In this article, based on the simulation program AnyLogic formed three major regional resource allocation model. The object of research is the municipality town of Orel. The use of discrete-event simulation is associated with the ability to visualize the situation in the area of resource redistribution. The author made an attempt to determine the significance of the development of the municipal economy and the municipality. From formed the study models, it was found that the threading model with finite separate drive does not pose any aspects of the optimization and development of the municipality. Process-threading model to the storage system only reflects the economic development of the municipality in the short term. At the same time, improvements in process-flow model with two final drives is the most preferred of the three above. However, due to deficiencies in the distribution of resources, the financial sector, it needs to be improved and adjusted. The purpose of this scientific article is the modeling of the process of redistribution of resources in the municipality. Methodological basis of research is the method of structural and logical analysis, graphical method. Also, the study was based on the methods of grouping and comparison of classifications, diagnostic analysis, and simulation modeling. This study can be interesting for regional and municipal authorities, academics, researchers.

MODELING EFFICIENT RESOURCE ALLOCATION IN THE ECONOMY OF THE MUNICIPALITY

Introduction. In the conditions of unstable development of the territory and the ineffectiveness of decision-making by local authorities raises the question of the effectiveness of the model municipal development and finding the resources to maintain it. Today, there are quite a lot of instruments contributing to the formation of patterns of development of municipal economy. As they are the Forsythe technology, statistical evaluation methods, network analysis, visualization quality of the analytical data and many others. I would like to elaborate on this tool as simulation.

Simulation - a visual representation of a complex system under certain situational conditions, with given criteria and parameters. The municipality is a complex system, establishing the relationship between sets of agents [2, p.358]. The subjects can serve as specific management entity and the aggregate of all the inhabitants of the municipality. In accordance with macroeconomic theory to study the development of territorial economic systems highlight the following entities: households, business and municipalities. The use of these agents modeling related to the categories of the subjects of territorial management.

Simulation is one of tools for strategic planning, which allows on the basis of flow visualization to describe processes in the system. As the positive components of simulation is the possibility of the experiment and the embodiment of characteristics of a real object on a visual project. It is possible to conduct the simulation processes not only at a certain stage, but also in time. This process is carried out taking into account various factors and variables necessary in the model. Simulation is implemented on the basis of various kinds. A simulation can be created in agent-based modeling and system dynamics. In this study, the simulation will be conducted on the basis of discrete-event simulation program AnyLogic.

The object of research is the municipality of the city of Orel. The use of simulation in the study of economic processes is a current topic. Elaboration of this topic is very high. However, used modeling tools are outdated. The author attempted to carry out a simulation by means of the program AnyLogic. The scientific importance of this simulation program is disclosed in the writings of R. Finger [4,p.120], Kamenshchikov L. P., Krasnov I. V. [2,p.35], Lehmann N., Storey J. [9], Wilson P. R. the Application of the simulation program AnyLogic borrowed from scientific articles Balnokin V. E., Ivashov E. N.. Knyazeva M. P., Fedotov, K. D. [1,p.85], Komarevtseva O. O. [2,p.355], Nakagawa T., M. here [7,p.355].

Modeling of basic processes. Proceed directly to simulate the process of distribution of territorial resources. As models will be used the following:

1. Streaming model with a finite separate drive.

2. Process-streaming model with the system drive.

3. Improved process-flow model with two finite reservoirs [3, p. 46].

Each of these models is based on discrete event simulation. The main drives of the model are the production sphere ("Proizvodstvo" = Production), the financial sector ("Finance"), social sphere ("Social") and municipal economy ("Economica" = Economy). In the stream model and an improved process-flow model another drive is a municipal town of eagle ("Orel"). Drives are the basic elements of these models. In these drives are formed the main territorial resources. Allocation of resources is impossible without actors-variables model. Between storage and the entities-variables through the valves formed the following relationships:

where Pr oizvodstvo - production sphere, Ylitsa(\) - the legal entity, mmoney - the flow of productive resources, Social - social services, nacelenieS - the population of the municipality, nmoney - the population of the municipality, Finance - financial sector, imoney - the flow of resources from the financial sector, Ylitsa(3) - territorial investors, Economica - municipal economy, tmoney - stream territorial resources.

