ФГБОУ ВО «Сыктывкарский государственный университет имени Питирима Сорокина» совместно с ФГБУН Федеральный исследовательский центр «Коми научный центр Уральского отделения Российской академии наук», Институтом комплексных исследований Арктики ФГБУН «Федеральный исследовательский центр комплексного изучения Арктики имени академика Н. П. Лаверова Российской академии наук» и ФГБУН «Институт экономики Уральского отделения Российской академии наук» с информационной поддержкой журнала «Корпоративное управление и инновационное развитие экономики Севера: Вестник Научно-исследовательского центра корпоративного права, управления и венчурного инвестирования Сыктывкарского государственного университета имени Питирима Сорокина» проводят Всероссийскую (с международным участием) научно-практическую конференцию «Механизмы устойчивого развития Севера и освоения Арктики России в условиях цифровой трансформации».
В ходе конференции будут рассмотрены фундаментальные научные проблемы, связанные с недостаточностью разработанности эффективных механизмов устойчивого развития Севера и освоения Арктики в условиях цифровой трансформации.
На пленарном заседании будут рассмотрены основные механизмы устойчивого развития Севера и освоения Арктики России в условиях цифровой трансформации, в том числе:
• роль малого и среднего предпринимательства в устойчивом развитии Севера и освоения Арктики;
• социальная и экологическая ответственность бизнеса в Арктической зоне Российской Федерации;
• миграционные факторы устойчивого развития северных и арктических регионов России;
• финансовые аспекты устойчивого развития Севера и освоения Арктики.
В ходе секционных заседаний будут рассмотрены:
а) роль и место государства в устойчивом развитии Севера и комплексном освоении Арктики. Будут затронуты вопросы инвестиционной активности и привлекательности регионов Севера и Арктики. Обсуждены проблемы комплексного социально-экономического развития северных и арктических моногородов. Проанализированы системные проблемы развития транспортной инфраструктуры в Арктической зоне России;
б) финансовые аспекты устойчивого развития Севера и освоения Арктики. Будут обсуждаться особенности моделей автономизации и формы самоорганизации финансов местных сообществ в условиях

удаленных территорий Севера и Арктики. Планируется рассмотреть вопросы влияния институтов и инструментов устойчивого финансирования на развитие регионов. Отдельно предполагается рассмотреть проблематику повышения эффективности финансовых решений по развитию устойчивой инфраструктуры, вопросы налогового стимулирования инвестиционной деятельности в арктических регионах России. Будет рассмотрена роль бюджетной системы в повышении конкурентоспособности экономик северных регионов России и другие вопросы повышения качества функционирования финансовой системы с учетом специфики Севера и Арктики;
в) развитие предпринимательства в условиях Крайнего Севера и Арктики. Будут обсуждены проблемы обеспечения социальной и экологической ответственности бизнеса. Рассмотрена роль цифровых технологий и проектного управления в развитии предпринимательства северных и арктических территорий. Отдельным блоком будут обсуждаться вопросы развития туризма в условиях Крайнего Севера и Арктики;
г) проблемы миграции, кадровой политики и повышения качества жизни населения арктических регионов России. Предполагается обсудить факторы и механизмы взаимовлияния миграционных процессов и динамики социально-экономического развития арктических регионов России. Будут рассмотрены вопросы обеспечения продолжительности качества жизни на Севере. Отдельным блоком планируется рассмотреть вопросы кадровой политики и образования, социально-экономического положения населения на Севере и в Арктике;
д) социально-культурные и духовные аспекты развития Севера и освоения Арктики. Будут проанализированы проблемы и перспективы развития коренных малочисленных народов Севера и Арктики. Отдельно проанализирован этнокультурный компонент устойчивого развития северных народов в системе образования.
Актуальность тематики мероприятия заключается в обсуждении, разработке в рамках всероссийской (с международным участием) научно-практической конференции механизмов устойчивого развития Российского Севера и Арктики в условиях цифровой трансформации, разработке теоретико-методологических подходов и методического инструментария обеспечения устойчивого развития Севера и освоения Арктики России.
Важность предлагаемого мероприятия заключается в том, что обсуждение и решение данных вопросов даст возможность получить новое научное знание о механизмах устойчивого развития и освоения северных и арктических территорий России в современных условиях, учитывая особую ранимость северных и арктических территорий, их особую значимость для прорывного развития России.
Особую важность в устойчивом развитии Севера и освоении Арктики с точки зрения формирования новых и развития существующих направлений имеют следующие направления, которые будут рассматриваться на секционных заседаниях конференции:
• роль государства и эффективного корпоративного управления, развития инфраструктуры и инвестиционной привлекательности в устойчивом развитии Севера и комплексном освоении Арктики;
• финансовые аспекты устойчивого развития Севера и освоения Арктики;
• развитие предпринимательства, и обеспечение социальной и экологической ответственности бизнеса в условиях Крайнего Севера и Арктики;
• факторы и механизмы взаимовлияния миграционных процессов и динамики социально-экономического развития арктических регионов России;
• социально-культурные и духовные аспекты развития Севера и освоения Арктики, а также проблемы и перспективы развития коренных малочисленных народов Севера и Арктики.
В ходе конференции будут рассмотрены фундаментальные научные проблемы устойчивого развития Севера и освоения Арктики, а именно:

