the article deals with the scientific and theoretical foundations of the personnel service and professional promotion system organization in institutions of sports orientation on the example of sports schools. The reorganization of the management system of physical culture and sports institutions in Russia is taking place against the background of changes and development of the socio-economic situation in the country. The success of the organization management, as a human factor, depends on the effectiveness of the management system formation use and development processes. Analysis of scientific and methodological works of various authors on the problem of management personnel training in most organizations revealed that the organization of personnel management and promotion development has no scientific justification, unsystematic in its development. Materials. The theoretical aspects of the service management system and professional promotion of personnel, the development of a theoretical model and recommendations for its improvement are presented. The functions of sports management are considered. The connection of the theoretical structural model of staff management-professional advancement components performance, management structure of the personnel service and professional advancement in sports organizations in the example is presented. The priority directions of research in development of the personnel office and professional advance management in the organization of the sports orientation are allocated. Methods. Analysis of scientific-methodical and special literature. Results. The main factors of an effective system of personnel service and professional promotion formation, such as the creation in the organization team managerial professional experience continuity and culture; replacement of key positions in the organization; conducting master classes in the education of young professionals; selection at various stages of young professionals training (students, trainees, undergraduates, young professionals). The system of personnel service and professional promotion management in the form of a theoretical model. The theoretical structural model service and professional advance management of the personnel is developed. An exemplary management structure service and the professional advancement of the personnel is developed in sports organizations in the example of sport school. Conclusion. The priority directions in research office and professional advance of the personnel management development in the organization of the sports orientation are allocated.

Introduction

At the present stage of its development in the institutions of physical culture and sports orientation the question of the staff service and professional promotion system implementation is considered. The reorganization of the physical culture and sports institutions management system in Russia is taking place against the background of the socio-economic changes and development situation in the country. The success of the organization management, as a human factor, depends on the effectiveness of the formation processes, use and development of its leaders management system. The main factors in the staff service

and professional promotion effective system formation are: the creation of the managerial professional experience succession and culture organization; replacement of key positions in the organization; conducting master classes in the education of young professionals; selection at various stages of young professionals (students, trainees, undergraduates, young professionals) training [1,2].

In this regard, foreign experience of various corporations in practice has proved the need to create in the organization of personnel professional promotion internal management system service [3,4,5].

Analysis of various authors scientific and methodological works on the problem of personnel management training in most organizations revealed that the organization of personnel development and management promotion has no scientific justification, unsystematic in its development [6,7].

Young professionals-managers in some organizations do not know their future activities related to the profession, therefore, there is no consensus on the issue of career growth in a particular organization. In this regard, it can be assumed that in order to develop a successful system of staff professional advancement management, a collective decision on employment with the development of an appropriate job description is necessary.

In modern market conditions, effective management of sports organizations involves not only following the basics of the theory and practice of sports management, but also their development, the introduction of new technologies [8,9].

In connection with the above, we set the goal of this work. It consists of an in-depth analysis of the personnel service and professional promotion management system and the development of a theoretical model and recommendations for its improvement.

Research problem:

1. Identify and review the main functions of sports management and forms of personnel service and professional promotion.

2. To identify objective conditions that expand the use of the personnel service and professional promotion system.

3. To develop a theoretical structural model of personnel service and professional promotion management in the organization of sports orientation.

Results and discussion

At the first stage of this research, we carried out the understanding of the management function as the basis for the organization and implementation of the personnel service and professional promotion content. Conditional division of functions into general and specific (specific) implies, on the one hand, the universality of sports management, on the other - reveals its essence and content as an industry management activity.

Specific management functions are highly specialized types of management activities for the management of specific objects and organizations [5].

The specific functions of sports management include: physical education of the generation; organization of sports work with citizens; training of qualified athletes; preparation of sports reserve; conducting sports competitions and sports and entertainment events [2]; scientific and software and methodological support of physical education and sports development; implementation of international sports relations, etc.

It should be noted that the composition and priorities of sports orientation organizations specific functions may be different and depend on the goals of each organization.

The composition of the management general functions, on the contrary, does not depend on the object of management (organization). These functions are performed in relation to all control objects. Different authors distinguish their lists of common management functions, combining and separating them in different classifications. However, such fundamental functions as planning, organization, motivation,

control and coordination in one form or another are found in each classification of general management functions.

The main type of the sports organization management activity, which includes the features of all these functions, is personnel management. However, the cyclical nature of the general management functions also reveals their presence in other, deeper areas of this activity. Thus, by "career management" we mean a set of activities for planning, organization, motivation and control of an employee's career, carried out on the basis of his goals and capabilities [7]. The concept of "career" is close enough to the concept of "service and professional advancement", but there is a certain difference between them. While career management implies the actual development of a particular employee, the system of staff professional advancement describes the general rules and mechanisms of job transitions in the organization that an employee can potentially make.

