MODERNIZATION OF AN INDUSTRIAL COMPLEX OF THE SARATOV REGION: RESULTS AND PROBLEMS
The article considers ways and methods of realization of strategy of development of the Saratov region from the point of view of increase of innovative activity of industrial complex branches.

В статье рассмотрены пути и методы реализации стратегии развития Саратовской области с точки зрения повышения инновационной активности отраслей промышленного комплекса.

One of the main priorities of development of our country to 2020, emphasized by President D.A. Medvedev, is development of innovative type economy and significant increasing of its efficiency. Structural reconstruction of a real sector of economy its orientation at science-consuming branch is a condition of further development of any region. The governor of Saratov region paid a special attention to the issues of innovative development. For the recent years the investment mechanism was formed and fully adjusted in our region. This mechanism directs innovative activity to alignment of chains of value-added cost that allows providing of increase of the share of final products with high level of competitiveness in a production structure.
Last year was rather difficult. The regional government and business community strived a lot to overcome the crisis. Results of 2010 give reasons to face the future with optimism. The index of industrial production amounted to 108,9%, and at processing manufactures - 113%. Investments to a fixed capital in industrial and power-producing complex and communications increased to 35% and equals 28 billion rubles.
Positive dynamics is marked by indices of innovative development as well. Since 2006 the volume of shipped products annually increased by 1,5 and reached 13,5 billion of rubles. A share of innovative production in a general
volume of enterprise's production, fulfilled technological innovations grew to 17,6%. Costs of technological innovations increased by 2 times - to 3,4 billion rubles and exceeded the indices before crisis. A special attention was paid to participation of the regional enterprises in realization of Federal target program and ... The region took part in all programs of modernization and technical renovation of production. In 2011 the region will get 1,6 bln rubles, 800 mln of them for technical reequipment and renovation of basic funds (“Almaz”, R@D Institute “Volga”, “CIIIA”, “Corpus”, “VMZ”, “Contact”). It should be marked, that today we see a clear strategy of the regional development to 2020, provided by mechanisms of realization fixed by legislature.
The main investment streams will be concentrated in the sector of industrial complex, which plays a dominating role in GDP formation (30%).
Qualitative changes in the structure of industrial production are possible due to:
1) Modernization of strategic enterprises;
2) Implementation of large investment projects for creation of new high-tech enterprises;
3) Increasing of share of innovative production;
4) Development of production infrastructure;
5) Development of personnel potential.

