As a result of the consistent implementation of the reforms in the field of information, all sectors of the country and government agencies are being developed and widely implementing the modern information and communication technologies and telecommunication systems.
For the purpose of creation of socially oriented, multifaceted information industry of market economy, wide introduction of ICT in various spheres of the economy, creation of internal stability and social unity of our society, realization of standard of living standards of developed countries, several decrees and resolutions of the President of the Republic of Uzbekistan accepted and practiced in practice.
The inclusion of information technology in public administration has been highlighted by studies conducted by more than 60 countries in the field of ICT that have been closely linked to economic development in developed countries. In other words, ICT development in developing countries is insignificant and can
only be achieved by gross domestic product after its development has reached a certain level.
The volume of investments attracted to the ICT sector of the economy of the Republic of Uzbekistan for the past few years can be confirmed by the fact that the net profit for the public authorities and enterprises analyzed has increased.
International experience shows that the use of ICT in public administration will allow to increase efficiency by an average of 20% due to the fact that it will reduce the time for its effective implementation, processing and search.
Efforts are underway to implement and broadly introduce information technologies in economic reform and government agencies.
Thanks to dynamic development of ICT on the basis of wide-ranging reforms carried out in the years of independence, the Republic of Uzbekistan has a significant influence on the worthy achievement of the global information society.
The observations show that the state is making every effort to develop ICT. At the same time ICT introduction into state management has begun. Providing state-owned real-time access to online systems with the electronic media among public sector and citizens, highlighted that the Republic of Uzbekistan has a serious goal of joining modern information age. Taking into account the fact that ICT focuses on the introduction of state-of-the-art technologies, the government has prepared a program for the introduction of electronic technologies in the period 2003-2010. This program is widely used to broadly promote electronic document management in public administration, improve the quality of services provided to citizens, and ensure the transparency of laws and regulations adopted by the government.
At the first stage of the program, web-sites on public services (including admission time, office telephones) will be opened in public administration bodies. At the second stage, a database will be created that will allow the full collection of information to be collected and will be responded to via e-mail. They allow entry of citizens into the state portal, and various forms of interactive services.
The next third is the provision of financial and legal services, as citizens and private businesses may purchase licenses and permits, submit tax returns, fines and social benefits.
Today, the topic of the electronic government has become very popular. However, in materials that are published later, we are concerned about the severity and conceptuality of the approach to this issue. Speaking about ICT in public administration generally provides examples of platforms, portals, documentation, or use of technology of one or the other companies, whether or not they are entitled to be called an e-government, and in fact, the implementation and successful implementation of such information-communication systems .
The experience of developed countries has shown that the concept of information security is an integral part of all relevant projects. This includes:
- Ensuring security of electronic documents;
- Implementation of measures to prevent confidential information and
information processes from both unprofessional and non-professional actions of employees, as well as protection against natural or man-made disasters;
- improving the information security tools, using protected protection tools for general-purpose repatriation;
- Secure identification of identifiable keys, electronic digital signatures, encryption, speech, trace detection programs, and any other technical, software, or physical security features and others access to confidential information;
- Creation of guidelines for staff, managers and technical services.
Control over the use of state information systems and resources and their
abuse by civil servants are based on the monitoring of their work with state information systems, resources and technologies, and the organization of a complex accounting system.
Specific requirements to the ICT infrastructure in public administration are due to the need to maintain the balance of principles of openness and transparency of information flows. In other words, its information security is the first requirement of these systems, first of all, of the corporate governance corporate network.
As the interactive environment is vulnerable to information security, globalization of information interactions results in new forms and methods of non-discriminatory action and, on the other hand, new ways of ensuring adequate data security. In other words, it is safe to ensure that all information is secure, accessible, accessible and confidential, as well as the authors of electronic documents, in the most important segments of the official information infrastructure, when storing, processing and access through protected access channels it is necessary.
The need for ICT security in public administration requires a comprehensive approach based on the use of unauthorized access or modification of information in open communication networks, including access to the Internet or access to other channels, as well as the sole use of computer attacks and viruses.
The costs of information security make up a significant amount and are directly related to the importance and privacy of the information transmitted, stored or processed. Therefore, to establish a reliable system of protection, it is essential to determine the degree of confidentiality of the information, the degree of its protection, and the right to access information systems resources.
