Today, the head of our state pays great attention to the mahalla institute. For example, in recent years, in order to further increase and improve the activities of the mahalla institute, the Ministry of Mahalla and Family Support of the Republic of Uzbekistan signed a decree on February 18, 2020. PF-5938 "On measures to bring the system to a new level" and the Resolution of the President of the Republic of Uzbekistan dated February 18, 2020 No PP-4602 "On the organization of the Ministry of Mahalla and Family Support of the Republic of Uzbekistan" was found. In this case, its main tasks were identified. The main focus today is on the tasks of the mahallas and the specific tasks on how to use modern methods and tools in educating a harmoniously developed generation. At present, mahallas are becoming a place of true national values in our country. The spiritual and moral values of the Uzbek people, its culture, traditions and customs have been formed and preserved in the mahalla for many centuries. Today, the rising generation is being brought up on the basis of these values. Traditions and traditions of our people, such as mutual kindness, harmony and harmony, information about the needy, stroking the heads of orphans, weddings, hashars, public celebrations, material and spiritual support, were formed in this environment.

The next unit of people after the historically formed family is the mahalla. A person has a sense of helping others, especially his compatriots and neighbors who are in a difficult situation. It is the person who extends a helping hand to others that not only contributes to overcoming the problem, but also deepens one's understanding of oneself. That's probably why volunteering has become one of the most common occurrences around the world. This event has become a process that unites people on a global scale who are determined to contribute to the solution of problems of social significance. Volunteering can take many forms, including from charity work to fight various diseases, to fight poverty or natural disasters. At the heart of the desire to engage in voluntary activity, that is, volunteer work, are the personal and social needs that are unique to each individual. In particular, the desire to benefit others, to express oneself, and to communicate leads to activity. There is also a need for social recognition in man. The desire to apply professional and life experience can also motivate a person to such an activity. The desire to realize one's potential, to implement one's own ideas, can also become a driving force. The need to influence and participate in social processes also leads to activism. Volunteering is a unique opportunity for a person to implement their personal needs in harmony with the needs of society. This need is an indication of people's understanding of their moral duties as well as the perfection of man. As a person volunteers, he develops morally, develops a culture of communication, a sense of mutual cooperation and brotherhood, a sense of humanity. Volunteering is active and creative, and a person has the opportunity to demonstrate their potential. The neighborhood is not only a social civic office, but also a homeland. The process of educating young people takes place not only in the family, but also in the neighborhood. The role of the mahalla in educating a harmoniously developed generation is invaluable, and each member of the mahalla always feels a sense of responsibility for the young people living in their mahalla.

The Mahalla and Family Research Institute under the Ministry of Mahalla and Family Support under the Ministry of Mahalla and Family Support of the Republic of Uzbekistan can be seen as proof of our idea that it is organized accordingly. According to him, in society:

Full and effective implementation of the system based on the principle of "prosperous and safe neighborhood", participation in the formation of priorities in strengthening neighborhood and family institutions, implementation of interdisciplinary fundamental, scientific and practical research and innovative projects;

formation of scientific and methodological bases for the development of concepts, complex, targeted, sectoral and regional programs aimed at strengthening community and family institutions, supporting women and the elderly and increasing social activism;

development of a scientific basis for ensuring a healthy and stable socio-spiritual environment and peace, harmony and tranquility in communities and families, strengthening universal and national values, including family values;

The fact that a number of tasks have been set, such as strengthening community and family institutions, supporting women and the elderly, and developing regulations in the field of social activism, can be considered as an attempt to improve the system in line with modern technology and foreign best practices. I think

As our young people consciously realize themselves in the neighborhood and in the family, the social environment of the family and the neighborhood will certainly have an impact on his upbringing. Because the future work of young people in various spheres of our country, what kind of personnel they will become, depends on such a prestigious educational institution as the neighborhood. Our young people receive their first education in their families and community. In this neighborhood, they socialize and acquire the skills necessary for life, a certain life experience.

There is one thing that is clear and unproven to us: a child receives his or her first social upbringing from the neighborhood where he or she lives and grows up. His thinking is formed in many by being together in the good and bad days of his neighbors, acting on the behavior, manners, manners, and interactions of adults. Sprinkling water on the streets in the morning in our neighborhoods, people wishing each other well, regardless of whether they know each other or not, greeting the elders, and blessing the elders of the neighborhood is a great educational school.

Some socio-ethical rules and regulations in Uzbek mahallas, which are not yet covered by special rules, should be followed by everyone, regardless of age. Otherwise, people may get a negative assessment in the opinion of the neighborhood community. At this point we can recognize the collective features of the peoples of the East. The social, political, economic, spiritual, legal activity of the citizens of the mahalla, especially the youth, depends on the level of spiritual and educational activities in the mahalla, the level of propaganda work. Also, the elders in the mahallas, their spiritual and enlightenment advisers themselves, first of all, as the owners of a high level of spirituality, should be a comprehensive example and role model for the youth. It is the sacred duty of the mahalla elder to enrich the spiritual world of our people, especially the youth, to enlighten their hearts with the light of goodness, justice and religion. At the same time, the mahallas bring up well-rounded and sane young people. The wise saying of the first President Islam Karimov "High spirituality is an invincible force": "The neighborhood is both a father and a mother" shows how important the education of young people is. As for the role of the mahalla in educating a harmoniously developed generation, they are:

- first of all, educating people in the spirit of our national values and spiritual heritage;

- Education in the spirit of Uzbek morality;

- social and moral support of youth;

- Protecting young people from the onslaught of various alien ideas;

- Educating young people in the spirit of respect for the Motherland, the state and existing laws;

- social control of young people in order to ensure their employment;

Based on the above, we want to think as follows; To encourage young people to fight against the ideas, criminal plans and practical actions of fanatical, treacherous forces disguised by Islam, who influence the minds of young people in the neighborhood, against the people and the policy of reform, the noble intentions of independence, to expose their essence and give a convincing blow.

From the above, it is clear that the role of mahallas in educating a harmoniously developed generation is invaluable. In short, the mahalla community plays an important role in educating the harmoniously developed generation as patriots and nationalists through national and universal values, as well as in educating their families and mahallas to be loyal to their homeland. It is a great responsibility for all of us to be equally responsible for this, to use the heritage of our ancestors in the education of future generations, and to be recognized not only in Central Asia but also in the world as a self-governing body of the mahalla. We must use the opportunities of the mahalla wisely in the upbringing of harmoniously developed people in all respects, and remember the unique role of the mahalla in inculcating national and universal values in the minds of young people.
