous great number of possibilities in development and improvement of quality of production. For enterprises the economy growing is very important in their development and prosperity. Also there are structural processes, that take place in a national economy and changes that take place in a dynamics and level of development. All these criteria considerably influence on the economy growing, and it in turn is in a great deal reflected in life of country and her prospects in the future.

The economy growing in Russia is permanent and carries steady ascending character, since 2000, but the last years after a world financial crisis 2008 his rates substantially grew short. This problem becomes most sharp for our country in the folded terms caused by intensifying of international relations in area of geopolitics and acceptance against Russia of economic approvals.

Now Russia experiences the slump of the economy growing time that in turn affects many industries of economy of Russia. Also there are more concrete reasons of slump of the economy growing in Russia, such as:

• Reduction of demand is in investigation of sharp cutback of the government spending.

• Price and foreign trade liberalization in the conditions of considerable initial distinctions internal and external price correlations.

• Demonetization of economy within the framework of the Resticortum monetary policy.

• Sharp changes in the structure of economy on a background initial disproportions.

It should be noted that some reasons present the different spheres of general mechanism of slump. All of them are associate and carry general information.

By the basic tasks of public policy of the economy growing in modern Russia on the nearest prospect is:

• determination of priorities of development innovative and scientific and technical spheres, having influence on the increase of efficiency production and competitiveness of products;

• Providing of favorable legal, economic and financial terms for activation of innovative activity.

The government of Russian Federation intends to provide efficiency of financing of fundamental researches. By priority he counts the scientific and technical directions realized in form the government programs and projects, and also to render state support to development of the system of the venture investing and insurance of innovative risks. Closing of ineffective working organizations will be conducted at the same time, restructuring of part of branch research and project institutes in engineering organizations with the developed financial and economics fields, marketing and commercial structure.

The special attention Government of Russian Federation will spare to the protection of rights on intellectual property, development of the hard system of law-enforcement measures within the framework of public policy of protection of authorial rights. Will be envisaged in the legislative order mechanisms of engaging in the economic turn of results of intellectual activity, including got due to facilities of federal budget.

It is well-proven that foundation of economy is an infrastructure, and rates of the economy growing are in direct dependence on her state.

Also in Russia there are factors influence of that on a height is confirmed by researches:

• Initial conditions

• Macroeconomic terms

• Size of investments

• Government spending

• Quality of "human capital"

• Quality of market environment

• Terms of environment

• A political situation is in a country

Modern economic politics in Russia the last years indissolubly related to the aims of the economy growing, under that the of long duration changes of the real national production volume, related to development of productive forces in a long-term interval, are understood, increase, to the labour productivity, by scientific and technical progress, increase of economic potential of country. Russia needs the economy growing foremost intensive and innovative, that would allow saving her and fixing status of strong participant of collective economic leadership. For realization of these tasks modernization of education, social sphere and health protection is needed, realizations of reforms on regional and municipal levels, increase of participating in world economic processes, realization of financing of fundamental researches, perfection of the system of legislative and legal norms, increase of political and economic stability.

В данной статье дано определение понятию «конкурентоспособность», определены факторы, которые оказывают влияние на состояние конкурентоспособности предприятия, а также определены требования к установлению конкурентоспособности предприятий.

THE COMPETITIVENESS OF ENTERPRISES: CHECHEN REPUBLIC

Abstract

This article defines the concept of "competitiveness", the factors identified that have an impact on the competitiveness of the enterprise, as well as defines the requirements to establish the competitiveness of enterprises.

Конкурентоспособность предприятия - это относительный показатель удовлетворенности потребителей продукцией, предоставляемой на рынок данным предприятием; это своего рода отличительный знак доверия потребителей именно этой организации. Она предполагает наличие желания покупателей приобретать повторно товар, отсутствие претензий различных сообществ, отдельных и юридических лиц к выпускаемой продукции [1, с. 123]

С развитием рыночной экономики в России в целом, в Чеченскую Республику проникают с каждым годом все новые и новые отрасли деятельности. Местные предприниматели вводят новшества в республику, тем самым спрос на ввозимые инновационные товары повышается. При возникновении определенного числа предприятий по производству нового товара, вскоре появляются еще большее количество организаций. И в этом соперничестве нелегко устоять. Конкуренция достигает пика, и слабые звенья отпадают, в последующем оставшиеся на рыночной арене предприятия занимаются рекламой своего товара, стараясь подчеркнуть его оригинальность, особенность по отношению к аналогичным.

В условиях сильной конкуренции предприниматель обязан ознакомиться с рыночным положением, адекватно оценить перспективы своего предприятия, принять важные управленческие решения, выявить стратегию действий. Необходимо знать не только размеры и количество сегментов на рынке, но и изменения,
