ELABORATION OF THE BALANCED SCORECARD FOR THE ASSESSMENT OF REGIONAL
CLUSTER SYSTEM DEVELOPMENT

Abstract
The article elaborates identification criteria for key efficiency indicators of regional cluster system through balanced scorecard.

In 2010-2018, the inability to reorganize the industry of Ivanovo region by ensuring a balanced budget process deter-mined the negative effect of digitalization processes, which is expressed in the economic transformation of the regional innovation and industrial cluster into a digital cluster (a set of "misaligned" and "over-reactive" business objects focused on information and technological "abrupt" changes). The resulting uneven innovative development of industry sectors and the revenue potential of the budget led to a decrease in the innovation and economic efficiency of cluster-forming enterprises in the region. At the same time, uneven innovation activity not only exacerbated the problem of the lack of multi-level regional production, but also determined the inefficiency of realizing the economic potential of existing cluster-forming enterprises.
The problem of the research is to select identification criteria for key indicators of innovation and economic efficiency of regional cluster system through balanced scorecard. The concept of the balanced score-card provides a comprehensive coverage of the fields of regional cluster activity and assesses the strategic directions of economic potential development.
The purpose of the work is to develop the integrated model of balanced scorecard for the assessment of regional cluster sys-tem development in the Ivanovo region, followed by the efficiency management of cluster-forming enterprises in the conditions of digitaliza-tion.
According to the expert opinion of the Public chamber of Ivanovo region, we assessed the compatibility of existing Russian and foreign identification cri-
teria for key efficiency indicators and strategic projections of cluster-forming enterprises (using the concepts of Y. M. Maximov [3], N. V. Pakhomova [4], E. S. Kutsenko [2], A. L. Kudrin [1], Ke Gao [6], P. McCann [5]). In the course of the research, the weight of each criterion was evaluated on a ten-point scale (the highest weight corresponds to "1") to select the final list of weighty identification criteria for key indicators within balanced scorecard. The calculation of the concordance coefficient (W) showed an acceptable degree of consistency of expert estimates (W = 0.71). The significance of each criterion, calculated using the Fishburn coefficient, became the basis for selecting the criteria that are most correlated with the balanced scorecard projections.
Table 1 presents the results of an expert assessment of the weight of identification criteria for key indicators of innovation and economic efficiency concerning strategic activities of cluster-forming enterprises.
Received quantity of significant criteria (with high correlation) is not sufficient to identify indicators of balanced scorecard projections to measure the regional cluster system development. In modern realities, it is necessary to compare the resource pro-vision of the organizations' mission in relation to the reserves of budget revenue growth with a comprehensive account of the influencing factors. In this regard, the criteria list is supplemented with two main author's criteria that take into account the internal relationships between production and innovation activity of cluster-forming enterprises and the processes of the consolidated budget stabilization in Ivanovo region (table 2).

As a result of the research, the integrated model of balanced scorecard for the assessment of regional cluster system development in the Ivanovo region in the conditions of digitalization was developed (table 3).

Overcoming the problems of reducing the volume of lending to enterprises and the inability to mobilize internal reserves to the budget -through the improvement of innovative anti-crisis policy Overcoming the problems of lack of investment of fixed capital - through the technological integration of scientific and educational institutions and enterprises in the region Overcoming the problems of increasing debt obligations and reducing the tax base - through the diversification of production concerning knowledge-intensive short-term financing mechanisms
Thus, the development of identification criteria made it possible to comprehensively assess the prospects of the innovation and economic improvement of regional cluster system development in Ivanovo region and to propose strategic directions and the mission of efficiency management (sustainable development) as an integrated model of balanced scorecard. The practical significance of the balanced scorecard is the feasibility of its application in the implementation of regional programs to recreate a multi-level digital textile and clothing complex in the region.
