РОЛЬ ГЕЙДАРА АЛИЕВА В РАЗВИТИИ АЗЕРБАЙДЖАНСКОГО ЯЗЫКА

Аннотация. Статья посвящена 100-летию Гейдара Алиева, великого лидера Азербайджанской Республики. В статье говорится о приходе к власти Гейдара Алиева, а также о его любви к азербайджанскому языку. Обсуждаются работы, проделанные нашим общенациональным лидером Гейдаром Алиевым в развитии азербайджанского языка, в том числе важные шаги, предпринятые им в годы независимости для восстановления национально-нравственных, политико-правовых прав азербайджанского языка. В результате языковой политики Гейдара Алиева во всех государственных и неправительственных организациях, в учреждениях, где до сих пор не использовался азербайджанский язык, установлен государственный язык. В настоящее время всестороннее развитие азербайджанского языка, его превращение в государственный язык, его звучание с самых престижных трибун мира связаны с языковой политикой, заложенной общенациональным лидером Гейдаром Алиевым.

THE ROLE OF HEYDAR ALIYEV IN THE DEVELOPMENT OF THE AZERBAIJANI LANGUAGE

Аnnotation. The article is dedicated to the 100th anniversary of Heydar Aliyev, the great leader of the Republic of Azerbaijan. It deals with Heydar Aliyev's coming to power, as well as his love for the Azerbaijani language. The article concerns with the works done by our national leader Heydar Aliyev in the development of the Azerbaijani language, including the important steps he took in the years of independence to restore the national-moral, political-legal rights of the Azerbaijani language. As a result of Heydar Aliyev's language policy the state language has been established in all state and non-governmental organizations, in institutions that have not used the Azerbaijani language so far. Currently, the comprehensive development of the Azerbaijani language, its transformation into the state language, and its being heard from the most prestigious platforms in the world are related to the language policy founded by national leader Heydar Aliyev.

