Annotation: This article focuses on local government, public situation, democratic principles in public administration and their place in government in the epoch of Amir Temur and the Temurids, which played a prominent role in the history of the Uzbek state.

Key words: History, the era of Timurids, prince, monument, creativity, memorial, madrassah, shrine, spiritual and cultural heritage.

It is well known that the discoveries of the great renaissance of Oriental Renaissance in Central Asia in the IX-XII centuries, the advancement of science and culture, subsequently influenced the development of various spheres of social life of the last centuries, including the times of Amir Temur. It was also important for Amir Temur to create a unique and powerful state in Movarounnahr, and to ensure peace and tranquility. However, there were also several factors that influenced the development of the Amir Temur state, one of which was the idea of the Bahauddin Nakshband sect of the ideology of the time of the Amir Temur, and the fact that the Leader was the direct leader of the development of culture and spirituality.

The role of the ideology of the Nakshbandiya in the formulation and decisionmaking of Amir Temur's state has a significant significance. In particular, the principle of "rosti rusti", which reflects the principles of Naqshbandiya, is based on the definition of state policy and its practical implementation. "Rosti-rusti" is truth, order, justice, in all matters, in the relationships between people, in general, the truth in life, that justice should be guaranteed, that means.

Sakhibkiron is well-known for his advancement and clarification of this idea: "Justice is not power, but power." He also discovered a non-public rule in the peoples experience. He created his work"Temur's Ordinances" on this basis and adhered to this rule throughout his lifetime. State policy based on the criterion of fairness required that all aspects of management be adapted to that criterion. In Amir Temur, the major and minor boards that fit the current parliament are based on this requirement.

The great council was summoned to Samarkand in the palace of Amir during peace. It was attended by Amir Temur's cousins, representatives of the high priests, ministers, chiefs, beggars, rulers, nationals, chiefs, commanders, commanders, officers, officers and commanders. The Council discussed important issues of the

country's life. The closest members of the Amir Temur District were the smaller members. It discusses issues related to transposition into far-off countries. The issues that arose between these meetings were also solved through counseling, debate and councils. In such cases, Amir Temur consulted with government officials, scientists, and experts in certain fields. It is not surprising, therefore, that Amir Temur understands that "nine percent of the work of the kingdom is a matter of counsel, and of the council, and of the remainder by the sword".

The fate and prosperity of the country depends largely on the functioning of the central government, its urban, regional, district, and large small towns, and the fact that the officials serving in those institutions and establishments are also generous, faithful, entrepreneurial regarded as dependent. Amir Temur. In his opinion, the ministers of the executive branch of the government should have four qualities:

The first is the original and clean generation;

The second is intelligence;

The third is the awareness of the condition of hypocrisy and good attitude toward them;

Fourth, patience and peace.

Amir Temur entrusts local authorities with good businessmen to protect them from the oppression of property and taxpayers, to protect the country, and protect the trade caravans through the province. It is very important that the said: "I have commanded that you should abstain from raising your wealth, putting them in a difficult position, or letting the country down to poverty. Neglect of competition will lead to the poorest state treasury. The depletion of the treasury will lead to the division of the army. The division of the power, in its turn, weakens the sovereignty."

The system of Timurid state is divided into two parts: legislative and executive. The legislature called the congress. The congress was mainly attended by the leaders of the major Turkic tribes, and was called upon the supreme ruler at any time. The Congress discussed and legitimized matters such as the war and the ceasefire and the election of the supreme ruler (king, khan). The executive system consisted of the Governing Body and other supreme state administrations. The executive system of the state has implemented the decisions made by the congress, the decrees of the king, and the daily work of the state.

Most importantly, Amir Temur secured the rule of law in the state. It is well known that the conduct of state affairs on the basis of fairness requires a strong discipline. Amir Temur formed a powerful state court to rule his reign, set up a clear order of action. The person who broke the order did not suffer any punishment, and the rights and obligations of every official were strictly defined. The violators of the rights of citizens, thieves, robbers are punished with brutality. Misuse of abuse, corruption, domestic violence, and especially those who have been involved in such abusive offenses have been severely punished.

In the Sahibkiran state, the law was equally applicable to all, including the minister, the ruler, the governor and the prince. Sharafiddin Ali Yazdi's Zafarnoma

states that Western Iran and Azerbaijan's mayor, Mironshoh Mirzo, have been dismissed for refusing to pay attention to public affairs and some of his surroundings have been sentenced to imprisonment. Prince of Persia Pirmuhammad Sultan was dismissed from office for allowing slavery during the seven-year war (1399-1404). As a result of the introduction of such policies in the state policy, stability, peace and calm in the country are decisive, which, in turn, was a great characteristic of the justice of Nakshbandiya, which has led to the development of society and society. It should be noted that until the time of Amir Temur the Uzbek statehood passed 100 years of development. Thus, it is possible to conclude that the period of the Amir Temur period is based on a certain tradition, experience, lessons, laws.