Thus, the system of service and professional promotion is a set of tools and methods of staff promotion used in various organizations. V. V. Lapshenkov in his dissertation research identifies seven main sections of the personnel service and professional promotion. General system functions: planning, organization, coordination and regulation, motivation and stimulation, control, accounting and analysis. In this case, the functions of accounting and analysis characterize the successive stages of constant work with management information, so can also be considered internal management functions. In total, the classification lists more than sixty sub-functions of the personnel service and professional promotion General system functions, including: determining the need for personnel, drawing up a plan of work with the personnel reserve, the implementation of career guidance and adaptation in the process of staff promotion, development of regulations on the procedure of personnel service and professional promotion and enrollment in the reserve for nomination, monitoring the implementation of training plans, selected in the reserve personnel, etc. [2].

The condition of the personnel office management and professional advance in the organization of the sports orientation directly reflects its readiness for changes, to development and improvement. At the same time, it is necessary to foresee and exclude the possibility of information disasters in the management of systems with such a large amount of data related to the flows of different skills personnel, training of employees and other elements. In this regard, based on the experience of managing complex dynamic systems in various areas of the economy, the question of the modern computer technology introduction, and in particular, simulation of relevant processes in the course of following the basics of the sports management theory becomes relevant. In an effort to effective human resources management, sports organizations need to use the accumulated foreign and domestic experience and theoretical developments in this area. It is the best way to implement the entire possible arsenal of tools for the implementation of general and specific functions of sports management.

In view of the above, we made an attempt to develop a theoretical structural model of personnel service and professional promotion management in the organization of sports orientation (for example, sports school).

Management of sports school is carried out in accordance with the legislation of the Russian Federation and the Charter and is based on the principles of unity [1,2]. The sports school independently develops the program of the activity taking into account inquiries of children, needs of a family, educational institutions, children's and youth public associations and the organizations, features of social and economic development of the region and national and cultural traditions. Management of personnel service and professional promotion in the organization of sports orientation, in our opinion, should be a key issue of training a team of specialists who are able to solve global problems. They improve the efficiency of the organization management. Activity of sports schools on the orientation can be characterized by development of mass sports or sports of the highest achievements.

The supreme governing body of the sports school is the Conference of the school staff, which is

convened once every 2 years. Forms of self-government in a sports school are also the pedagogical Council, the coaching Council, the methodical Council, etc.

Director of the sports school plans, organizes and controls the training process, is responsible for the quality and efficiency of the sports school; is responsible for the life and health of children and employees during the training process and sports competitions, monitors compliance with occupational safety and health standards. He carries out recruitment and placement of personnel, distribution of duties. He is responsible for the level of employees qualification. He approves staffing, wage rates and salaries, allowances and surcharges to them. He manages the property of the sports school and ensures the rational use of financial resources. He represents the sports school in state, municipal and public bodies. He is responsible for its activities to the founder [1].

For sports school in order to ensure its activities, the founder is assigned to the rights of operational management of buildings, property complexes, equipment, inventory, as well as other property necessary for the implementation of the consumer, cultural, social and other purposes statutory activities [1]. Land plots are assigned to the state (municipal) sports school for unlimited free use.

The sports school owns, uses and disposes of the property assigned to it in accordance with its purpose, statutory objectives, the legislation of the Russian Federation. The sports school has the right to lease the property assigned to it in accordance with the legislation of the Russian Federation.

On the basis of the studied literature sources we can say that the management of physical culture and sports is a system of conscious activity specific forms and methods aimed at ensuring the effective functioning and systematic development of the physical culture and sports industry in order to best meet the needs of people in physical improvement. Personnel management system of the organization - a system in which the functions of personnel management are implemented. It includes a linear guide subsystem, as well as a number of functional subsystems that specialize in performing homogeneous functions, as shown in figure 1.

Figure 1 shows the connection of various components of the theoretical structural model of personnel service and professional promotion management in the organization of sports orientation.

The development of this model was preceded by the diagnosis of experimental studies, including: pedagogical justification; analysis of sports facilities and logistics; analysis of training in the field of physical culture and sports; control and organization of the organization personnel management promotion.

Figure 2 clearly shows the approximate structure of personnel service and professional promotion management in a sports organization.

The proposed structure of personnel service and professional promotion management in a sports organization includes the main components of the personnel movement from the student bench to a key employee of the industry. Only in this perspective can there be changes in the system of improving the efficiency of the sports organization, which includes an increase in the services offered in different directions as a factor of the team efficiency. The key point is the coordination of the management system through the management of the organization. The basis for the development of the system is also the connection of the media as advertising and promotion of the organization activities.

Conclusion

We consider the following as priority directions of research in development of the personnel office

and professional advancement management in the organization of the sports orientation:

1) preparation of information material in the form of work programs, manuals, methods, etc.;

2) training of appropriate personnel able to comply with the requirements of the organization's management system;

3) the need to develop the organization of propaganda, agitation and advertising management in the field of physical culture and sports;

4) motivation and stimulation increase of management personnel effective work;

5) planning, control and analysis of the staff career development advantages and disadvantages.

These funds should be owned by the manager, using them as a basis for improving the efficiency

of the organization management and acting as a coordinator of the organization activities. Only in a single management system of personnel service and professional advancement in the organization can there be effective work.
