STRATEGIC ISSUES OF IMPROVING SPIRITUAL AND EDUCATIONAL ACTIVITIES IN THE REPUBLIC OF UZBEKISTAN

Abstract: The article highlights the importance of strategic issues in the development of spiritual and educational activities in the life of Uzbekistan and the importance of spiritual and educational activities in the development of society.

INTRODUCTION
By the years of independence in the Republic of Uzbekistan, strengthening the spiritual and enlightenment foundations of society, implementing the basic concepts and principles of national independence, increasing the sense of involvement and responsibility for the fate and future of our country, especially in the hearts of our people, ideological immunity. a system of propaganda was formed and certain work was done. However, "In today's world, the processes of globalization are intensifying and new threats and dangers to peace and stability are increasing. Such a complex and dangerous situation requires a critical assessment of the work done in the field and the improvement of its activities in line with modern requirements.

The fact that advocacy efforts to prevent cases often do not yield the expected results requires serious attention to these issues.

METHODOLOGY
President of the Republic of Uzbekistan Shavkat Mirziyoyev said: "Our spiritual directions should be ten steps ahead of economic ones. Then the big plans and programs that we are doing now will come true, "the methodological principle justifies the role, place and importance of the functions of spiritual and enlightenment activities. These ideas, as one of the main foundations for the renewal and development of Uzbekistan, lay the foundation for strengthening and developing the spiritual heritage of our people. The spiritual and enlightenment work carried out today plays an important role in the implementation of the Action Strategy based on the five directions of development of Uzbekistan, the development of national thinking, building a civil society based on the harmony of universal and national values.
The spiritual and enlightenment activities carried out in our country are primarily based on the spiritual and enlightenment heritage of our people. Because this heritage is a national ideology, a solid source of our spirituality. Therefore, in the context of spiritual and educational tasks, the establishment of practical education that inculcates in our minds the national ideology does not lose its relevance. National ideology is essentially a social pedagogical, technological mechanism, an integral part of spiritual and educational work - based on ideological education and persuasion of a particular idea; to organize; mobilization; spiritual stimulation; ideological upbringing; formation of ideological immunity; involves basic tasks such as being an action program.
Spiritual education, first of all, envisages the achievement of our national idea in the personal, practical qualities (social skills) of the population and youth. However, some concepts, ideas may be close to the heart, influential, while others may remain only at the level of information, knowledge, and do not become beliefs. Belief arises as a result of the synthesis of generalized facts and data, knowledge. Belief, as the knowledge that has become the inner position of the person, determines a person's attitude to the world, the Motherland, the nation, guides his behavior and activities. The result is a belief, that is, "... a conscious need to motivate a person to act on the basis of his own system of values."
In the Address of the President Shavkat Mirziyoyev to the chambers of the Oliy Majlis and in his subsequent speeches, specific social orders were given to cultivate a single science of education - pedagogy, faith in work, devotion to the Fatherland. Including,

DISCUSSION AND RESULTS
The main goal of spiritual and educational work is the implementation of a national strategy to maintain a stable socio-spiritual environment in the country, building a democratic state governed by the rule of law and a strong civil society. government and non-governmental organizations, local authorities, enterprises, organizations and institutions, law enforcement agencies, veterans' councils, structures of the Uzbek Youth Agency and other organizations and structures engaged in spiritual and educational work in the country.
Spiritual and educational work is carried out on a regular, systematic and scientific basis, and governmental and non-governmental organizations, as all subjects of this activity, are responsible for its effectiveness.
The main subjects of spiritual and educational work are:
• state and local authorities;
• non-governmental non-profit organizations and civil society institutions;
• parents;
• Uzbek Youth Agency;
• system of continuing education;
• cultural and sports institutions (theater, museums, historical monuments, cinemas, libraries, parks, etc.);
• mass media, literature, art institutions; children's health camps, etc.
Objects of spiritual and educational work - all citizens, works of the Republic
of Uzbekistan, regardless of nationality, language, sex, social affiliation, in particular, include:

The main technological principles of spiritual and enlightenment work are scientific, systematic, historical, accuracy and speed, continuity, continuity, reliance on real-life examples, harmony of educational work, consistency of the propaganda process, positive results and achievements in spiritual and enlightenment work.
Technological components of spiritual and enlightenment work - a method aimed at the formation of the necessary socio-political, ideological and moral, moral knowledge, skills, abilities, competencies and strong ideological immunity, high spiritual and moral qualities, affecting their consciousness, psyche and activities. means style.
- The content of the technology of spiritual and educational work consists of the following areas: in the family, preschool, secondary schools, higher and secondary special education institutions, military units, as well as in cooperation with local governments, all state and public organizations:
- Promoting the essence of large-scale reforms, the importance of the adopted legislation and state programs among the general population, ideological and information attacks against our country, exposing the motives of the forces behind them, urging citizens to be vigilant and vigilant;
- Development of effective mechanisms for the preservation, respect and conscious development of the monuments of our national spirituality among various segments of the population, in particular among the youth;
- the use of effective mechanisms for the realization of human potential in our country, the widespread promotion of human capital development processes;
- to convey to our people the great contributions of our great thinkers to world civilization, and on this basis to cultivate a sense of national pride;
- To comprehensively stimulate the interest of the country's youth in various fields of art, fan culture, to raise the importance of cinema and theater among various segments of our people, to establish systematic activities to ensure its popularity;

- Targeted organization of large-scale economic propaganda work under the motto "If the people are rich, the state will be rich" with the involvement of well-known scientists of the republic through the "Marifat" propagandist society, conducting practical trainings to promote active entrepreneurship in mahallas, making videos, booklets;
- Systematic organization of propaganda through the website and social network pages of the Republican Center for Spirituality and Enlightenment;
- Establish effective activities based on the study of the spiritual needs of different segments of the population for propaganda products on historical, social, spiritual and political issues;

- Development of spiritual and propaganda programs coordinating the activities of ministries and departments of the Council of Spirituality and Enlightenment of the Republic;
- Establishment of scientific and creative studios to promote the rich spiritual and cultural heritage of our people in the country and abroad;
- Organization of work on the creation of documentaries and feature films, as well as educational films for children, adolescents, youth and adults, dedicated to the promotion of national spirituality and educational topics;
- Regular monitoring of the activities of social networks, print and electronic media, the establishment of systematic counter-propaganda against harmful ideas, the formation of public opinion;
- Preparation of a series of programs and programs on spiritual, educational and moral education in cooperation with the NTRC of Uzbekistan and the TV channels of the Association of Non-Governmental Electronic Mass Media;
- to study the state of the spiritual and moral environment in organizations, to conduct systematic sociological research in this regard;

CONCLUSION
From the socio-pedagogical point of view, the issue of effectiveness and criteria of spiritual and educational work has a topical technological significance. spirituality of the population, youth, the involvement of society in reforms in the country, confidence in the future, ideological immunity against ideas. The effectiveness of spiritual and educational work has been developed with the participation of the author and regularly analyzed through the "Map of the spiritual and educational environment in the regions", which was introduced in 2017 by the Cabinet of Ministers.
One of the main criteria for the effectiveness of spiritual and educational work - The work is determined by the degree to which the spiritual requirements of society to the younger generation are in harmony with the content, form, style and technology of spiritual and educational work.
The expected result of the socio-technological approach to spiritual and enlightenment work is reflected in the increase in the effectiveness of spiritual and enlightenment work in society, the high spiritual and moral qualities of the population, civic position, activism in the implementation of the Action Strategy.
Consistent implementation of spiritual and educational work will raise the morale of the citizens of the Republic of Uzbekistan, provide our youth with modern knowledge and high competencies, strong will, active citizenship.
