Annotation: In this article highlights of notion corruption and fight against to the corruption in the Uzbekistan.

The world is developing day by day, hour by hour. The rapid, new horizons of cooperation between states and peoples are opening up, national economies are growing, developing, closely connected. Today, any state cannot achieve high results without consistently cooperating with other countries, relying on reasonable investments and resources, going out into the world, at the same time opening its doors to the world, becoming a reliable space in which people work freely.

Since the first days of independence, a number of measures have been consistently implemented to ensure the rule of law, protect the rights and freedoms of citizens, reform the judicial and legal system within the framework of the implementation of the general strategy of building a democratic legal state and a strong civil society in our country.

Historically, in a short period of time, the institutional and legal basis for ensuring legality and law enforcement in the country was formed, an effective anti-corruption system was created.

A serious obstacle to the path of development is the development of society, the main defect that poses a direct threat to the rise of spheres - corruption. Therefore, in our country, serious attention is paid to the implementation of measures to combat this scourge, including the bloodshed in the last century through the old regime from the first years of independence, its elimination with a stroke, the further strengthening of the legal framework in this regard.

During the implementation of reforms in this direction, special attention was paid to the issue of integration of universally recognized norms of international law into national laws, and this attitude was reflected in the law "on the inclusion of the Republic of Uzbekistan in the United Nations Convention Against Corruption (New York, 31 October 2003)"adopted in 2008.

In 2010, the organization for Economic Cooperation and development of Uzbekistan joined the Action Program of the Anti-Corruption Network.

In recent years, a number of important normative-legal documents aimed at improving the legal norms of the fight against corruption, including budget and Customs codes (in the new edition), "on profiling offenses", "on social partnership", "on the openness of the activities of state authorities and management bodies", "on operational-search activities", "on E-Government", "on internal affairs bodies"were adopted. In addition to the fact that a person involved in corruption violates the law, he also reveals who he is, how much he is, what kind of spirituality. Such a person not only harms the finances, but also puts his

feet on the face of el-yurt, who has given the state a great deal of bread-salt to him, Ilmu hunar, reputation and career.

Our compatriot has always attached great importance to this problem and talked about the various dangers that threaten the life of our country, and has repeatedly stressed the need to pay special attention to the elimination of naughty vices, who do not eat from within such a crime as corruption, bribery, tamagirlik among first-line officials. What factors cause corruption?.. The answers to these questions can be different. But it is clear that a person who sells, sells, does not cope with any task willingly. For a man who has been involved in corruption, touched by this disgusting vice, great things are lost, the value of the miraculous feelings. Such people think that in life everything can be bought and sold. They do not believe in anyone, in faith, but at the same time cannot believe anything that can be considered dear to such people for life.

"9 December-International Day for the fight against corruption" indicates that this problem is of international importance.

In order to further improve the legal framework of the fight against corruption, President of Uzbekistan Shavkat Mirziyoyev signed a law "on the fight against corruption" on January 3, 2017. The law, which came into force from the date of its publication, was published on January 4 in the newspaper "people's questions" and "Narodnoye slovo". The purpose of the law is to regulate relations in the field of combating corruption. The document explains such concepts as "corruption", "corruption offense" and "conflict of interest".

The document provides for legality as the main principles of the fight against corruption; priority over the rights, freedoms and legitimate interests of citizens; openness, transparency and systematization; interaction between the state and civil society; priority over measures to warn against corruption and the inevitability of accountability. The law passes the main directions of public policy in the field of combating corruption:

* increase the legal literacy and legal culture of the population, formation of intolerance to corruption in society;

* implementation of measures to warn against corruption in all spheres of life of the state and society;

* timely detection of corruption offenses, elimination of consequences, causes and circumstances of their occurrence and implementation of the principle of inevitable punishment for the occurrence of corruption offenses.

The document provides for measures to warn against corruption in the field of Public Administration. In particular, the implementation of systems of ensuring openness and accountability of the activities of state bodies, parliamentary and public control, evaluation of the quality of the activities of officials, as well as the conduct of competitive qualifiers on the basis of openness and equity in the recruitment and promotion of career ladder are defined. The legal status of the employees of state bodies is determined, measures are taken for their social protection, material support, comprehensive encouragement.

The law establishes that an employee of a state body should apply to his or her head or law enforcement authorities for information disclosed to him by a person in the case of the situation of calling him or her to commit a corruption offense, as well as for the implementation of similar situations by other workers. Failure to fulfill these obligations will lead to appropriate punishment in accordance with the legislation. The person who disclosed the crime of corruption will be protected by the state. However, this rule does not apply to those who provide false information.

A separate article of the law stipulates that everyone has the right to information on the activities of organizations and state bodies, acts that are taken into account in these persons or groups of persons. Government agencies, citizens ' self-government agencies and organizations provide the media with information that is of interest to the general public about incidents, evidence, events and processes associated with corruption.

In place of the conclusion, we can say that corruption is a complex social phenomenon, the use of special measures to combat it is not considered effective, the fight against corruption requires a mutual chipset of the state and society. After all, the reforms carried out in this direction can give a tangible result, even if they are actively implemented by citizens. This means that we must establish public control in the fight against corruption, and we must all act together.
