The article discusses the main directions of development of the digital economy in Uzbekistan, the need for digitalization of all sectors of the economy for the development of the digital economy. In addition, the introduction of modern information systems, software products and databases in all areas, health, social protection, education, utilities, tourism, as well as the creation of "smart" and "safe" cities and regions in the system solutions for the use of modern information technologies based on E-government. At the same time, the action strategy addresses issues of further improvement of the E-government system, improving the efficiency and quality of public services.

Abstract: the article discusses the main directions of development of the digital economy in Uzbekistan, the need for digitalization of all sectors of the economy for the development of the digital economy. In addition, the introduction of modern information systems, software products and databases in all areas, health, social protection, education, utilities, tourism, as well as the creation of "smart" and "safe" cities and regions in the system solutions for the use of modern information technologies based on E-government. At the same time, the action strategy addresses issues of further improvement of the E-government system, improving the efficiency and quality of public services.

ОСНОВНЫЕ НАПРАВЛЕНИЯ РАЗВИТИЯ ЦИФРОВОЙ ЭКОНОМИКИ В УЗБЕКИСТАНЕ Кушаров З.К.

Аннотация: в статье рассматриваются основные направления развития цифровой экономики в Узбекистане, необходимость цифровизации всех отраслей экономики для развития цифровой экономики. Кроме того, внедрение современных информационных систем, программных продуктов и баз данных во всех сферах здравоохранения, социальной защиты, образования, коммунальных услуг, туризма, а также создание «умных» и «безопасных» городов и регионов в системных решениях для использования современных информационных технологий на основе электронного правительства. Вместе с тем, в стратегии действий рассматриваются вопросы дальнейшего совершенствования системы "Электронное правительство", повышения эффективности и качества государственных услуг.

Ключевые слова: цифровая экономика, система взаимоотношений с клиентами, электронное правительство, новые технологии, интеллектуальное правительство, 1 миллион программистов, It-park, «умный» и «безопасный».

The primary goal of each state is to increase economic growth and prosperity. After that, self-efficacy increases.

Digital economy is a system for the implementation of economic, social and cultural relations through the use of digital technologies. It is sometimes referred to as the internet economy, the new economy, or the web economy.

The digital economy means moving the existing economy to a new system through the creation and implementation of new technologies, platforms and business models [1].

Signs of the digital economy:

• High level of automation;

• Electronic document exchange;

• Electronic integration of accounting, reporting and management systems;

• electronic databases;

• Availability of CRM (Customer Relationship System);

corporate networks.

The benefits of a digital economy:

1. Payment costs are reduced (for example, travel to the bank and other resources are saved).

2. Learn more and more about goods and services.

3. Goods and services in the digital world have great potential to enter the world market.

4. Goods and services will be rapidly upgraded through rapid customer feedback.

The strategy of actions is aimed at improving the system of "electronic government", improving the efficiency and quality of the provision of public services and increasing the access of the population and businesses to this service.

At the same time, there are some problems and shortcomings that hinder the transition to the digital economy. In particular, the lack of common principles for the development of state information systems, the implementation of activities in this area without interconnection with each other and other information systems, in turn, has a negative impact on the widespread use of modern information and communication technologies in public service delivery and interagency cooperation.

In accordance with the Presidential Decree "On Additional Measures for Implementation of Digital Economy, Electronic Government and Information Systems in Public Administration of the Republic of Uzbekistan", a critical review of the projects being implemented until April 1, 2020 and corresponding goals and objectives of digital economy development in the country. ensuring that projects continue.

E-Government is an integral part of the digital economy. Therefore, the Decree specifies the importance of e-government as a single national system for ensuring effective interaction between the state, population and business, as well as integrating into the digital space of the world. As a result, the system of public services in our country is being consistently improved, investment climate and business climate are improving [2].

President Sh. Mirziyoev noted, if we can develop entrepreneurial initiative in our youth, teach them how to use resources, we will solve not only economic but also many social problems.

By 2030 it is planned to establish a Commission on Coordination of Development of Digital Economy, which will develop the concept of development of "Digital Uzbekistan".

The concept was initiated by the following measures:

- further development of telecommunication infrastructure, provision of population with high-quality cellular communication, broadband Internet access;

- introduction of modern information systems, software products and databases in the areas of health, social protection, education, utilities, tourism, as well as the creation of "smart" and "safe" cities and regions;

- implementation of innovative projects on the basis of public-private partnership in the digital economy, as well as support for the production of modern software products;

- Further expansion of the system of electronic public services to the population and business on the principles of "intellectual government".

The concept is based on the state of information technology development in government agencies and other organizations, inventory of existing information systems, databases and other software products, as well as networking and human resources.

In the Message of the President of the Republic of Uzbekistan Shavkat Mirziyoev to the Chambers of the Oliy Majlis: This will allow us to follow the shortest path of advancement. After all, information technologies are being penetrated in all areas of the world today. Most ministries and agencies are absolutely free from digital technology" [1].

Although our country ranked 8th in the International Index of Development of Information and Communication Technologies in 2019, it is still far behind. "Digital technology not only improves the quality of products and services, but also reduces costs. Public and public administration, both in the public domain and in the public domain, can make digital technologies more efficient and improve people's lives. An active transition to a digital economy" will be one of the priorities for the coming years. To do this:

• First of all, it is necessary to develop the program "Digital Uzbekistan - 2030".

• It is necessary to fully digitize construction, energy, agriculture and water management, transport, geology, cadastre, healthcare, education and archives.

• It is necessary to revise the system of "electronic government", programs and projects, and to solve all organizational and institutional issues.

• "It-park" with modern infrastructure is being built in Tashkent. It is already beginning to produce its first results. Such "It-Parks" should be established in Nukus, Bukhara, Namangan, Samarkand, Gulistan and Urgench.

• The "1 million programmers" project should be implemented in cooperation with foreign partners in order to prepare highly qualified specialists for the sector.

• It is necessary to introduce information technologies that meet international standards at all levels of education.

• Given the completion of high-speed Internet access to all urban and district centers, it is necessary to provide high-speed Internet access to all villages and communities.

• The banking system lags 10-15 years behind modern requirements for the application of digital technologies, the introduction of new banking products and software. Each bank needs to implement a large-scale transformation program and set up a "project factory" supporting entrepreneurs.
