RIGHT TO EDUCATION OF YOUTH

ABSTRACT

The article explains the essence of the right of young people to education, the youth development index, its current state and problems in this area. Reforms in higher education for young people in Uzbekistan have been analyzed.

When we say the right of young people, we mean, first of all, their full right to live in peace and health and to receive education. Therefore, it is a priority of every state to ensure the harmonious development of our young generation, quality and excellent education.

However, there are specific challenges to providing it. First, the Youth Development Index (YDI) identifies five key areas: education, health and well-being, employment, civic and political participation. The negative picture of the world on these indicators once again shows that the state youth policy should be in the constant focus of the international community. For example, despite the fact that the world is so developed, there are young people who do not even receive primary education. In particular, 7-9% of young people worldwide do not have access to primary education. This trend is more pronounced in some parts of Africa, India and Asia. There is a lot to be done in the field of health. So far, millions of children have died and become disabled due to various infectious diseases. For example, so far more than 6 million people worldwide have died from coronavirus, more than 20% of them young people. The issue of employment or unemployment among young people is also a topical issue. About 40% of the world's unemployed are young people. Of course, such indicators affect the legal, political consciousness and culture of young people. That is, it is not necessary to dwell on the political culture of a young person who has no primary education or is illiterate.

Second, today the international community is concerned about systemic problems such as declining overall health of the younger generation, lagging behind the formation of a healthy lifestyle culture, drug and alcohol consumption, smoking, maintaining high rates of youth diseases, high abortions and low reproductive relations. In recent years, the

ranks of narcotics and traditional psychotropic drugs have been increasing with non-traditional artificial drugs. Their main consumers are young people. For example, over the past 20 years, more than 60 tons of drugs have been seized in Uzbekistan.

That is why the Convention on the Rights of the Child was adopted in order to increase the attention paid to young people around the world. The purpose of the Convention is to strengthen efforts at the international, regional and national levels to meet the needs of young people around the world, to guarantee all the best interests, freedoms and rights of young people and to strengthen their capacity.

Therefore, let's talk about the opportunities and benefits provided to the youth of Uzbekistan in recent years. Since this is a very broad issue, we can focus on the opportunities and benefits provided to young people in the higher education system based on our activities.

Certain reforms have also been made to expand access to higher education for young people. In particular, the mechanisms for providing educational loans to young people have been simplified. Most credit opportunities have been expanded. The Cabinet of Ministers adopted Resolution No. 527 of 18.08.2021 "On measures to regulate the allocation of educational loans for tuition fees in higher education institutions."

Or all the contract money of young master girls was covered by the state. (President Shavkat Mirziyoyev announced that from the new academic year, the contract money of 23,000 girls studying for a master's degree will be fully covered from the budget. 200 billion soums will be allocated for this.)

The next issue is to improve the quality of education and increase the number of branches of leading foreign universities and private universities in order to expand the competitive opportunities of Uzbek youth. For example, in 2016, the number of foreign universities in our country was 5, today there are more than 20. Until 2019, we did not have private universities, but today their number exceeds 10.

Another issue is the creation of opportunities for young people to study abroad. Last year, more than 50,000 Uzbek students studied abroad through academic mobility. Of them (50%) studied in Russia, (12%) - in Kazakhstan, (6%) - in Ukraine, (3%) - in South Korea and (3%) - in Latvia, and the rest are studying in other countries.

The positive side of studying abroad is the influx of foreign skills and experience into the country, the opportunity to enrich the country's education system with advanced foreign experience, the formation of a solid bridge for cooperation with well-known

universities. At the same time, it contributes to the international image of a country.

All the positive aspects of studying abroad, which we mentioned above, will be effective only if that young person returns to his homeland and starts working. In short, it is important for young people to make the most of their opportunities to make the most of their right to education. Therefore, this process is an irreversible process as a fruit of globalization. The growth of educational opportunities around the world, especially in Uzbekistan, requires the formation of a well-thought-out education policy of the state. Because education policy based on such in-depth analysis plays an important role in finding solutions to the problems in this area.