The Azerbaijani language is one of the important factors that determine the national existence of our people, the wealth and the basis of the ideology of Azerbaijan. Regardless of where they live, our language, which is a means of cultural development and communication for millions of our compatriots, has historically gone through a great path of development.
Every language is kept alive by the people who speak it. Getting the status of the language as a state language is not only a matter that depends on the people, the nation, and creative intellectuals. History has proven again and again that the development of the language is connected with the name of the leaders who are faithful to the ideas of national independence, who entered the history of their people with their political will and determination. One of such leaders is our great leader Heydar Aliyev.
Heydar Aliyev first came to power in 1969. In 1969-1982 the national leader Heydar Aliyev showed the value he attached to our language by speaking in Azerbaijani at various events, although many did not dare. The great leader also gave instructions for more use of textbooks in the Azerbaijani language in Russian-speaking schools. Thanks to the determination and principles of the National Leader, who was not satisfied with these, in the next Constitution of the Azerbaijan SSR adopted in 1978 the Azerbaijani language was established as the state language of the republic. This was one of the few Soviet republics where the Azerbaijani language had the status of an official language. All this shows that the language policy prepared and implemented by national leader Heydar Aliyev was an integral part of his state-building policy.
Heydar Aliyev who returned to political power in 1993 at the insistence of the people, assumed the responsibility of leading Azerbaijan, which was in the grip of a crisis of political power. This historical responsibility and the decision of the Milli Majlis dated June 24, 1993 on the transfer of the powers of the President of the Republic of Azerbaijan to the Chairman of the Supreme Council Heydar Aliyev had an important historical significance in getting rid of the troubles that Azerbaijan had fallen into. During this period the world's attention was focused on Azerbaijan. The heavy political processes that took place one after the other undermined the statehood of Azerbaijan and threatened its independence and freedom. After experiencing all these difficulties in such a desperate political situation, the nation clearly realized that not everyone can be a "leader". It cannot escape these disasters without its worthy leader.
Heydar Aliyev attached special importance to the development of the Azerbaijani language as well.
The Azerbaijani language was enshrined in the Constitution of the Republic of Azerbaijan adopted in 1995 as one of the symbols of our national statehood. On the eve of the adoption of the Constitution, broad public discussions on the name of the State language had an impact on the prestige of the Azerbaijani language and clearly demonstrated what the State language means for an independent State.
During the years Heydar Aliyev led the republic, thousands of educational centers and youth centers were opened. From the first day of Heydar Aliyev's presidency, the era of independence, economic growth, freedom, and scientific progress began in Azerbaijan.
Our national leader Heydar Aliyev always emphasized the significance of protecting the purity and spiritual richness of our language and emphasized the importance of following this necessary condition in state administration. At the same time he noted that since the Azerbaijani language is one of the developed languages of the world, the most diverse socio-political, scientific-cultural, philosophical-intellectual content and events, informative landscape of the modern era can be flexibly and fluently reflected in this language.
On June 18. 2001 one of the important steps taken by the national leader Heydar Aliyev in the direction of restoring the national-moral, political-legal rights of the Azerbaijani language was the signing of the decree "On the improvement of the implementation of the state language" on June 18, 2001. The decree was not just an ordinary document, but a major political event of special historical significance.
The decree specified the historical ways of development of the Azerbaijani language, as well as its role and functions as an attribute of independent statehood, and comprehensively reviewed the state of its use over the previous ten years. As a result of Heydar Aliyev's language policy the state language was established in all governmental and non-governmental organizations, institutions that had not used the Azerbaijani language until then. The process of transition to Latin script was also completed. Since August 1. 2001 all departments, organizations and publications in the Azerbaijani language in the country have passed to the Latin alphabet.
Our national leader Heydar Aliyev treated the language issue as an integral part of state policy. That's why he said that the people, the nation, the person cannot have anything more precious than his mother tongue. It is the result of this approach to the language at the state level that by the presidential decree dated August 9, 2001 "On the establishment of the Azerbaijani alphabet and the day of the Azerbaijani language", one more was added to the list of significant holidays of our nation.
The decree issued by Heydar Aliyev "On the celebration of the Azerbaijani alphabet and the Azerbaijani language day" stimulated the practice of our language, formalized the respect for our memory and national-spiritual values, and our literary-cultural heritage. At the same time, it accelerated the process of transition of our alphabet to the Azerbaijani alphabet with Latin script, which is closer to the international world.
The direction of ideas in language construction, which determined the fundamental thoughts of the great leader about the fate of the native language, is being carried out at a level compatible with modern political views even today. One of the important steps taken in this direction is the law of the Republic of Azerbaijan "On the State Language in the Republic of Azerbaijan" signed by the Great Leader in 2002. The law recognized the Azerbaijani language as one of the foundations of independent statehood and presented conceptual ideas for its existence and improvement among other languages.
The adoption of such a law has a public nature as a result of the successful implementation of the state's national language and national identity policy by Heydar Aliyev as the President of the country, and in addition to this, it also gave the mother tongue the status of the state language. The history of the language in the life of the country, its modern state, the issues of protection of its rights and expansion of its borders are always on the agenda and are of great national importance.
Currently, the comprehensive development of the Azerbaijani language, its transformation into the state language, and its being heard from the most prestigious platforms in the world are related to the language policy founded by national leader Heydar Aliyev.
The current level of development of the Azerbaijani language confirms that our nation is one of the oldest nations in the world. National leader Heydar Aliyev, who loved and respected the Azerbaijani language, became an example to everyone in his attitude to the language.
At the 1st Congress of World Azerbaijan in 2001, Heydar Aliyev's phrase is always in the memory of everyone, from children to adults: "I have always been proud and I am proud that I am an Azerbaijani."
The people of Azerbaijan are happy to have been led by such a wise politician as Heydar Aliyev. He was a genius leader who devoted his entire life to his native people and laid the foundations of national statehood.
