PRESENTATION OF THE JOINT SCIENTIFIC AND COORDINATION COUNCIL ON THE PROSPECTS OF TRANSITION TO HYDROGEN ECONOMY AT THE INTERNATIONAL ASSOCIATION FOR HYDROGEN ENERGY

The Third International Conference «Hydrogen treatment of materials: hydrogen and materials -efficiency and safety of up-to-date hydrogen-consuming productions and the problems of transition to Hydrogen Civilisation of the future» was held in 2001 (HTM-2001, Donetsk, 14-18 May 2001). The Agreement on cooperation and coordination of the activities on problems and prospects of the transition to hydrogen economy has been entered into by the International Association for Hydrogen Energy (IAHE, Miami, USA), the International Engineering Academy (IEA, Moscow, Russia), the Engineering Academy of Ukraine (EAU, Kharkov, Ukraine), the Donetsk National Technical University (DonNTU, Donetsk, Ukraine) and the Donetsk Engineering and Physical Centre of EAU (DonEPhC of EAU, Donetsk, Ukraine) at the plenary session during the HTM-2001 opening. In accordance with this Agreement, the «Joint Scientific and Coordination Council on Prospects of the Transition to Hydrogen Economy» (JSC-Council) was established. The top leaders of the high contracting parties, namely: T. N. Veziroglu, IAHE, USA; B. V. Gusev, Moscow, Russia; A. I. Vasilyev, Kharkov, Ukraine; A. A. Minayev, Donetsk, Ukraine; V. A. Goltsov (Co-Chairman-Executor, Donetsk, Ukraine, have been approved the JSC-Council Co-Chairmen.
The JSC-Council is working under the IAHE's ideological patronage. DonNTU and DonEPhC of EAU have been determined to be the basic JSC-Council organisations, on the base of which the JSC-Council's HeadQuarter and Presidium have been established and are functioning.
The JSC-Council's main task is to contribute, by all means being accessible to a public organisation, to the entry of hydrogen economy into life with the activities orientation, first of all, to CIS countries and, in particular, to their industrially and ecologically loaded megalopolises such as Donbass in the Ukraine, the Moscow, Urals and Kuzbass regions in Russia, etc.
The second most important task of the ISC-Council is to form the hydrogen community of CIS countries, which would systematically and purposefully study the worldwide information on hydrogen economy, generate its vision and its ways of the CIS countries' transition to hydrogen economy.
The complete text of the Agreement, information about the JSC-Council's establishment and tasks have been published in the International Journal of Hydrogen Energy (2002, Vol. 27, №. 7-8). By the present moment, more than 20 organisations have officially become the JSC-Council's members. Among them are worldwide research organisations, companies, industrial enterprises, for example, such as VNI-INEFTEKHIM OJSC (St. Petersburg); VNIINM All-Russia Research Institute of Inorganic Materials, State Scientific Centre of Russian Federation (Moscow); Institute of Metallurgy of the Russian Academy of Sciences, Urals Branch (Ekaterinburg); CRYOGENMASH OJSC (Balashikha), LUCH FSUE S&PA Research Institute (Podolsk); Khimav-tomatika DB FSUE (Voronezh); P. I. Baranov Central Aviation Motor Engineering Institute (Moscow); A. N. Podgorniy Institute of Mechanical Engineering Problems of the Ukrainian National Academy of Sciences (Kharkov); Donbasstransgaz (Donetsk); ISD Corporation (Donetsk); Termez State University (Uzbekistan); Tajik Technical University (Tajikistan).
The JSC-Council's Presidium and its basic organisations, namely, DonNTU and DonEPC of EAU, are planning to proceed, starting from 2003, to the publication of a special information and analytical journal, the JSC-Council's official journal, which will be distributed among organisations being JSC-Council's members and among organisations being the participants of conferences held by the JSC-Council.
The JSC-Council and its co-founders are planning to hold in 2004 the Fourth International Conference «Hy-drogen Treatment of Materials. Hydrogen Economy and Materials: efficiency and safety of modern hydrogen-consuming productions and problems of transition to Hydrogen Civilisation of the future» (HTM-2004, 17-21 May 2004 , Donetsk, Ukraine).
The HTM-2004 ideological basis is as follows: at this historical moment a critical question of the world hydrogen movement is a necessity of a wide information exchange among leading representatives of hydrogen energy community, hydrogen-materials-safety one and of industrials, having an experience in hydrogen production and employment. With good reason one can expect that just this exchange of views and knowledge will initiate a new understanding of the main bifurcation points on the way to hydrogen civilization.
JSC-Council is an international public organisation being open for the entry into it, first of all, for organisation and enterprises in CIS countries, which have already joined or are planning to join the world hydrogen movement and determine by now (or in due course) its niche in the future world and regional hydrogen economy.
