The article attempts to analyze the state of modern civil society in Russia in the context of the current epidemiological situation. The directions of destructive influence on Russian citizens in order to cause discontent with the policy of the official authorities are determined, the conclusion about the implementation of a long-term strategy against the Russian society, which is an integral part of the "hybrid war" of the united West led by the United States against the Russian Federation is made.

The article attempts to analyze the state of modern civil society in Russia in the context of the current ep-idemiological situation. The directions of destructive influence on Russian citizens in order to cause discontent with the policy of the official authorities are determined, the conclusion about the implementation of a long-term strategy against the Russian society, which is an integral part of the "hybrid war" of the united West led by the United States against the Russian Federation is made.

В статье предпринята попытка анализа состояния современного гражданского общества в России в контексте сложившейся эпидемиологической ситуации. Определены направления деструктивного воздействия на российских граждан с целью вызвать недовольство политикой официальных властей, сделан вывод о реализации долгосрочной стратегии в отношении российского социума, которая является неотъемлемой частью «гибридной войны» объединенного Запада во главе с США против Российской Федерации.

Introduction. Attempts to use civil society in the interests of geopolitical confrontation have been known for a long time, which becomes especially relevant during the anthropological crisis [1, p.75]. The formation of the necessary public opinion on the territory of the geopolitical rival is an important factor in conducting a successful policy towards it in the era of hybrid wars [2, p. 90]. In the conditions of the world epidemic the USA staked on the creation of the vaccine and the monopoly position with its delivery to all countries, which would allow the Euro-Atlantic region to earn not only economic but also political capital. And in this case, the image of a country where its version of democracy serves as a guarantor of any social problems would be successfully promoted. Today Western politicians understand that their bet on the creation of an exclusive drug against the epidemic has not played out and begin to influence the population of other states, including Russia, by other means, actually blackmailing the inability to travel freely around the world [3, p. 27-28].

Competition in the production of coronavirus vaccines has reached a climax. Huge sums of money are at stake, and the rights of citizens to health care, and sometimes the right to life itself, are only remembered by the controlled media when it is necessary to form the necessary public opinion. It comes down to the ridiculous. "In Europe, they begin to strike while the iron is hot, not caring much about the technology of the process.

The Russian vaccine Sputnik-V is not allowed on the European market under the pretext that it has not passed the third stage of testing and cannot be certified under European rules. At the same time, the practice of vaccinating the population in the U.S., China and Europe with drugs that also did not pass the third stage and have negative side effects has begun, but they are declared "politically correct", while the Russian vaccine is recognized as a "hybrid weapon". The topic of the need to supply the population (first in civilized Europe) with biometric passports, which will reflect the picture of vaccination, which allegedly opens up the possibility for European residents to move within the European

Union and beyond it, when there is a more favorable, in terms of epidemiological situation. This very topic is picked up by some Russian mass media and certain politicians, linking it to the fact that as soon as Russia begins to introduce biometric passports following the example of the EU countries, barriers for the admission of the Russian vaccine to Western markets will be removed, and Russia will get the opportunity to join the practice of civilized countries, and Russians will be able to move freely around the world. True, they are silent about the fact that most of our citizens (not living in Moscow, St. Petersburg and other major cities) are unable to travel not only abroad, but also within the country, due to the difficult socio-economic situation, and the whole picture of vaccination is reflected in the medical card of the nearest district clinic and does not require a special document. On this basis, it can be assumed that the campaign for the introduction of biometric passports, gaining momentum against the background of the grave epidemiological situation in Europe, is intended not only to reflect the picture of vaccination against "covid", but also other hidden objectives related to the hybrid war against the Russian society [4, p. 135].

Main part. Against the background of such politicized covidal hysteria associated with bio-metric passports, voices about the inevitability of "voluntary vaccination of the population" not only abroad, but also in Russia are becoming louder and louder. However, methods are often used that run counter to the very notion of vol-untariness, which discredits the need for vaccination for population groups that find themselves in the "risk zone". The need to participate in "voluntary" vaccination in this case is associated with the possible unblocking of social cards for certain categories of citizens after their vaccination, as well as with the requirements of carrier companies and representatives of travel agencies on the need to vaccinate passengers and availability of documents confirming vaccination, etc., which provokes discontent of the population in our difficult times, provoking an emergency situation [5, p. 26]. At the same time, it is already announced that medical workers, employees of educational institutions, etc. fall

under the priority vaccination. And as a result it turns out that the very concept of voluntary vaccination goes into the background. Those who, for one reason or another, have not been vaccinated are in danger of losing their ability to move freely within and outside the country, their employment, or even possible dismissal. It turns out that healthy citizens or those who, on the contrary, cannot vaccinate for health reasons, become unwanted, outcasts and marginalized. And if we assume that the biometric passport, the propaganda for the introduction of which is growing, should reflect not only the picture of vaccination, but in the long term the entire biological picture of its owner. This means that in conditions when the human genome is being successfully deciphered, perhaps the heredity picture will also be reflected, including the predisposition of the holder of such a passport to certain diseases.

