Abstract
In this article presented by the author, he presented the role of Karabakh in the Caucasus region in the historical and cultural context. The author commented on the cultural importance of the ethnic groups living in the Caucasus, and the reasons for the increasing influence of the Karabakh factor in the world and in the region. At the same time, the author has expressed the culture of the new era by following the cultural tradition of Karabakh, which is based on ancient roots and established on national foundations, from the classical period to the XXI century. After the post-conflict period, the unity of socio-cultural environment, customs, stereotypes, self-naming, religious and national ideology, language and national consciousness, empirical and worldview of new national development in Karabakh is interpreted for the first time in Azerbaijani cultural opinion. It was noted that the main reason why the Karabakh factor became a more important factor in the Caucasus was that major projects were realized in Azerbaijan at the international level, new opportunities were created, and Karabakh was no longer a war or conflict, but a field of development and progress of the Caucasus that opened to the world.

The Caucasus, in terms of natural and geographical properties and geopolitical location, has been and remains to this day one of the most important regions that determines the present and future of the region, and also actively influences the course of socio-cultural and ethno-confessional processes in the modern world.
It is for this reason that since the end of the 20th century, the Caucasus has become a region of the Eurasian continent where sharper ethno-political conflicts and wars occur.
Karabakh is both a cultural and an important economic center of the Caucasus. Both during the rule of the khanates and royal Russia, the basis of the economic life of Karabakh was craft and trade. According to the information from the end of the khanate period, more than 50 craft areas were active here. Art fields such as silk and cotton weaving, jewelry, hat making, and shoemaking were especially developed here [1].
It is a necessary requirement to respond to issues such as conflicts, wars, religious ethnic discrimination, and aggression against cultural heritage in the language of culture.
One of the important problems in the formation of the cultural environment and at the same time in the development of regional artistic thought is the study of the cultural environment in the local geographical area.
Azerbaijan has the richest cultural wealth of both the East and the world. This mighty wealth, of course, originates from folk thinking and folk creativity with an ancient history. The literary environment of Karabakh took its origin from this rich source. Thus, one of the most important, rich and original branches of Azerbaijan's artistic folk creativity is the Karabakh cultural heritage.
As noted above, the state of culture is determined by the presence of several criteria, and one of them is the growth of the general cultural level of the people
with the support of state policy. Indeed, in the strategic goals of the cultural policy of Azerbaijan, the following are noted: the development of cultural potential and the preservation of the country's cultural heritage, ensuring the unity of the cultural space and the availability of cultural values to the general population. It was the course of the country's cultural policy that allowed Azerbaijan, as an independent state, to establish relations in the field of culture with such international organizations as UNESCO, the Council of Europe, the OIC, TURKSOY, the Council for Cultural Cooperation of the CIS, GUAM and others in a very short time. And the "Baku process" launched in 2008 became "a new call for dialogue among civilizations" [3; p.109-113].
Azerbaijan, located on the border of East and West, in which the promotion of the principles of intercultural dialogue is one of the main and fundamental directions of its foreign policy, has objective prerequisites for securing the status of a world center for intercultural dialogue [2; p. 11-14].
Using the existing new historical and political, as well as favorable natural and geographical conditions, Azerbaijan began to actively form a new socio-cultural development environment, providing extensive cultural exchange and ties in traditional culture for progressive development.
Although the territory of Karabakh changed from time to time depending on the course of historical events, the territory of Karabakh entered Karabakh from the junction of Araz and Kura, around the present Red Bridge to Jermukh, on the borders of Lake Goycha, and on the other side, along the Sisakan, Gorus, Mehri-Zangezur mountain range, entered Karabakh, ancient It covered the lowlands.
Throughout history, Karabakh has been the homeland of poets, philosophers, religious figures, and statesmen who are famous throughout the East. There

is no such century, such a family, that the names of dozens of Karabaghli are not written in capital letters in this history. The voices of those people are heard even now from the other side of the centuries, their good deeds and humanitarianism do not fall from the tongue, they pass from mouth to mouth, from archive to archive, and become history. The actions and deeds of these personalities are passed down from grandfathers to sons, and from sons to grandsons, and are forever engraved in the memory of history.
Although little time has passed since the victory, there is a need to form a new perspective on the South Caucasus. Turning Karabakh into one of the most beautiful regions in the world is one of the priority tasks facing the state. The formation of a new cultural environment in Karabakh will be of great cultural importance for the entire Turkish and Islamic world.
The new cultural environment of Karabakh will further increase the international importance of Azerbaijan. The region will be characterized by sustainable, long-term development. Karabakh and Eastern Zange-zur aim to transform the region into a SMART region by aligning with the Fourth Industrial Revolution and Sustainable Development Goals.
The opening of the Zangezur Corridor will be of great historical importance for the entire Turkic world. In this process, Azerbaijan plays the role of the most important link between the west and east of the Turkic world. Having the most important strategic importance for Eurasia, Azerbaijan has created a center of international communications, which ensures free movement in the vast Turkic space. It is through Azerbaijan that the West and the East establish contacts, trade, exchange scientific and technical experience, as well as cultural values.
In addition, in recent years, a number of important events hosted by our country and held at the initiative of the head of state - VI Baku International Humanitarian Forum, VI Global Baku Forum, Conference of Ministers of Foreign Affairs of the Non-Aligned Movement, Foreign Affairs of the Black Sea Economic Cooperation Organization The meeting of the Council of Ministers, the meeting of the Ministers of the Southern Gas Corridor Consultative Council, The official opening ceremony of the Southern Gas Corridor, the VII Global Baku Forum, the Summit of the Cooperation Council of Turkic-Speaking States, the Summit of the Non-Aligned Movement, the Summit of World Religious Leaders, and other great international events have greatly increased Azerbaijan's reputation in the international world.
Thus, the balance and geocultural configuration is changing in the Caucasus. This geocultural necessity provides a historic opportunity to fundamentally change the situation in the region.
The impetus for such changes was the 44-day Patriotic War, which radically changed the geopolitical picture of the entire region.
The Shusha Declaration, signed between Azerbaijan and Turkey on June 15, 2021, laid the foundation for the unification of the great Turkic world, and will further cover the entire Turkic geography.
The value of Azerbaijan's victory for the Caucasus and the entire Turkic world is significant, and will become even more clear with time. The establishment of peace and tranquility in the Caucasus means the stability of the culture and traditions of the various peoples living here. It should be noted that in the Karabakh cultural environment, in one form or another, the spirit of protest against the predatory regime is manifested. Reassessment, analysis and research of such artistic elements will make it possible to identify existing problems, to consider them in the light of national thinking.
Karabakh has had a special place in the geopolitical interests of the great powers. Every major power was interested in bringing the region under its control. In this regard, we consider it important to look at the past of the traditional and purposeful intentions of the great powers regarding the Caucasus and especially Karabakh in order to examine and analyze the current situation.
Thus, the value of the benefits that the Karabakh Victory will bring to Azerbaijan, the Caucasus and the world will be better understood over time. The establishment of peace and tranquility in the Caucasus means the stability of the culture and traditions of the various peoples living here. We are happy to see Shusha, the cultural capital of Azerbaijan, as the cultural capital of the Turkic world. The meeting of people of future culture and art from all over the Turkic world in this beautiful land is the highest value given to the ancient history and culture of Karabakh [4].
