THE IMPORTANCE OF USING SOFTWARE (SEARCH AND INFORMATION MAP SERVICE, GEOLOCATION) IN FIRE VEHICLES IN THE REPUBLIC

ABSTRACT
The purpose of the scientific research is to prevent human losses and reduce material damage in the event of fires (ES) in the territory of the Republic of Uzbekistan.
The task of the work is to develop specific, scientifically grounded recommendations on the use of the capabilities of the search and information mapping service in the official activities of the Ministry of Emergency Situations.
Keywords: makhalla citizens' gatherings, emergency, emergency management, operational-tactical actions, fire tank, hydrants, tablets, highly active toxic substances, geolocation, Yandex maps.
Object and subject of research. The object of the investigation is the fire and rescue units of the Ministry of Emergency Situations of the Republic of Uzbekistan.
The subject of the study is the specifics of the application of the possibilities search and information cartographic service, geolocation in service activityfire and rescue units Ministry of Emergency Situations Republic of Uzbekistan
Research method. Analyzed in the study specificity and merits of use search and information cartographic and information software support in the service of fire - rescue units of the Ministry of Emergency Situations Republic of Uzbekistan.
Results. As a result of the study, specific proposals were developed to use the possibilities.search and information cartographic service, geolocation in the service activities of the Ministry of emergency situations.
Application of research results. In practice, there are all the possibilities to implement the results of this research.
In recent years, Uzbekistan has paid great attention to the construction of large industrial enterprises, residential houses for the population, the development of new territories, the creation of new industrial zones.
According to the statistics for the beginning of 2021 in the territory of Andijan region there are 455 settlements, 882 mahallas of local citizens 51 multi-storey (above 7 storeys). Regardless of preventive measures on these objects, the occurrence of fires and other emergency situations (CS) with human losses and huge material losses (Table 1).

The long-term experience of rescue services shows that the success of firefighting is achieved by a complex of service and operational-tactical actions. Among them, a special value is the timely receipt of information about the place of the emergency, the exact address of the address, the correct andrapid actions of the dispatcher on the basis of fire, rescue, as well as units of mutual service.
Rapid localization and liquidation of fire (SF) also depends on the availability and availability of fire extinguishers. Non-flammable delivery of flammable substances (water) is carried out by means of an elevator, installation of a car on the water source (canal, ditch, fire tank, hydrant). Today there are more than 1,400 firefighters and 900 hydrants in the region. Expenditure of time on the exact definition and entrance to it depends on the professional training of the staff, the availability of data on water sources on tablets, the provision of indicative plates in the districts of their distribution, technical arrangements.
To achieve these goals it is necessary to consider the following factors: 1.With the growth of the number of settlements, industrial zones and enterprises, there is an acute need for a detailed study of the personnel of the subdivisions of the Ministry of Emergency Situations (MES);
2. An important role is the timely introduction of changes, adjustments to the list of settlements and streets, the introduction of new names of streets and tablets of fire and rescue units;
3. Sometimes when receiving information about a fire (FS), the population names the street after the old or established with new names. In this case, when changing the names of settlements, organizations and streets, it is necessary to take into account the old and new names.
4.To ensure the tracking of units of rescue services to the place of emergency on the shortest route is necessary in the shortest possible time to transfer information to a large number of units, as well as personal staff, services.
5. In case of liquidation of large fires (CS) on some objects (literal, high, having a large area, explosions and fire-hazardous, using forcefully acting poisonous substances and other substances)cars(stairs, knee lifts, communication and notification vehicles, gas-smoke service vehicles,handcuffed, cargo);

Under these conditions, the use of high technology, computerization of cars by rescue services will help to exclude the human factor, will allow to reduce the time of data
transmission and ensure their accuracy. At the same time achieves effective management of units and successful organization of their interaction.
Timely warning and proper management of forces and means during the time of the CC is possible when using search and information cartographic service.Utilization of geolocation capabilities [1] in the root form can affect the efficiency of fire and rescue units. Figure 1 shows the options for determining the optimal routes of movement to the place of the road with the accounting of road conditions (congestion, type of road surface, repair work, weather conditions, etc.).

Application Google Earth - Mapbefore the creation of the national program (search and information cartographic and information software)are the most effective in the organization of service activities of units of the Ministry of Emergency Situations of the Republic of Uzbekistan. It is available as a search for geographical objects (addresses, streets, cities, regions and countries), as well as by organizations. On the cards there is an opportunity to measure the distance, lay out routes, choose the optimal time, etc.[2]. Also popular and well recommended Google Maps[3]and Google Maps.me.[4]. Utilization of usesearch and information cartographic and information software for units of the Ministry of Emergency Situations of the Republic of Uzbekistan: In the course of professional training
- the chief of the duty shift, the commander of the crew, the driver and the personnel of the fire-rescue unit servicing the given area get acquainted with the primary information about the object, analyzes the possible development of firefighting and emergency (emergency).
- Possibility to study the location, condition of water sources (artificial and natural water bodies, hydrants);
- available information on the activities of the objects of life and interactions;
- the driver in advance studies the possible ways of tracking, well-remembered landmarks, studies the congestion of the road, traffic jams, temporary road works, the possibility of access to the place of the SW in the residential areas of the various branches of the various forces [16-30].
During the investigation at the scene of the fire (CHS)
- senior leader. the driver is oriented not only on his personal professional skills, but also on the given navigator (traffic congestion, traffic jams, temporary road works, etc.);
- the possibility of the presence of units to the place of the emergency with different sides of the street, which allows to prevent the accumulation of special vehicles in the place of accumulation of forces and means, as well as a trouble-free exit from the place of occurrence of car accidents;
- The chief of the shift, the commander of the crew has the primary information about the object. He is the owner of information on the location of artificial reservoirs (artificial and natural water bodies, hydrants), on the location of objects of vital activity and interaction;
- units that came from neighboring districts, oblasts receive accurate information on the location of water sources.

As a result of research of scientific work of leading specialists in this direction[5,6,7] and on the basis of the analysis of the service activities of fire and rescue units of the Andijan Regional Emergency Situations Department offers the following:
1. For the fulfillment of the task and the implementation of the necessary national creationsearch-informationcartographic and informational software, or the use of already created and verified timesearch-informationx cartographic and information software tools, indicated earlier;
2. Provision of fire, rescue, service vehicles with electronic devices (tablets), connected to the Internet or with installed cards and other data to be able to use the program online;
3.Use of all primary and personal smartphones with one search-informationcartographic and informational software;
4. Connection and implementation of software support in subdivisions of mutual services (duty, operational points, parts, duty crews);
5.Regular update of data (congestion of roads, traffic jams, temporary road works, updating of street names, availability and condition of artificial, natural water bodies, hydrants, introduction of characteristic new objects).