Given the fact that modern society is divided on the basis of property, the existence of such passports, which will gradually begin to be required in addition to the usual (or instead of the usual) not only at border crossings, but also when hiring, will lead to the cruelest discrimination on the basis of biology. It is unlikely that an employer would be interested in signing a contract with an employee prone to cancer, diabetes, mental illness, etc. Why would he want to deduct money for health insurance and temporary disability certificates? Any employer needs those who will bring him the maximum profit at the minimum cost. This is the law of the market and no one has cancelled it. This will devalue the hard-earned specialist diploma (it will never pay off due to employer refusal). Of course, the "biologically culled" employees will be rejected not because of their health condition, but for other reasons, which will not have legal consequences. Where can a biometric passport holder who is not in good health and is not burdened with hereditary diseases use his abilities? Needless to say, how will the illegal organ donation market grow with the introduction of such passports?

Now about the creation of a database of personal data of vaccinated people (in the long term, holders of biometric passports) and exchange between states when citizens cross the border. At the moment such a base can be created, but on an imported platform.

This raises questions: Where will personal data be stored? How will access to the database be ensured within and outside the state? And if the "voluntary and compulsory" practice of vaccinating the population continues, the database will also contain the data of representatives of the power block. Let us imagine a situation where the enemy can simply gain access to the database to identify an intelligence officer or an operative. Gone are the complicated operational developments on introduction, legalization and even changing the appearance by means of plastic surgery. Identification can be done at the gene (biological) level. Maybe the need to vaccinate certain groups of the population will push the state to the inevitability of creating its operating system and national digital platform? By doing so, we will begin to create and preserve the digital sovereignty of the country in a broad sense. We are already seeing from the example of the United States how big technology companies behave in the era of hybrid wars and how they take the president himself, thousands of his supporters out of social media with one click. And this could possibly come to us as well. After all, we are already denied the use of our digital product (Microsoft's refusal to supply software and its programs to the Bauman Moscow State Technical University due to new export restrictions imposed by the U.S. government in the summer of 2020 against Russia, China, and Venezuela), and what prevents it from being used against Russia already supplied? [6, c. 196197].

Note that disturbing trends that threaten the very existence of man are increasing. The actual destruction of the traditional family and morality, the erasure of boundaries between the sexes. A rigid division by property, which is supplemented by a division, in the long term, by health status. Europe is turning into a testing ground for technologies to transform society, and the only way to survive and continue its existence is to rely on traditional values. Do we need such a "civilization," which in the long term threatens the very existence of Russian society? Does a society that culls the weak and sick have a chance to survive? The sad experience of Sparta does not seem to have taught the followers of the creation of a "super-civilization" (Hitler, too, fought for the purity of the race, destroying the "inferior"). And as for constant discussions about how Europe would look at the absence of

biometric passports for citizens of Russia and the former Soviet Union, the very raising of such a question indicates at least the lack of independence of people who position themselves as politicians and, moreover, the lack of independence of foreign and domestic policy of the State where all their actions are being checked with respect to how their partners (geopolitical opponents) would look at them. With Russia having been declared an enemy on the level of official documents, it is quite obvious that one should not expect any breakthroughs in the US-Russia diplomatic discourse. However, it should be noted that Russian diplomacy has not allowed such passages at the official level. And despite the growing Russophobia on the official level in the West, there is an opportunity to counter it on other levels. This is the level of so-called people's diplomacy, which in the conditions of the epidemic (which has no end in sight) can be connected to the promotion in the public consciousness of the population outside Russia of the possibility of vaccination with Russian "Sputnik-V". And in this case, the moment is extremely advantageous to promote the image of Russia in a situation when vaccines developed in the West and the East have shown their insufficient effectiveness. And despite the fact that the Russian vaccine has been declared a "hybrid weapon," NATO countries have failed to provide their populations with sufficient doses and to deploy mass production of a safe vaccine. Forty-two states have registered the Russian drug and entered into relevant supply agreements with the Russian Federation, and this trend is growing. It is indicative that Italy, at the same time, blocked the delivery of 120,000 doses of the vaccine to Australia on the grounds that the Italians themselves lack the drug. The situation is repeated when the European Union forgot about collective interests and fundamental values and began to act according to the principle "every man for himself," which is especially relevant today for the Euro-Atlantic region.

