The article aims to contribute to the continuous reflection on the integration of technology into education. In order to achieve this aim, I will try to demonstrate the importance of use technology in blended learning and online education. Technology has revolutionized the field of education. The importance of technology in schools cannot be ignored. In fact, with the onset of computers in education, it has become easier for teachers to impart knowledge and for students to acquire it. The COVID-19 pandemic is quickly demonstrating why online education should be a vital part of teaching and learning. By integrating technology into existing curricula, as opposed to using it solely as a crisis-management tool, teachers can harness online learning as a powerful educational tool. Technology in education does not include only teachers /lecturers and students’ interaction and role of technology in teaching. Moreover, technologies have been used as a major extent in governance and administration of educational institutions. Role of ICT has become one of the biggest in effective management of educational institutions. This paper aims to describe and prove the importance of technologies in education and governing educational institutions.

ROLE OF TECHNOLOGIES IN EDUCATION

Abstract. The article aims to contribute to the continuous reflection on the integration of technology into education. In order to achieve this aim, I will try to demonstrate the importance of use technology in blended learning and online education.

Technology has revolutionized the field of education. The importance of technology in schools cannot be ignored. In fact, with the onset of computers in education, it has become easier for teachers to impart knowledge and for students to acquire it.

The COVID-19 pandemic is quickly demonstrating why online education should be a vital part of teaching and learning. By integrating technology into existing curricula, as opposed to using it solely as a crisis-management tool, teachers can harness online learning as a powerful educational tool.

Technology in education does not include only teachers /lecturers and students' interaction and role of technology in teaching. Moreover, technologies have been used as a major extent in governance and administration of educational institutions. Role of ICT has become one of the biggest in effective management of educational institutions.

This paper aims to describe and prove the importance of technologies in education and governing educational institutions.

Our society is witnessing exponential growth in the capabilities of educational technologies. The growth is a result of increased sophistication of software programs, special educational and management platform for teaching and leading the staff more effectively and easily. COVID-19 Pandemic, which started in 2019, has highly demonstrated importance of use of technologies in educational field. Having faced with a pandemic challenge to switch the completely educational system onto online from real classrooms, many schools and other educational institutions appeared in uncertainty how to manage with the situation. In some of them, a number of students has significantly reduced because of dissatisfaction of online education, which means that the quality of work, done for changing onto online education, was poor. Within a big stress of employees, some educational institutions were not able to lead the staff online as far as the administration was not ready enough to make a crisis management plan and make quick decisions of change. Only one formulation exists how educational field has to survive in this situation. It is "Technologies + Content = effective education and management". By this formula it is considered that the schools and other educational institutions have to create a specific management plan, where the administration and top management will focus on effective use of technologies for giving education and leading the staff. Hence, the role of ICT in facilitating governance and administrative functions is becoming huge, but not the most important. Within the ICT, it is vitally important for the senior management and administration of educational institutions that not everything, what was done in real classrooms and offline working process, can be done online. In this situation, top management and the administration should clearly change the content of the online work and education in order to make it appropriate and suitable for students and

employees. Those who managed to integrate correct content with effective use of technologies, were able to survive in the war of pandemic.

There are several ways what the educational institutions management do in order to integrate technologies effectively for providing high quality education and leading the staff.

As far as any educational institution's main aim is to provide good level of education, in this part of the article, first, I will consider role of technologies in educational direction.

Role of technologies in education

There are several ways how to support effective implementation of technologies in education. Firstly, it is an access to the technological equipment or connectivity. If a teacher's school/ educational institution does not possess adequate computers and fast internet connection, the implementation of educational technology is not feasible. Secondly, it is competence of educators to use technologies in education. If teachers are not provided effective professional development on new technologies, they will not be capable of using it to its full potential. Moreover, these are the factors related to the support constraint. Support barriers to technology integration include inadequate technical support and administrative/peer support. Finally yet importantly, I would mention educators' attitudes and beliefs. If educators do not understand the importance of technologies in education, they are more likely to persist using methods that are more traditional. Closely related to the attitudes and beliefs, teacher resistance may present a barrier to technology integration.

In order to implement technologies in education effectively, firstly, it is vitally important the school top management to understand the necessity of providing staff with appropriate technological equipment and

support the personnel with effective and competent trainings.