Achieving of set goals will be provided by creation of nets of high-tech clusters. There are 8 main perspective directions which have been already elaborated by us.
1. First of all it is a creation of metallurgical cluster on the basis of a project of construction of plant “Severstal -profiled plant Balakovo” with the second stage - creation of a servicing metal center. Today this project is being built rather rapidly, and got 100 % of equipment. By the end of 2011 the number of employed at the construction will amount to more than thousand people, and volume of investment will exceed 6 billion rubles and the first output is planned in 2013.
Realization of this project will increase the annual growth to 25 bln rubles in 2013. Investment to a fixed capital will be about 20-27 bln rubles. To 2025 the number of employed in this cluster will reach 5000 people. The next step of a site development is organization of further processing of produced rolled metal to final products.
2. Secondly, it is a cluster in chemistry, petrochemistry and technology of materials. Due to active position of the regional government, established relations with management of companies “Lookoil” and “Saratovorgsintez” realization of project aimed at production of cyanide, phenol and acetone will start this year.
“BMU” limited company besides a new sulfate production launched in 2010 ammonia and carbomide production project will be implemented as well (investment volume - 10,5 blin rubles, growth - by 10,3 compared with 2010, production capacity - 66 bln rubles).
Last year “Saratov NPZ” company realized one of the largest ecological projects costing 30 mln $ - a railway overpass for loading of dark oil-products was reconstructed. In the current year in the frames of realization of a large-scale project “Manufacture of benzenes and dizel fuel of Euro4 and Euro5 class” pentane-hexane fraction complex will be built, and upgrading of facility of fuel hydro fining from sulphur will be done. The size of investment to this project will exceed 7 bln rubles in 2011, and the production volume will reach 22,3 bln rubles with growth by 4 times compared to 2010.
3. The third direction - is the further development of transport machine building cluster, perspective of which is proved by a sufficient wear of a railway rolling stock. The following steps are undertaken in this direction:
-A new product - modern, update, demanding by consumers gondola cars was launched at the “Metal ware plant”;
-«Rail carriage building works” providing employment of 600 workers was organized at the site of “BZZD' company.
The next step to strategic development of a company including “Rail carriage building works” and “ZMC” company will be organization of a joint enterprise with “PESA” firm engaged in production of passengers' rolling stock of new generation. This decision has been approved by the Board of Directors of the Polish company. In 2011 the first “rail bus” will be produced, together with “Uralcarrigeworks” the construction of manufacturing of railways molding, with production capacity - 30 thousand tons per year will be organized.
“Transmachine” and “Tatravagonka” organize Russian-Slovak joint enterprise for production of modern freight cars. This year the governor of the region has signed and agreement of mutual cooperation between the regional govern-
ment and the owner of Engels “Integrated carriage building company” ltd. Last year a serial production of update energy-efficient hybrid machines -ecobuses will be launched at the “Trolza” enterprise. Their industrial exploitation is carried out in Krasnodar. Joint Russian-American enterprise «EIC - Brenko bearing company» has reached a full cycle of production of large-size cassette bearings for Russian railway
According to agreements of the governor of the region with the main shareholders of EIC a modern foundry of separators will be launched in 2011. Productions from the other regions, including Moscow bearing plant, will be organized in our region.
4. The following direction - is realization of large projects in oil-gas complex, among of them is a construction of the second stage of plant for natural and associated gas refining “Diall-Alliance” ltd. During the first stage of building of a Complex gas treatment plant at the Krasnokutsky region about 2,7 billion of rubles were spent, this year more than 1,6 billion rubles will be spent for preparation of a new project. JSC “Geotaks” completed the construction of a Complex Gas Treatment plant- 1000 in the frames of the investment project to develop a deposit near Voznesensky region.
To realize a complex program “Development and employment of hydrocarbon raw materials base for gas supply of Saratov region consumers in 2011-2015” a sufficient growth of hydrocarbon raw materials due to introduction of perspective oil deposits in Kranopartizansk and Kras-noarmeysk regions, developed by “Geopromneft” ltd. and “Saratovneftedobycha” company. To follow the tasks set by the President the level of utilization of associated gas will reach 95% in 2012.
5. A separate direction - is creation of several integrated structures at the brunch industrial complex enterprises of the region, mainly:
- competence center for microwave frequency electronic (on the basis of “Almaz” , “Contact” enterprise, “Inject” enterprise, “Volga” enterprise). In May our region will meet the heads of delegation “Rostechnologies” and their holdings;
- competence center for helicopter's instrument engineering (on the basis of “Design office of industrial automatics” company, plant named after S. Ordzhonikidze, Engels design office “Signal” named after A.I. Glukharev).
6. The following prospective directions - is realization of innovative industrial energy-efficient projects. In 2010 SIE “Contact” began to produce vacuum switches 110 kilowatt, unique for Russia and Europe, and packaged transformer substations and packaged distributive devices. All equipment is certified and is much in demand by MRSK-holding and other energy supplying companies.
7. “Incotecs” is one of the most successful and promising projects aimed at transfer production from Moscow to Marks. Organized enterprise “Mossar”, producing scienceconsuming high-tech production and electronic devices, increases volumes of production more than twice per year. In the current year the enterprise continues realization of a large-scale project of production light-emitting diode based on innovative technologies. The total volume of investments to the project amounts to 720 mln rubles.
“SNV” ltd. and “Argon” ltd. realizes program of production of modern materials on the basis of carbon fabric and their products, their introduction to machine-building industry, construction, road-building and other spheres. Aline

