THE ROLE OF THE POLICE COMMUNITY OF THE AMERICAS IN INTERNATIONAL

COOPERATION AGAINST CRIME

Abstract

In the following article described the mission and work of Ameripol and its organizational structure, what contributed to its creation, as well as scrutinized their work and role in preventing international crime.

International cooperation for fighting against crimes and preventing them - is the coordinated activity of States, international organizations, aimed at preventing, suppressing and disclosing crimes, and bringing perpetrators to the legal liability and to justice.

A big role in stabilizing and controlling the level of international crime play international police organizations. In European media and press enough attention is paid to the work of Interpol and Europol, judging theirs activity, efficiency, problems of coordination and cooperation, discussing how to improve their management and increase the percentage of crimes disclosed. However, in the world arena there are plenty of police organizations playing a rather high role in preventing crimes of international character. And one of such is Ameripol - The Police Community of the Americas, also known as American Police Community with the common used abbreviation APC. [Pic. 1]

American Police Community (Ameripol) is a regional international police organization, the primary purpose of which was originally a joint struggle of the participating States with transnational drug trafficking, due to the danger and urgency of this problem for the inhabitants of South America.

Today Ameripol is an organism of police cooperation for the joint deployment of strategies against organized crime and transnational crime in the Americas.

The main tasks of Ameripol include the strengthening of police cooperation in the fight against international crime, the implementation of effective information exchange, providing legal assistance in criminal cases and matters of a transnational nature.

At present Ameripol realizes its professionals missions in such areas as combating terrorism, organized crime, war crimes, illegal arms (weapon) trafficking, human trafficking, money laundering, child pornography, crimes in the field of intellectual property, etc.

We can define areas of activity of Ameripol, which are:

- scientific and technical cooperation;

- exchange of operational information;

- joint exercises;

- strategic cooperation in the framework of joint counteraction in threats to public safety The National Police Units are also a permanent agency of Ameripol, through which direct contact and interaction between the Executive Secretariat and the police forces of individual participating States is realized. The main functions of this structural body include the exchange of information about crimes, legal assistance, cooperative investigation.

American Police Community is a quite young organization, but for 10 years of productive work and cooperation could recommend and prove itself as serious and influential member in the mission of international crime prevention and its investigation for the purpose of providing safety for citizens of Americas and beyond its borders.

The need to improve security measures, as well as current trends in the regionalization of international law enforcement cooperation make it possible to assert, that the possibility of the emergence of new organizations of this kind is not excluded in the near future.

The level of transnational crime increases year by year, today advanced criminals spread their activity far beyond borders of one state. As a conclusion we can point, that Ameripol plays a great role it providing peace and order for citizens of the Americas. Only by productive cooperation with other police unites and various law enforcement agencies the level of international crime will decrease and the prevention of crime will be more efficient and effective.

ДИЗАЙН И ПРОГРАММНО-ПРОЕКТНАЯ СИСТЕМА ОБРАЗОВАНИЯ

В этой статье рассматриваются вопросы преподавания специальных дисциплин по профилю «Дизайн» при использовании программной методики в образовательном процессе.

Всем известна керамика Гжели - это вид народного промысла, своего рода визитная карточка России наравне с хохломой, вологодским кружевом, матрёшками. Любой из нас определит отличительные черты «Гжели» - предметы домашней утвари, различные фигурки из белого легкого фарфора, монохромный синий цвет, изящный тонкий рисунок. Гжель в том виде, в каком мы знаем ее сейчас, появилась сравнительно недавно - в середине 20 века, была возрождена и видоизменена.

Откуда же берет начало такая яркая индивидуальность гжельской росписи? Почему именно бело-кобальтовый вариант стал таким популярным, а майолика ушла в прошлое и не получила развития в наше время? Постараюсь разобраться.

Гжель, начиная с XV века, являлась центром производства изделий из глины на территории Раменского района Московской области. Во многих источниках отмечено, что ранее аж в XIII веке здесь изготавливали кирпич, гончарные трубы, изразцы. Местное население исторически специализировалось на гончарном деле. Земля для посева культур была не пригодна, еще раньше здесь были обнаружены разные сорта глины, и местные быстро смекнули, чем выгоднее заниматься на уготовленных им судьбой территориях. Конец XVIII века стал временем развития гжельской майолики. Объясняя простым языком, промысел отличался разнообразием используемых красок - зелено-охристые, краплачно-малиновые.

Как мы видим, вариант майолики отличается свободой сюжета и лаконичностью рисунка, на первое место выходит цвет, роспись привлекает внимание красочностью. Вариант справа - современный, отличителен стилем, особой техникой рисунка. Он больше похож на продукт массового производства. Этот вывод возможно даст ответ на самый главный вопрос.

Изменялись мода и требования рынка, в России помимо поиска новых сюжетов письма на гжельской керамике, разрабатывали технологии производства более качественной керамики. Так в 1748 году Д.И. Виноградов открывает на основе гжельских глин рецепт фарфора. С этой даты начинается история русского фарфора и императорского фарфорового завода - производятся сервизы для царского двора. Я.В. Кузнецовым, выходцем из Гжели, открывается фарфоровое предприятие в селе Новохаритоновском, далее в Твери и Рыбинске и даже в Риге. В начале XIX века братья Куликовы нашли состав белой фаянсовой массы и основали первый фаянсовый завод. Россию охватила волна популярности гжельской утвари из фарфора и фаянса. К концу XIX ассортимент гжельских керамических изделий был разнообразнейшим, самое главное, что массовое производство не влияло на качество продукта. Майолику можно назвать исконно русским достоянием, четких ограничений по стилистике не было, отсутствуют штампованные современные «розочки» и листочки. Она громко заявляла о себе яркими изумрудно-зелеными, охристыми и коричневыми цветами. Рисунок наносился поверх глазури, это отличительная особенность от современной гжельской