Trainings should include not only the theoretical part, but also practical assistance to work with teachers and in case of necessity provide them with the efficient practical support while planning the lessons, uploading the material onto the platform, checking online homework and in all other aspects. Administrators should help teachers gain the competencies needed to enhance learning for students through technology. Additionally, technology in the classroom should make teachers' jobs easier without adding extra time to their day. Educators should see that technologies help them make teaching more enjoyable, easier and effective rather than time consuming and something unnecessary. The most difficult part is educators' attitudes and beliefs. As far as it goes deeper to the human's mentality issue. It is important while training educators to train them not only in direction of using technologies, but also demonstrating why technologies make education more effective. If teachers do not see it themselves, they will never feel the importance of this tool.

Firstly, educational technology can foster collaboration. Not only can teachers engage with students during lessons, but students can also communicate with each other. At home, students can upload their homework, and teachers can access and view completed assignments using their laptops any time at any place from any gadget.

In addition, technology allows 24/7 access to educational resources. Students can reach the materials they need to revise any time. Another benefit is that students can learn at their own pace. When they need to review class material to get a better understanding of essential concepts, students can review videos and other materials uploaded by teachers. Moreover, there are many online educational games and activities, which help teachers, plan their lessons in much more interesting and enjoyable way rather than traditional planning. The most common mistake what educators make in online education is that they just copy paste the activities they used in classroom. It is important to understand that online education is not only a different style of teaching, but it is different way of thinking how to teach. Methods, activities and approaches also must be different and adapted to online education.

While speaking about online education, we need to notice that education is not only teachers and students interaction. Online education is an amazing chance for teachers to develop themselves professionally. For that they can attend different teaching trainings online in order to save their time and money; teachers observation have become much more effective and accessible, so managers should use online education for more masterclasses, peer observations and workshops. While helping each other with professional development, teachers and educators will understand more and more effectiveness of online education with their students.

To sum up, technology has profoundly changed education. Technology has begun to change the roles of teachers and learners. In the traditional classroom, the teacher is the primary source of information, and the learners passively receive it. This model of the teacher as the "sage on the stage" has been in education for a long time, and it is still very noticeable today. However, because of the access to information and educational opportunity that technology has enabled, in many classrooms today we see the teacher's role shifting to the "guide on the side" as students take more responsibility for their own learning using technology to gather relevant information.

E Governing of educational institutions / role of technologies in management.

Educational governance today increasingly needs to be understood as digital educational governance. The monitoring and management of educational systems, institutions and individuals is taking place through digital systems that are normally considered part of the backdrop to conventional policy instruments and techniques of government; technical systems that are brought into being and made operational by certain kinds of actors and organizations, and that are imbued with aims to shape the actions of human actors distributed across education systems and institutions. In internal administration, the use of technologies has been recognized on a comprehensive scale. Educational administration is the process, by which methods, principles and procedures are put into practice within the educational institutions. It is vital for the individuals to carry out these functions in accordance to the goals and objectives. When the individuals are carrying out the governance and administrative functions, they need to ensure that they are able to achieve academic goals effectively. (Oyedemi, 2015). Today technologies in managing educational institutions can be used not only as a way of effective communication, but also correct time management, effective planning and decision making and objective measurement and monitoring tool.

Nowadays, in the era of timeless, effective and fast communication is one of the most important in management. People should have a free and fast access to necessary information. The communication processes between the individuals within the working environment is an easy and less time-consuming

process. The individuals are able to access various forms of technology. In other words, connectivity is promoted among departments through technology and they are required to work in greater collaboration and integration. Through the use of technology and internet, the individuals are able to acquire information and augment their understanding in terms of concepts and fields. It facilitates organizational learning and adaptation to the changing global environment by the way of partnership, participation, information sharing and delegation.

The planning and decision making process should be a transparent process. Planning is effective when the previous job is analyzed correctly and strengths and weaknesses are discovered in order to set correct preventive actions and make an effective and new action plan. To say in other words, planning cannot be effective without work analyzes. If in the past managers had to hold meetings and write papers in order to involve the employees in analyzing and planning and inform them about the organization's strengths and weaknesses, now, with use of technologies, it can be done with use of much less time and energy. However, the involvement of the staff and working process can be much more interactive, transparent and objective.

Another very important management and governing tool is processes' measurement and observation. Peter Drucker says: "If you can't measure it, you can't improve it". In management, without improving processes, business will never grow and if in other businesses, this process will mostly be painful for the company, in educational institutions it will be painful not only for the organization, but for the country too. If we do not measure, we will not be able to improve and develop education level and quality of work. To look at this issue from another point of view, measurement tools and monitoring feedback must be very transparent and accessible for the employees. They should be helpers for the employees to develop professionally and be very transparent.

