The third Action Strategy is specific tasks for the implementation of the priorities of economic development and liberalization.Therefore, today serious attention is paid to the further liberalization of the economy, in particular, opening the way for entrepreneurship. Consequently, the liberalization of the economy means the decentralization of the state, the transfer of its functions of managing the economy to self-governing organizations, the private sector. In this process, it is necessary to solve two important strategic tasks. We are talking about macroeconomic and financial stabilization, the principles and features of the transition to a market economy in Uzbekistan.

PRIORITIES FOR ECONOMIC DEVELOPMENT AND LIBERALIZATION

ABSTRACT

The third Action Strategy is specific tasks for the implementation of the priorities of economic development and liberalization.Therefore, today serious attention is paid to the further liberalization of the economy, in particular, opening the way for entrepreneurship. Consequently, the liberalization of the economy means the decentralization of the state, the transfer of its functions of managing the economy to self-governing organizations, the private sector. In this process, it is necessary to solve two important strategic tasks. We are talking about macroeconomic and financial stabilization, the principles and features of the transition to a market economy in Uzbekistan.

The first results of large-scale reforms carried out on the basis of the Action Strategy are reflected in the lives of the people of our country. This is an important factor in strengthening their social activity and confidence in the future.

The third part of this program document sets specific tasks for the implementation of the priorities of economic development and liberalization.

Therefore, today serious attention is paid to the further liberalization of the economy, in particular, opening the way for entrepreneurship. Consequently, the liberalization of the economy means the decentralization of the state, the transfer of its functions of managing the economy to self-governing organizations, the private sector. In this process, it is necessary to solve two important strategic tasks. First of all, the property to be privatized must be transferred to the real owners. Because the creation of real conditions for a radical change in economic relations leads to the growth of national self-awareness and the development of thinking. The next step is to end the state monopoly on property by creating a diversified competitive environment in the economy and creating enterprises of various forms of private ownership. This, in turn, directly affects the living conditions of society, changes the attitude of people towards private property, and contributes to the formation of public consciousness. Most importantly, the privatization of state property and the stimulation of small business will create a new layer of property owners in society. It is gratifying that at the new stage of reforms, the state's participation in the economy is gradually decreasing.

If the existing potential and opportunities are used wisely, economic performance will continue to grow. For this, it is necessary to further accelerate the modernization and renewal of sectors of the economy. As the head of our state noted, it is a pity that up to 23% of natural gas is spent on gas production and up to 20% on electricity transmission due to technological obsolescence and the lack of capital modernization in the gas and electricity industries. We must abandon technological backwardness and inefficient manufacturing processes to prevent the waste of our precious resources. After all, there will be no technological development without capital renewal. But even if the capital is new, if it has an old operating technology, the effect will not be noticeable either. Another negative consequence of this is a decrease in the demand for qualified personnel.

Indeed, there are many countries in the world that have firmly embarked on the path of development through the large-scale implementation of science and technology development programs and their achievements. South Korea is one of them. As one of the poorest countries in the world in the 1960s, this country became one of the world leaders thanks to technological development and economic modernization. Similar vital programs have transformed Malaysia and China from a backward agrarian country into an industrialized, fast-growing country. They will always strive to compete in order to keep up with developed countries, not to lose their positions. Naturally, this will be facilitated by national programs to increase economic efficiency, including technological changes.

It is clear that modernization measures will not be consistent without a strong national program. Therefore, technological changes fully comply with modern requirements.

In recent years, our country has undergone major reforms and radical changes that will help build a "New Uzbekistan", the foundation is being laid.

Obviously, it is impossible to cover all aspects of large-scale reforms in one small article that determine the beginning of a new stage and the rapid dynamics of the country's development.

First, the Action Strategy is the foundation for building a new Uzbekistan. Recognizing that in today's rapidly developing world, only countries that keep pace with the times and carry out the necessary reforms to modernize society and the state can be competitive, it is necessary to develop a new policy and long-term strategy for the new Uzbekistan. noted.

5 years ago, the beginning of a new stage in the development of the Republic of Uzbekistan was determined - five priority directions for the development of a strategy for sustainable development of society and the state, which developed a long-term strategy.

The strategy of action includes modernizing the political system, profound administrative reforms, radical overhaul of the judiciary, ensuring genuine independence and freedom of the judiciary, liberalizing the economy, creating a favorable business and investment climate, interethnic harmony, and rapid and systematic, Interrelated and interrelated measures are taken to ensure interreligious tolerance, thoughtful, mutually beneficial and constructive foreign policy.

Based on the Action Strategy, in particular, more than 30 strategies and national programs, 5 codes, about 250 laws, more than 3200 decrees and decrees of the President, as well as socio-economic, political and legal, scientific and technical, judicial. -adopted legal, humanitarian and many other regulatory documents for the development of other areas.

The main goal of the reforms carried out in the country is to protect a person, his life, freedom, honor, dignity, legitimate needs and interests. The activities of the People's and Virtual Receptions of the President of Uzbekistan make a significant contribution to ensuring personal, political, economic, social and cultural rights and freedoms.

The National Human Rights Strategy of the Republic of Uzbekistan has been adopted and is being implemented. Ensuring the rights and freedoms of citizens and introducing international human rights standards into national legislation and law enforcement practice has become a key criterion for democratic reforms aimed at creating prosperous and decent living conditions for people. Today, freedom and human rights - rights in the sphere of international treaties, ratified by more than 80 states, are reflected in national legislation.

Most importantly, large-scale reforms are changing people's lives, outlook and way of life. The high goal of "Building a new Uzbekistan together" was formed in the society, and the new principle "Society is the initiator of reforms" became the basis of daily activities.

In parliamentary development and strengthening, strengthening the role of political parties, government bodies, public laws and parliamentary oversight, government bodies and bodies in order to increase accountability and transparency of a wide range of organizational and legal measures aimed at ensuring being done. The activities of the Councils of People's Deputies are improving, their powers are expanding and, most importantly, the responsibility of these structures for the socioeconomic development of regions, sustainable growth of real incomes, the standard of living and the quality of life is strengthening. The principles of "electronic parliament" and "electronic council of people's deputies" are being implemented.

Particular attention is paid to the implementation of the noble idea that the people are the only source and creator of the law [1-3]. Laws are adopted to improve the lives of people and society, radically improve the quality of lawmaking, systematize and

codify legislation, drastically reduce the number of legal documents and introduce elements of the "smart regulation" model.

A lot of work is being done to ensure in practice the principle of constitutional justice. New effective mechanisms of social support are being introduced to reduce poverty. 840 billion soums have been allocated to support more than 590 thousand families, about 300 thousand able-bodied family members have been employed. Most importantly, people gain experience and skills in overcoming poverty through self-employment, entrepreneurial ability and entrepreneurship.

In general, the growth of Uzbekistan's authority in the modern world is not only the result of a thoughtful, firm and independent foreign policy of the state, but also the recognition by the international community of the country's achievements in democratic and market reforms.

The creation of a national idea and a national program, fully reflecting the goals and objectives of the ideas of the technological development of Uzbekistan and the modernization of the domestic market, will help eliminate existing problems, increase the competitiveness of our economy and bring our country to a new level. developed world.
