ABSTRACT
It is known that the processes of production and services, management systems and personnel to comply with the requirements of regulations, as well as regulations in the field of technical regulation, increase the competitiveness of products and services in domestic and foreign markets, international economic, scientific and technological The issues of cooperation and participation in world trade relations, rational use of natural resources and ensuring the security of property of the state and individuals play an important role in the development of our country.When products and services are offered, it can be compared to making a promise to someone. Business customers, consumers, users, or government officials will have their own specific requirements and intentions regarding products and services in terms of their characteristics such as quality, environmental parameters, safety, economy, reliability, compatibility, utility, and efficiency. The process of demonstrating that these features meet the requirements of standards, regulations and other documents is called conformity assessment. In other words, a proper assessment of compliance will ensure that the products and services that offer them are living up to their promises.

Consumers benefit from a correct assessment of conformity, suffering from an incorrect or unreliable assessment because its results serve as the basis for their choice of goods or services. In addition to the official declaration by the supplier, the consumer will have additional confidence that the goods have passed the appraisal, the goods will have a certificate or a mark of certification indicating quality, safety or other expected characteristics.

Differences should not be subject to objective impediments to compliance with standards or technical regulations. Recognition should be carried out mainly by technically competent bodies accredited in accordance with the guidelines and recommendations of international organizations, which conduct conformity assessment.
Manufacturers and service providers want to make sure that their products and services are in line with those listed in the classifications, as well as that they meet the results customers expect. Evaluation of products and services in accordance with ISO and MEK international standards allows to keep pace with the level of development of modern technology and science, to avoid the inevitable losses in the event that a defective product falls on the market When it comes to health, safety or the environment, compliance assessments are often mandatory at the legislative level. In this case, the goods cannot be put up for sale without proper evaluation and approval, for example, if the supplier refuses to participate in the bidding for public procurement contracts. ISO / MEK International Standards and Guidelines also set requirements and guidelines for the effective implementation of such assessments and the recognition of their results. Governments, in turn, are interested in conformity assessment, as this process is one of the key tools for achieving health, safety, environmental law management systems and public policy objectives.
The global harmonization of conformity assessment processes has the potential to conduct a single international trade. In this situation, all parties involved in trade and commerce recognize the need to apply "best practices" more widely at the international.The parties refer not only to companies directly involved in trade, but also to other organizations involved in the process - government and government agencies that seek to protect their citizens from dangerous or substandard goods and the negative impact on the environment.Conformity assessment has been part of the structure of society and since ancient times has served as a means of persuading consumers of products, services and goods to take certain measures to ensure the quantity, quality, specific properties or other expected results are met. it needs to be studied in a broader sense. It reflects the whole domestic activity of the society, and the application of conformity assessment in the domestic economy in most countries can ultimately significantly increase its role in the development of international trade. Although the use of "best practices" in conformity assessment is an expected phenomenon, its practical application and cost-effectiveness are more important. This is a particularly serious situation for developing countries, where the most appropriate decisions need to be made in terms of conformity assessment to satisfy their domestic and international consumers.
Approaching conformity assessment issues from the perspective of ISO and MEK - international standardization organizations may be the most pressing issue today Under the auspices of these organizations, experts and users of the conformity assessment system around the world are focusing their knowledge and experience on creating a series of standards and guidelines that have become best practices in this area. ISO / IEC 17000 describes conformity assessment activities as activities that demonstrate that certain requirements for products, processes, systems, individuals or structures have been met.Conformity assessment is often perceived as a structural activity in the field of quality. This, in turn, demonstrates the importance of conformity assessment in the context of a national or regional structure that carries out activities in the field of quality, as well as in the implementation of interactions between different aspects of this structure.In addition to testing, control, and certification, there are other serious activities that fall into this area, resulting from international work and discussions. It is important that conformity assessment activities are as internationally comparable and coordinated as possible, as they play an increasingly important role in the trade of goods and services. It will also inevitably benefit domestic consumers of goods and services if they are carried out in proportion to economic activity. For this reason, standardization in the field of conformity assessment is very important.
CONCLUSION
In short, the rules of conformity assessment as a result of accreditation assessment, accreditation, certification, declaration of conformity, inspection control, inspection (control) before loading or unloading, product testing, sanitary-epidemiological, veterinary, phytosanitary conclusions or environmental expertise and procedures include organizational and technical requirements in the field of conformity assessment, procedures and methods of performance and design of works. It is also important to apply the conformity assessment rules to both imported goods and services and to exported goods and services. By believing that the goods are compatible in terms of quantity and quality, it is first necessary to make sure that the requirements are sufficiently clear to avoid further misunderstandings and unexpected complications, and hence loss of time and money, to avoid disappointment of the affected parties.