To sum up, role of technologies in education is huge and we can highlight some main features:

a) Improved education system

The quantity and quality of output from education system has been substantially improved with the introduction of e-governance in this sphere. An integrated e governance system can enable the authorities to analyze the performance of one of the best performing institute in related field and compare it with other colleges to identify the gap areas. It will be help in the betterment of the higher education in the country and increase the number of employable students.

The implementation of the e governance has been able to provide the management of the educational institution information about the areas of concern so that adequate action can be taken.

Enhanced Teaching Tools

There has been rapid development in learning technologies so as to turn them to advantage in learning. A student who is learning in a way that uses information and communication technologies (ICTs) is using e-learning. The changing role of lecturers, the

changeable learning environment and the design of e Learning facilities all contribute to a potentially more flexible organisational structure. The online methods enable more effective education and offer significant advantages over traditional teaching methods. This has been possible by technological implementation based environments such as bulletin boards, virtual lectures and e Libraries. In an eLearning environment lecturers can offer constant educational support, as students are able to communicate with classmates and lecturers, visit web sites and view course material regardless of their time and location.

Centralised Information:

E-Governance has provided electronic information infrastructure to simplify service delivery, reduce duplication, and improve the level and speed of service at a lower cost. It allows for creating, managing, and sharing information electronically among the various university/collage departments and the different courses offered by them. This avoids manual transcription and re-entering of the same information repeatedly when- ever a student goes to a new university/collage department for some services.

Anywhere, Anytime Information

Delivery of public domain information to students can be done without any official and student interaction. Students can obtain information related to university processes and procedures through an online system without interacting with any university official.

Effective management

All mentioned above - simplified planning and decision making process, saving time, effective working procedure, peoples' involvement, transparent monitoring and objective feedbacks make a circle of effective management - when people act according to the requirements and interests of the organization they work in and they do it with a big desire and determination.

So, Technology is a powerful tool that can support and transform education in many ways, from making it easier for teachers to create instructional materials to enabling new ways for people to learn and work together. With the worldwide reach of the Internet and the ubiquity of smart devices that can connect to it, a new age of anytime anywhere education is dawning.

Educators and top managers should adapt to the change of education and implement changes as soon as possible and as effective as possible. As George Bernard Shaw said, "Progress is impossible without change, and those who cannot change their minds, cannot change anything."

Summary. The article is devoted to the analysis of work on the formation of ethnomusical culture of student youth in the bandura chapel of the Humanitarian and Pedagogical Academy (Yalta branch) of the Crimean Federal University named after V.I. Vernadsky. The author of the article examines the features and possibilities of the formation of ethnomusical culture in the process of performing activities of a creative folklore collective. The main approaches of the study made it possible to identify the conditions for the formation of the ethnomusical culture of student youth that are not limited by the program norms of the educational process, fixed educational standards, and provided with additional opportunities in the field of cultural, educational and musical performance. In the course of the research, the specificity of the work of the bandura chapel as a creative space for educational and professional developmental polylogue in the field of folk musical traditions and cultural practices was revealed. Diversified and systematized work carried out by the author, artistic director of the collective, in this direction for more than ten years, makes it possible to ascertain the effectiveness of the developed conditions and types of work with student youth, which also determines the practical significance of this research in modern conditions of finding a solution to the problem of the formation of ethnomusical culture.

Аннотация. Статья посвящена анализу работы по формированию этномузыкальной культуры студенческой молодежи в капелле бандуристов Гуманитарно-педагогической академии (филиал г. Ялта) Крымского федерального университета имени В.И. Вернадского. Автором статьи рассматриваются особенности и возможности формирования этномузыкальной культуры в процессе исполнительской деятельности творческого фольклорного коллектива. Основные подходы исследования позволили выявить условия формирования этномузыкальной культуры студенческой молодежи не ограниченные программными нормами учебного процесса, закрепленными образовательными стандартами, и обеспеченные дополнительными возможностями в области культурно-просветительской и музыкально-исполнительской сферы. В ходе исследования была выявлена специфика работы капеллы бандуристов, как творческого пространства для образовательно-воспитательного и профессионально-развивающего полилога в сфере народных музыкальных традиций и культурных практик. Разноплановая и систематизированная работа, осуществляемая автором, художественным руководителем коллектива, в данном направлении в течение более десяти лет, позволяет констатировать результативность выработанных условий и видов работы со студенческой молодежью, что определяет и практическую значимость данного исследования в современных условиях поиска решения проблемы формирования этномузыкальной культуры.
