Применение норм – это целенаправленное действие субъекта по обеспечению соблюдения норм международного права. В институтах и на практике термин имплементация широко используется для обозначения реализации норм международного права (на латыни — «импульс», на английском — «implementation» — «осуществление, реализация»). В правоохранительных органах и практике понятие «правоспособность» используется в общем и специальном смысле. В первом случае оно включает в себя все законные способы осуществления права, во втором случае в случае нарушения права осуществление права органом власти означает спор о праве.

began. As known in criminal law, a negligent act is considered a criminal offense only when harm is caused or the cause of harm is likely. The expiration date of the action is determined by the commencement of the criminal action.

The act is deemed to have been committed by the performance of the final act of a socially dangerous act, and its sum constitutes the whole act. Inaction means that a person behaves weakly, that is, refraining from actions that are part of a certain duty. Inactivity is defined as refraining from various activities. It is said to be a socially dangerous mental act, free conduct, where a person is obliged to perform a certain act under given conditions, but if not performed, it is said to be a crime through omission. The limit of inaction is determined by three exceptions:

1. The necessity of a person to perform a certain action;

2. The ability to perform those actions under the specified conditions;

3. Failure to perform required actions.

Inaction refers to a person's passive (abstaining from appropriate action) behavior. Criminal inaction is distinguished from action by its outward signs. In that case, the objective aspect of the crime is determined on the basis of the relationship between the socially dangerous consequences caused by the inaction of the person who committed the act. Inactivity is defined as refraining from various activities. In the case of inaction, a person is obliged to perform certain actions under the given conditions, but refuses to perform them, when he is fully aware of it and behaves freely. On this basis, damage or threat of damage to objects protected by criminal law arises on the basis of inaction. When a perpetrator is prosecuted on the basis of criminal negligence, the nature and substance of the perpetrator's conduct is not taken into account.

The symptoms (main aspects) of the crime are explained on the basis of the analysis of the legal definition of the concept of crime, as it is continuously established in the rules of the criminal law or originates from it. They are combined on the basis of three systems:

NORMS OF INTERNATIONAL LAW AND THEIR CLASSIFICATION

Abstract

Application of norms is a purposeful act of an entity to ensure compliance with the norms of international law.

In institutions and in practice, the term implementation is widely used to denote the implementation of international law (in Latin - "impetum", in English - "implementation" - "implementation, implementation").

In law enforcement agencies and practice, the concept of "legal capacity" is used in a general and special sense. In the first case, it includes all legal methods of exercising the right, in the second case - in the case of violation of the right, the exercise of the right by the authority means a dispute about the right.

Acts of application of the norms of international law are individualized acts of state power, which are adopted unilaterally or multilaterally.

Implementation is the most active period of international law. During this period, its main regulatory influence on international relations takes place. As the jurist emphasizes, implementation preferences are the ultimate outcome of law.

It is in the course of use that the real content and real significance of the rules emerge.

A norm is a possibility that can become a reality through the efforts of its subjects.

User experience is the foundation of norms and viability. Its results show which rules are outdated and which have been created. Therefore, application is an important factor in the development of international law.

Modern international law is characterized by the existence of a number of norms that regulate the process of application of law. The fundamental position also refers to the main goals and principles enshrined in the UN Charter. In addition, the two Vienna Conventions on the Law of International Treaties also play an important

role. The provisions in them imply to a certain extent the enforcement of not only contractual norms but also customary norms.

The rules of international organizations are also of great importance in the set of rules for regulating the process of law enforcement.

This is also stated in Article 5 of the Vienna Convention on the Law of International Treaties, that is, the provisions of the Convention apply to any agreement that is the founding act of international organizations, as well as any agreement adopted within the framework of international organizations.

There are national and international ways of applying the rules of international law. The two methods are interrelated. In both of these, the central government occupies a place. The international method is implemented in the work of states in the international arena, as well as in the international institutions and organizations created by them. The national method is reflected in the implementation of the norms. The national procedure is carried out within the jurisdiction of the states.

Diplomatic and consular relations play a key role in the implementation of international law. They monitor the implementation of the norms of international law in the countries where they are located. Список использованной литературы:

Участником экологических правоотношений также является юридическое лицо или гражданин, воздействующий на природную среду в целях ее использования, восстановления и охраны. Участниками этих отношений могут быть предприятия, организации, учреждения и граждане, осуществляющие предпринимательскую деятельность, оказывающую воздействие на природную среду, а также граждане, осуществляющие общее и специальное природопользование.
