MAIN STRATEGIES FOR IMPROVING THE QUALITY OF EDUCATIONAL SERVICES

Abstract: The study of the formation of a strategy for improving the quality of education in higher educational institutions is an important area of analysis, primarily for the purpose of developing recommendations to ensure the development and implementation of a quality strategy in higher education.

Key words: strategy, higher education, modernization of education system, Bologna process, educational reforms, new educational models.

Nowadays, modernization has become one of the most important key terms of the day. Each country must occupy a place in the world system that corresponds to its level of development and potential, and this ultimately determines the global nature of modernization. The modernization policy of a particular state should be based on the ideology of state development, existing competitive advantages, and its content should be determined by the level and state of development of the scientific, educational and real sectors of the economy, and human potential. Undoubtedly, each state must form its own individual modernization trajectory.

To achieve the goal of modernizing the country, it is necessary to solve a number of important tasks, which are, firstly, to build an effective state that ensures the functioning of the law, protects human rights, and successfully resolves emerging problems. Secondly, move away from a primitive raw materials economy and form an innovative, competitive economy that would ensure a high standard of living for the population. Thirdly, to create conditions in which a society of free, intelligent and responsible people would develop. Fourth, provide effective education, healthcare and science, and, as a result, create high quality human capital.

Currently, higher professional education is the main part of the state, acting as the determining basis for the formation of human capital. Entry into the Bologna process, globalization processes, the development of international relations, increased business activity of the population and other processes and phenomena of our time do not provide an opportunity for domestic higher education to stand aside and develop at the old level. Society needs a new high-quality higher professional education, which can and should lead to expanded opportunities for self-realization for citizens, and primarily for the younger generation. In our opinion, the quality of higher professional education is, first of all, a set of characteristics of professional consciousness that reflect the ability of a specialist to carry out his professional activities in accordance with the requirements at the current stage of economic development, at a certain level

of professional success, with an awareness of responsibility for the results of professional activities.

Higher education works for the future, determining the personal qualities of certain groups and individuals, their knowledge, skills and abilities, ideological and behavioral priorities, and ultimately the economic, spiritual and moral potential of society. The field of higher professional education is in constant motion, responding to changes in the external environment and adapting to its changing needs, while actively influencing the state of this external environment and its needs. This understanding of the role of higher professional education in society underlies the priority importance of the development of education for the development of civilization, an individual state, society and each person [1]. In developed countries, educational reforms were not unsuccessful if they were carried out by a strong, effective government in conjunction with society. The interests of the state and society in the field of higher professional education do not always correspond to the sectoral interests of the education system itself, therefore the discussion and elaboration of directions for modernization and development of higher education should not be confined to the educational department and the educational community.

Active subjects of educational policy should be not only all citizens of Russia, the state, its federal and regional institutions, but also municipalities, families, the teaching community, scientific, cultural, commercial and public institutions - all those who are interested in the development of education.

Guidelines and strategic goals for the modernization of higher professional education should be formed and achieved in the process of constant interaction between the educational system and authorized representatives of the national economy, science, culture, public organizations, as well as directly with parents and employers. Modernization of higher education must be carried out taking into account regional experience and local conditions for the development of education, while building new educational models. The goal of modernizing higher professional education is to create a mechanism for the sustainable development of the higher education system that would ensure that it meets the challenges of the 21st century and the economic and social development needs of the country. To achieve this goal, it is first necessary to solve the following problems:

1) ensuring state guarantees in the availability of a full-fledged education;

2) formation in the education system of effective organizational, economic and regulatory instruments for attracting and using resources;

3) formation of an effective strategy for improving the quality of educational services;

4) improving the social status of educators with the help of state and public assistance;

5) development of an open state-public education system based on increasing the role of all participants in the educational process - student, teacher, parent, higher educational institution.

In our opinion, one of the main tasks of modernizing higher professional education is the formation of an effective strategy for improving the quality of educational services.

The strategy for improving the quality of educational services is a comprehensive, long-term plan for systemic actions to study all the patterns, goals and objectives that ensure the effectiveness of the institution, external and internal factors. It includes, on the one hand, the study of patterns of development of education, analysis of external and internal conditions, forecasting possible options, distribution of tasks, development of methods, organizational forms that would contribute to successful progress towards the set goals. On the other hand, the strategy also presupposes long-term, active management actions that can be adjusted if necessary, thereby ensuring the fulfillment of the mission, the achievement of goals and the gradual effective solution of the institution's problems. The main elements of the strategy are the goal, mission, priorities, guidelines, and stages.

To adapt, develop and ultimately survive in new conditions, higher schools must not only constantly assess their position in the educational services market and monitor its condition, but also apply methods for predicting market development, work out alternative scenarios for their future behavior depending on changes in external environment, in other words, use strategic approaches to regulate their production and economic activities.
