A summary
Currently, information technology is gaining a decisive victory in education worldwide. In most schools and almost all universities, computer learning environments have been created, networks for the development of teachers and teachers have been created, there are hundreds of portals of well-known universities and funds offering open educational resources in the form of training courses and textbooks in all branches of knowledge. A new direction in education has appeared and is developing - mobile training.

The term "mobile learning" (m-learning) mobile learning ( m - learning ) refers to the use of mobile and portable IT - devices, such as PDAs PDA ( Personal Digital Assistants ), mobile phones, laptops and tablet PCs in teaching and learning . Since computers and the Internet have become essential educational tools, technologies have become more portable, accessible, efficient and easier to use, this opens up wide opportunities for increased participation and access to ICT, particularly on the Internet.Mobile devices, such as phones and PDAs, have much more reasonable prices than desktop computers, and therefore represent a less expensive way of accessing the Internet (although the cost of connection may be higher). The introduction of tablet PCs now allows you to use mobile Internet access with equal, if not more, functionality than desktop computers.
Most mobile devices are useful in the field of education, management,
organization and teaching for practitioners, as well as technical support tools for students. [1]
Here are a few advantages and problems of mobile education:
Students can interact with each other and with the teacher, rather than hiding behind large monitors.
It is much easier to place several mobile devices in the classroom than several computers.
Cell phones easier and take up less space than files, papers and textbooks, and even laptops. Recognition by stylus or the touch screen becomes more obvious than when using the keyboard and mouse.
There is an opportunity to exchange tasks and work together; students and teachers can send text by e-mail, cut, copy and paste, transmit devices within the group, work with each other, using wireless networks, for example, Bluetooth, WiFi, or NF C.
Mobile devices can be used anywhere, anytime, including at home, in train, in hotels - it's invaluable for on-the-job training.
New mobile phones, tablets, e-books, etc., attract students - young people who may have lost interest in education .
The first problem can be called a limited time of operation of the mobile device from the battery. On average, for a smartphone with active use, this period is 5-6 hours. Of course, there are smartphones and with a more capacious battery, but their prices differ from the most popular mobile devices available for most students.
As a second problem, there is a huge variety of the mobile device market. This problem is more relevant to the creators of mobile training courses, since it is difficult to make the course look equally good both on small-sized screens of cell phones and on relatively large screens of tablets.
The third problem is some kind of underestimation of mobile learning opportunities by teachers of older age groups. However, people of this age group give quite weighty arguments, among which one of the main ones is the weak possibility of monitoring the performance of the test by the trainee. We can agree with this point of view, since there is no guarantee that at the moment of answering the test questions for the mobile device there will be not a student who must pass the test, but his neighbor is an excellent pupil.Although modern software can solve this problem by using a camera or a fingerprint scanner.
Currently, one of the most popular formats for training courses is a presentation at Microsoft PowerPoint and video tutorials on YouTube . But when using PowerPoint,there are two main problems.
First, the PowerPoint format itself is not available for viewing on the website. Solve this problem by using resources, such as slideboom.com or slideshare.net , that convert the presentation into Flash format , available for playback in modern browsers. The disadvantage of this approach is the loss of the animation effects contained in the presentation.
Secondly, even if the training course is not played on web sites, and will be
distributed by downloading to a local computer, additional software training will be required to play it, for example, such as Microsoft PowerPoint or Microsoft PowerPoint Viewer .

The development of mobile education was facilitated by the formation of the market for business education . Organizations providing services in the field of business training , evaluating the effectiveness of the new method, began to gradually move to a new format.
To date, in the world, mobile education is used universally. For example, in the US already more than 90% of universities and schools, as well as companies that have a population of more than a thousand - one and a half thousand people, use this form of education. Compared with the situation in the world, the development of the e-learning market in Russia, according to experts, lags behind for 5-7 years. [2]
In the current version of the law on education, distance education is not a separate form of education, the law only considers distance learning technologies. And many market participants complain about the lack of adequate state regulation, because often this leads to some difficulties. For example, there are no quality standards and methods for implementing distance education, the moments with copyright and recording of remote materials are not clarified. At the moment, distance education has no support at the state level, all preferences have only the traditional system of education. [3]
For today in Russia the market of mobile education develops haphazardly, without centralized planning, there is no clear understanding of the goals and tasks of the industry development. Which is very different from the situation, for example, in Europe. The Commission of the European Community has defined a strategy for the development of distance education, which defines mobility, primarily as planning for tomorrow's education. The strategy implies the unification of all market participants for optimal interaction with the goal of the most effective development of mobile education. For this, a number of tasks are set, such as: ensuring the digital literacy of all students completing school; the introduction of a diploma on the basic skills of working on a computer; possibility to translate distance students education results of their tests in other universities, the emergence of a leading man, providing work on the further development of the industry and much more. Such a system approach ensures effective development of the industry, which is currently lacking in the market in Russia. And, in particular, clearly prescribed legislative regulation.
From the point of view of the interests of the state, e-education is an opportunity to receive the same level of education for people living in different parts of the country, i.e.the way to eliminate educational inequality. And for its centralized development, investments are needed. First of all, for the development of scientific-didactic and methodological support.