of composite materials, the unique for Russia, is launched at the “Saratov pipe plant”. Industrial complex “Signal” elaborated and started to produce micro miniature sensors of physical values for space and aircraft industry, robotics, municipal economy and medicine. “Saratovstroysteklo” company will begin the construction of sheet glass production line with the total volume of investments - 3,5 bln rubles. About one billion rubles will be used in 2011.
A special attention should be drawn to a large innovative project to change a profile of the enterprise in Gorny to produce high-tech materials. Saratov scientists elaborated a unique technology to process reacting masses. Production of extremely clean substances and materials for micro- and nano-electronics will be organized on the principles of state private enterprises. Implementation of this import substituting project will allow to provide the needs of Russia in strategic materials for production of semiconductors for the nearest 50 years.
Developed technologies are designed to issue high-tech products, widely used in different branches of national economy. The project is fulfilled in association with Ministry of industrial commerce of RF and “Rosnano”.
The use of nanotechnologies and nano-materials in road construction of the region is very perspective. In 2010 technology of strengthening of construction via a method of reinforcement of materials on the basis of carbonic fibers, produced at Saratov enterprises, was used under pilot regime of bridge renovation at the highway near Tatishchevo.
Corresponding amendments, permitting to provide 30% economy of budget means in the appropriate measures have been already done in the subprogram “Upgrading and development of automobile roads ...” of the target program “Development of the transport complex of the Saratov region in 2010-2015”. Possibility to use carbonic materials for production of, power line communication poles, transmission towers, lampposts, cable production, carbon-fiber-concrete, fiber-asphalt- concrete , etc.
8. Sufficient investments in power - energy complex will be directed to:
- safety maintenance and steadiness of work operating power-generating units of Balakovskaya nuclear power plant (more than 3,5 billion rubles, or 125,5 % compared to 2010). Note, that in 2010 according to the program of modernization of Balakovskaya nuclear power plant a pilot innovative project to introduce new technologies (increasing of capacity of power-generating unit № 2 to 104 % of the nominal) is carried out here. Now the project is spread to the following three units and at the second unit of Kalin-insky nuclear power plant;
- upgrading of hydro aggregates in order to increase their capacity (2,7 bln rubles, or 173,8 %) and reconstruction of two unique - capsular aggregates and vertical hydraulic units are fulfilled at the ...;
- a serious invest program for technical upgrading and construction of new objects of electro-net equipment (2,3 billion rubles, or 2,5 times compared to 2010) will be conducted at “MRSK Volga”;
- construction of high-voltage line -500 kilowatt “Balakovskaya nuclear power plant- Kurdyum” and reconstruction of substation “Saratovskaya” (220 kW) “FSK E”S” company (1,8 billion rubles, or 128, 6%) will be continued.
9. Inalienable condition of further development of the region is construction of large objects of infrastructure and
development of communication. 5-year investment program for modernization and expanding of three existing stations at the objects “Gaspromtransgas-Saratov” company and “Gasprom ...” (investments will exceed 2,6 bln rubles) has been started. Investments to “Saratovtrans-gas” will increase 1,5 bln rubles.
Among the basic trends of development of communications - are a development of cellar communication 3G, beginning of introduction of Wi-Max technologies, LTE (communication of the fourth generation), ensurance of broadband access to the Internet, primarily at schools, construction of the net of digital broadcasting in the Saratov region.
But in spite of substantial results, still there are some problems demanding special attention.
Plant “Molot” was withdrawn from the bankruptcy procedure. Due to effective interaction of the regional government and Ministry of industrial commerce of RF the enterprise got 222,5 million rubles from a federal budget, and recieved a confirmation about its entry to “Concern Granit -Electron”.
Preservation of once the largest Russian production of polyamide полиамидных fabric “Balashov textile” plant -is another example.
Due to the work of the governor, active position of General Director of “Kyibyshevnitrogen” - V.I. Gerasimenko the agreement on realization of revival project of Balashov's polyamide textile was signed.
“Baltex” ltd. was created. A single chain, including “Bal-tex” ltd., “Kuibyshevnitrogen” company and “Kurskchemi-calfabric” was formed. It will allow increasing enterprise's capacities to 2 million linear meters per month.
“Metallist” ltd. was formed on the standing idle site of “Volskmetmash”, which produces equipment for a cement industry
As a result of negotiations of regional government and “Mechel” company an amicable settlement concluded and bankruptcy procedure at “Engels pipe plant” was stopped. The enterprise works at a full capacity and in 2011 plans to increase the production volume to 1,5.
“Petrovsky plant of spare car parts AMO ZIL” remains a problem some. In spite of transfer of production of some nodes and details from the main production line to Saratov region, situation remains rather difficult. It's loading and financing, sales of production entirely depend upon the head company. Preliminary talks with the new management allow relying on constructive interaction concerning loading of the enterprise and liquidation of debt in payments.
Launch of production of car shock absorbers of new generation based on nanotechnology seems rather prospective.
“Saratov works of instrument facilities” is also in crisis. Ammunition production branch is one of the most excessive in Russian industrial complex. Due to the absence of the “package” of orders for special products in 2011 (state defense orders and export) and failure to diversify production into a civil one during the short period, debts in payments for budget and non-budget funds, suppliers of fuel-energy resources increase at “Saratov instrument devices plant”.
Social tension among the staff, caused by the absence of clear perspectives of the development, is rather high.
Among enterprises of JSC “Balashov rembasa” and “VMZ” seem to be the most problem some. The government undertakes all possible measures to load enterprises in the frames of production diversification.

Unstable financial situation at “Saratov works of heavy gear-cutting machines» is connected with bankruptcy and unconstructive position of the main shareholder (“Heavy gear-cutting machines” company).
The regional government is going to include enterprise to “National technological base” and program of allied state to development of machine-tool construction in Russia and Belorus.
These are the main resume and vectors of development for the nearest perspective.
In the current year we plan to provide:
-industrial production index - at the level 109%;
- scale of shipping - 305 bln rubles with growth rate more than 121%;
- investment to energy-industrial complex and communication - no less than 37 bln rubles with growth 132% or 9,2 % from GRP.
About 4000 highly qualified job places with decent wages will be created.
In spite of existing problems it is necessary to create GOZ -2011 at the level of the last year. The growth rate of innovative products is planned at the level of 125% (18,8 bln rubles). Priority task is implementation of innovative scientific-technical program “Development of high technologies in Saratov region in 2010-2014”. It is necessary to form two structures in its frames: Regional institute of scientific- technical and innovative programs management and Regional fund of support of scientific-technical activity, which will be in charge and widen functions of so-called “development budget”.
In the conclusion it should be marked that reaching of set goals will be possible only due to joint purposeful work of all branches of power, business and science.