It is obvious that the vaccination policy in Europe will be exactly the same and in these conditions, against the background of the successful solution of the vaccination problem in Russia, it would be correct to start promoting the possibility of vaccination with the Russian medicine to the population of those states, which officially demonstrate their anti-Russian policy and conduct an information war against the Rus-

sian Federation. This refers to the organization of medical tourism (short two-week tours to the territory of the Russian Federation sufficient for vaccination). For this purpose it is necessary to take a set of rapid measures related to visa facilitation and security of both medical tourists and Russians. At the same time medical control at airports and other checkpoints on the territory of the Russian Federation should be implemented at the highest level. Medical tourists, who have a suspicion of "covid," must be deployed, in full compliance with the rules of medical safety in force in the EU. The population of NATO countries, will have the opportunity to see Russia with their own eyes during the medical tour and will be convinced of the tendentious information policy regarding it. And in this way several problems are solved simultaneously. Medical tourists, firstly, spend two weeks on the territory of Russia, which has a beneficial effect on the economy, and secondly, they get an opportunity to convince themselves of the falsity of anti-Russian propaganda regarding the "Russian military threat. Thus, when they return home, they leave with a reverse picture, which, in the end, will have a beneficial effect on the country's image.

It seems that Crimea would be the best place for such a region of "medical tourism" (at a time when Europe is again closing its internal borders). On the one hand, it would serve as a good economic stimulus for the region (a full load of sanatoriums, rest homes, private hotels and guest houses, including out-of-season ones).

On the other hand, "medical tourists" returning from Crimea would introduce a dissonance in society, which had been treated by the media in a Russophobic spirit, about the "occupation of Crimea" and the "desire of its population to return to Ukraine.

In view of the special situation in Ukraine, whose official authorities openly pursue an anti-Russian policy with a complete inability to ensure the medical safety of its population, it would be possible to consider the option of vaccinating those who wish directly at checkpoints (checkpoints) by deploying appropriate forces there (on the borders of the DNR, LNR, and Crimea). Given the situation with vaccination in Ukraine, there will be more than enough people willing to be vaccinated. Naturally, the opportunity to vaccinate participants of the ATO, law enforcement officers and those who are known

for Russophobia will be blocked (thanks to the information base, a stop-list can be created). Emphasis should be placed on the general population, who in the current situation in Ukraine have no choice. For certain categories of the Ukrainian population who cannot afford to pay for vaccinations, a free vaccination regime could be considered. The official media of Ukraine (which has been subjected to a total sweep) and the media of NATO countries, if they wish, will not be able to silence it.

Conclusion. In summary, the use of excessive doses of the drug to organize "medical tourism" to the Russian Federation, provides a unique opportunity not to justify ourselves to the collective West for the fact that we were able to create and deploy mass production of the vaccine, but to make it an element of soft power. And let, under these conditions, Europe continue to demand biological passports from each other (in which only their vaccine is recognized). The Russian drug will get a chance to enter the territories of such countries not through the official level, but at the level of "people's diplomacy. Why not? Russia itself, the fact of its existence irritates geopolitical competitors, who are trying to achieve their own, then with weapons in hand, then trying to "strangle in their arms" by an imaginary concern for the well-being of Russians. The Russian vaccine, according to our partners, must not reach the European markets (as well as all other goods, with few exceptions). It's not about the vaccine and the corresponding mark in the passport. If there is no marking, any other reason will be found.

To summarize we can explain that the attempts to promote democracy on the territory of Russia by the Western model, now using the epidemiological situation increasingly meet resistance not only at the official and political level, but also at the level of the main part of civil society, which actualizes the information security of the individual, especially in the period of the crown crisis [7, p. 50].

Civil society, as a sphere of self-government, on which the influence of the state is minimal, does not accept pressure on any grounds, including the presence (or absence) of biological passports, which are issued subject to vaccination with any drug other than the Russian Sputnik. It can be summarized that the continuation of such policy will increasingly cause a negative reaction in the Russian society, which initiates the

formation of axiological attitudes based on the

priority of national interests rather than universal

values [8, p. 98].