Stream valves are specified by the following formulas:

1. The drive "Economica":

3. The drive "Finance" - the volume of investments into the fixed capital of the city due to all sources of financing over the full circle of enterprises and organizations.

4. The drive "Proisvodstvo":

where o - the volume of shipped goods of own production, executed works and services by own

forces for the full range of producer organizations, DPi - the volume of mineral production, O p - the volume of shipped goods in manufacturing, PR - production and distribution of electricity, gas and water.

These indicators mobilizes in potocol system models to simulate the redistribution of selected resources. Organization of simulation process creates a visible reflection of the situational implications of the municipality.

Streaming model with a finite separate drive (figure 1).

The construction of this model is that the final drive municipality city of eagle generates all resource flows. Accumulated resources support the development of the territory. This model is not developing, and stabilizing. Streaming model with a separate end drive has a number of disadvantages. First, correcting the situation in the municipality for 5-6 months it is possible to observe the decrease in number of indicators. For example, indicators of financial, production and social sphere, which contributes only to the growth of social tension in society. Secondly, the municipal economy in this model does not provide for social development of the territory. Thirdly, by increasing the research lag to 7-8 months there has been a stagnation of the municipality. Streaming model with a finite separate drive does not carry an effective mechanism of territorial development, but allows for the functioning of the territory for a certain period.

Process-streaming model with the system drive (figure 2). To implement this model was taken by the drives, is shown in figure 1 only for the study period 2014-2016. Indicators of production, financial and social sphere were not changed, and formula drive "Economica" got the following:

This circumstance is due to the use in the system of drives formed the final drives. That the initial drive model of the selected " Pr oizvodstvo ", as this sphere begins to form, the gross municipal product. The final drive is " Economica ". We are trying to run is not a model of development of the territory, but only to improve the economic situation.

Process-streaming model of economic development of the city of eagle in 4 months of 2016 to a greater extent secured investment resources. The main drives in this period are in the process of accumulation of resources for transmission to " Economica2m 6". However, this model also cannot be considered effective. In this model, there is a rapid redistribution of resources from storage "Finance " not providing this sector with the necessary means of development.

Add to the model the subjects "domohozaistvo " for inclusion in the modeling process of incomes of the population and " Ylitsa " for forming the investment thread that was created not only from municipal but also from other investors. Will increase the lag of the study to 13 months (figure 3).

Presented in figure 3, the model provides the economy of the municipality at the expense of storage "Proizvodstvo " and "Finance ". Noticeable sharp decline in the performance of these drives. It can be concluded that for the development of the socio-economic sphere of the municipal formation of an effective system of production and territorial capital. This fact will allow to achieve only short-term stabilization of economic processes.

Based on the foregoing perfecting process-streaming model introducing into it two ends of the drive, namely municipal economy (" Economica ") and the municipality of the city of Orel ("Orel"). The algorithm model is also a vicious cycle. Resource allocation is based on formulas 1-7. Starting a drive is " Pr oizvodstvo " (figure 4). Thus creating two destination storage resource, the flow slows down. A one-year lag of the study shows the growth of the economy in General and the development of territorial formations. This resource allocation model has a number of positive aspects. First, resource flow moving in the direction of drive of the municipal formation does not carry territorial debt obligations. The impact of municipal debt compensates for the drive " Economica ". Secondly,

compared with the model presented in figure 3, the resources of the production sector are saved for the development of this sector. Third, the model provides the development of the social sphere.

Spent the drive " Finance20l6 " will not be able to ensure the territorial functioning for the next year. Thus, we consider it necessary to make adjustments of this drive.

Conclusion. Thus, the above research allowed to draw the following conclusions.

1. Simulation is an important instrument of territorial development of the municipality.

2. Streaming model with a finite separate drive does not carry the aspects of optimization and development of the municipality, but only helps maintain the economic component.

3. Process-streaming model with the system drive reflects the economic development of the municipality in the short term. Security resources, adversely affect production and financial sphere.

4. Improvement process-flow model with two final drives is the most preferred of the three presented above. Due to shortcomings in the allocation of resources of the financial sector it requires revision and correction.
