THE MAIN ASPECTS OF STAFFING PHARMACEUTICAL SPHERE
OF THE REPUBLIC OF KAZAKHSTAN

The rational distribution and use of personnel is one of the priorities for any institution or state. In the medical sphere in general, and in particular in the pharmaceutical industry, there is also a need for relevant personnel. The review of literature sources was used in the study. In the course of the analysis, we found out that in the cities and settlements of the Republic of Kazakhstan the staffing of medical and pharmaceutical workers is not uniform, that is, differences are established at the demographic and geographical level. When solving these problems, we took into account the advisability of using human resources to optimize human resources in the sphere of drug circulation. Thus, taking into account the above, we have justified the relevance of this topic and the need for further research.

Introduction.To date, the provision of personnel with scarce areas in the Republic of Kazakhstan is one of the main issues in personnel management. Despite the continuous release of bachelors, undergraduates in the medical field throughout the country, the shortage of cadres is visible not with an armed eye. In order to provide the population of the Republic of Kazakhstan with the appropriate level of medical and pharmaceutical services, it is necessary to optimize the introduction of personnel in the workplace in terms of geographical location and demography.
Similarly, the use of foreign experience of countries in Europe, the United States of America and the countries of Asia can make the necessary balance in the pharmaceutical sector to provide workers.
Relevance.The main goal of modern personnel management is underlined in the "Concept of Human Resources Development of the Healthcare of the Republic of Kazakhstan for 2012-2020" -development of the human resources management system of the industry, which guarantees high-quality medical services to the population of the Republic of Kazakhstan. The fundamental tasks of this Concept are "optimization of personnel planning, improvement of the regulatory framework of personnel policy and continuous professional development of personnel". Existing problems related to staff shortages, uneven geographic and territorial distribution, as well as structural staff imbalances, are also burdened by insufficient qualification of available personnel, often determining the low quality of medical services [1]. For the territory of Kazakhstan is characterized by extremely high uneven distribution of medical personnel: from 20 to 45.7 per 10 thousand population. In the current situation, personnel management is called upon to become the main factor in the development and development of the pharmaceutical market, an indicator of the expression of social responsibility of the state and pharmaceutical entrepreneurship in matters of protecting the health of the population of the Republic of Kazakhstan. The need to search for new approaches to the management of pharmaceutical personnel and expand the field of study of pharmaceutical personnel is due to the fact that traditional approaches to the management of pharmaceutical personnel become ineffective, for this it is necessary to revise the management system of pharmaceutical personnel on the basis of theoretical and methodological approaches to optimizing personnel management in the pharmacy of the Republic of Kazakhstan.
Purpose. Rational provision of the pharmaceutical sphere of the Republic of Kazakhstan with appropriate personnel using foreign experience and personnel management.
Research methods. During the research, we used a comprehensive method of researching the staffing of the pharmaceutical sector in the Republic of Kazakhstan. The study used statistical, computational, analytical, comparative, systemic and other methods of analysis. Information materials used in the
study are data published in the press, as well as materials from specialized periodicals.
Research materials. In the personnel management of European countries, the emphasis is on the level of staff training in connection with the presence of competition. Heads of pharmaceutical companies in England believe that their employees must constantly improve their skills. The activity of the organization and the mechanism of its functioning, as a system or devices that determine the order of certain types of activities in order to ensure the required order, implies an impact on the managed system (organization) through a set of procedures for making managerial decisions. The latter is characterized by the term "organizational management", which has three meanings. Administrators engaged in management activities must know three basic principles in personnel management: - management method (based on the processes and properties of the organization); - management of company processes (for example, development); - management of the entire corporate organizational system. Russian followers proposed the following lists of management functions: planning, organization, motivation and coordination, forecasting, decision-making, accounting and control[2].
In Kazakhstan, the situation with the staff members of scarce industries, in our case pharmaceutical, is different. At the moment, the Higher Educational Institutions of the Republic of Kazakhstan are training specialists in the Bologna education system. This includes professionals with undergraduate education, a master's degree, and a Ph.D. In order to provide the population of the Republic with a qualitative medical spectrum of services, it is necessary to take drastic measures. One of the important aspects of the problems with staffing is the geographical location of cities (regions). It should be noted that young professionals prefer to stay in large cities, rather than go to rural areas. The state has been implementing the employment program "With a diploma in the village" for several years, which will allow the young specialist to return to his native cities, villages and work [3].Since in rural areas the shortage of specialists of such caliber as medical and pharmaceutical workers is very clear. The state provides assistance to a young specialist, helping with housing and finding work. Another State Program "Youth Practice" is working in the same direction, which provides assistance to specialists who have just graduated from the Higher Educational Institution. Specialists in the fields of education, social security, health, veterinary medicine, culture and sport, agro-industrial complex[4].
It is also important that in the southern regions of the country the population of local residents is much larger than in the northern parts of our country. Accordingly, the staffing of the southern and northern regions is completely different. And this concerns not only the medical sphere, but also other specialties like teachers, technologists, IT specialists and others. In this regard, the State has taken the necessary measures. A set of measures for the resettlement of residents of the southern

parts of the Republic of Kazakhstan in the northern regions of the country is being implemented. The complex is part of the implementation of the State Program "Employment Road Map-2020". A large number of families have moved on their own initiative. In accordance with the program, the State provides a place of work, a living space for families who have moved. All this proves that the staffing is directly influenced by geographical and demographic data [5].
Personnel management is one of the necessary tools in balancing the staffing of medical personnel. A review of the scientific literature has shown that foreign researchers use different terms like "management of labor and human resources", among them the notion of "cadre management" is closer to "personnel management". A wide use of this term was observed in the USA at the end of the 20th century. This was due to changes in the traditional approaches to work with staff and the rational use of the human potential of the organization in a market economy.
Based on the foregoing, it can be argued that "personnel management" is one of the main lines of management, formed as a result of evolutionary work with personnel. It can be argued that the personnel management reveals the novelty of personnel work, based on the recognition of the human factor, the continuity of the evolutionary development of previously existing approaches to personnel work [6].
Conclusion.Summing up, I would like to note that the state needs medical workers in all spheres, including pharmaceuticals. Staffing is the foundation of any successful organization, as well as one of the criteria for providing quality and timely medical services to the population of the Republic of Kazakhstan. In the article, we examined the problems of shortage of personnel in geographical locations and demographic, and solutions for balancing the recruitment of health care structures are the State programs that are implemented every year.

ОСНОВНЫЕ АСПЕКТЫ ОБЕСПЕЧЕНИЯ КАДРАМИ ФАРМАЦЕВТИЧЕСКУЮ СФЕРУ РЕСПУБЛИКИ КАЗАХСТАН
Резюме: Рациональное распределение и использование кадров является одной из приоритетных задач для любого учреждения или государства. В медицинской сфере в целом,и в частности в фармацевтической отрасли, так же зафиксировано потребность в соответствующих кадрах. При проведении исследования был использован обзорный анализ литературных источников. В ходе анализа мы выяснили, что в городах и населенных пунктах Республики Казахстан кадровое обеспечение медицинскими и фармацевтическими работниками является не равномерным, то есть установлены различия на демографическом и географическом уровне. При решении данных проблем нами былоучтено целесообразностьиспользования кадрового обеспечения для оптимизации человеческих ресурсов в сфере обращения лекарственных средств.Таким образом, учитывая вышеизложенное, нами обоснована актульность данной темы и необходимость проведения дальнейших исследований.