Laverov of the Russian Academy of Sciences" and the "Institute of Economics of the Ural Branch of the Russian Academy of Sciences" with information support of the journal "Corporate Governance and Innovative Development of the North Economy: Bulletin of the Research Center for Corporate Law, Management and Venture Investment of Syktyvkar State University named after Pitirim Sorokin" hold the All-Russian (with international participation) scientific-practical conference "Mechanisms of sustainable development of the North and the development of the Russian Arctic in the context of digital transformation."
The conference will address fundamental scientific problems related to the lack of effective mechanisms for sustainable development of the North and the development of the Arctic in the conditions of digital transformation.
The Plenary Session will consider the main mechanisms for sustainable development of the North and the development of the Russian Arctic in the conditions of digital transformation, among others:
• the role of small and medium business in the sustainable development of the North and the exploration of the Arctic;
• social and environmental responsibility of business in the Arctic zone of the Russian Federation;
• migration factors for the sustainable development of the northern and Arctic regions of Russia;
• financial aspects of sustainable development of the North and the development of the Arctic.
The breakout sessions will be considered:
A). The role and place of the state in sustainable development of the North and integrated development of the Arctic. The issues of investment activity and attractiveness of the regions of the North and the Arctic will be considered. The problems of complex socio-economic development of northern and arctic monocities will be discussed. Systemic problems of transport infrastructure development in the Arctic zone of Russia will be analyzed.
B). Financial Aspects of Sustainable Northern Development and Arctic Development. Specific features of autonomous models and forms of self-organization of local community finances in remote areas of the North and the Arctic will be discussed. It is planned to consider the impact of sustainable financing institutions and instruments on regional development. Special attention will be given to improving the efficiency of financial solutions for the development of sustainable infrastructure and tax incentives for investment activities in Russia's Arctic regions. The role of the budget system in increasing the competitiveness of the economies of northern regions of Russia and other issues of improving the quality of the financial system, taking into account the specifics of the North and the Arctic, will be considered.
C). Development of entrepreneurship in the Far North and the Arctic. The problems of ensuring social and environmental responsibility of business will be discussed. The role of digital technologies and project management in entrepreneurship development in the Northern and Arctic territories will be considered. Issues of tourism development in the Far North and Arctic conditions will be discussed as a separate block.
D). Problems of migration, personnel policy and improving the quality of life of the population of the Arctic regions of Russia. Factors and mechanisms of mutual influence of migration processes and the dynamics of socioeconomic development of the Arctic regions of Russia are supposed to be discussed. Issues of ensuring the quality of life in the North will be considered. It is planned to consider issues of personnel policy and education, socioeconomic situation of the population in the North and the Arctic as a separate block.

E). Socio-cultural and spiritual aspects of northern development and Arctic exploration. Problems and prospects for the development of small indigenous minorities of the North and the Arctic will be analyzed. The eth-nocultural component of sustainable development of northern peoples in the education system will be analyzed separately.
The relevance of the event's theme is to discuss, develop, within the framework of the All-Russian (with international participation) scientific and practical conference, mechanisms for the sustainable development of the Russian North and the Arctic under conditions of digital transformation, develop theoretical and methodological approaches and methodological tools to ensure sustainable development of the North and the development of the Russian Arctic.
The importance of the proposed event is that the solution of these issues will provide an opportunity to gain new scientific knowledge about the mechanisms of sustainable development and development of the northern and Arctic territories of Russia in modern conditions, given the particular vulnerability of the northern and Arctic territories, their special significance for the breakthrough development of Russia.
The following areas, which will be considered at sectional meetings of the conference, are of particular importance in the sustainable development of the North and the development of the Arctic from the point of view of forming new and developing existing directions:
• the role of the state and effective corporate governance, infrastructure development and investment attractiveness in the sustainable development of the North and integrated development of the Arctic;
• financial aspects of sustainable development of the North and development of the Arctic;
• development of entrepreneurship, and ensuring the social and environmental responsibility of business in the Far North and the Arctic;
• factors and mechanisms of mutual influence of migration processes and the dynamics of socio-economic development of the Arctic regions of Russia;
• socio-cultural and spiritual aspects of the development of the North and the development of the Arctic, as well as problems and prospects for the development of the indigenous peoples of the North and the Arctic.
